The Cabinet approved the restructuring of National Health Agency as ‘National Health Authority’
- The Cabinet approved the restructuring of existing National Health Agency as ‘National Health Authority’ for better implementation of Pradhan Mantri-Jan Arogya Yojana (PM-JAY).
- The existing society ‘National Health Agency’ has been dissolved and will be replaced by National Health Authority as an attached office to Ministry of Health and Family Welfare.
- The decision-making structure replaced with the governing board chaired by the Minister of Health & Family Welfare, to enable the decision-making at a faster pace.
- The National Health Authority will have full accountability, authority and mandate to implement PM-JAY through an efficient decision-making process.
The Cabinet apprised of the progress and new initiatives under National Health Mission (NHM)
- Maternal Mortality Ratio (MMR) decline by 2.7 per cent to 130 during 2014-16 from 178 during 2010-12.
- Infant Mortality Rate (IMR) declined to 34 in 2016 as compared to 44 in 2011. The annual rate of decline of IMR between 2015 and 2018 was 8.1 per cent.
- Decline in the Under 5 Mortality Rate (U5MR) to 39 in 2016 from 55 in 2011. The U5MR annual rate of decline during 2015-16 was 9.3 per cent
- The decline in the Total Fertility Rate (TFR) to 2.3% in 2016, from 2.3% in 2011. The percentage annual compound rate of decline in TFR during 2011-16 has been observed as 1.7%.
Union Cabinet approved the merger of Dena Bank, Vijaya Bank with Bank of Baroda (BOB)
- The merger will make the Bank of Baroda as the third largest bank in the country, after State Bank of India and HDFC Bank.
- Post-merger, Bank of Baroda will overtake both Punjab National Bank and ICICI Bank, in terms of assets.
- The envisaged amalgamation will be the first-ever three-way consolidation of banks in the country.
- There will be no retrenchment of employees as the employees of Dena and Vijaya banks will be transferred to BOB.

- BOB is an Indian multinational, public sector banking and financial services company, owned by Government of India and headquartered in Vadodara.
- BoB has network of 5538 branches in India and abroad, and 10441 ATMs as of July, 2017.
- The bank was founded by the Maharaja of Baroda, Maharaja Sayajirao Gaekwad III on 20 July 1908 in the Princely State of Baroda.
- The bank, along with 13 other major commercial banks of India, was nationalised on 19 July 1969, by the Government of India and has been designated as a profit-making public sector undertaking (PSU).
- As many as 10 banks have been merged with Bank of Baroda during its journey so far

Mission 1000: launched to train up 3 lakh Assam youths in 5 years
- The North East Institute of Advanced Studies has launched an programme named ‘Mission 1000’, which aims to train up 300,000 youths of Assam in five years’ time by providing advanced skilled development and competitive examination training.
- Mission 1000 also targets to produce 1000 skilled-trained and competitive youths from each district of Assam, amounting to 33,000 trained up and competitive youths.
- Launching ‘Mission 1000’ recently, Vice Chairman of Assam Planning Commission Dipok Kumar Borthakur said Assam needs a comprehensive planning for youth development and ‘Mission 1000’ is the first step in that direction.
- About 40 distinguished personalities of Assam like senior journalist Samudra Gupta Kashyap, Principal of KC Das College Hrishikesh Baruah, Rajiv Prakash Baruah, Parva Baruah, retired IAS officer Saline Nath.
Parliament Approved President’s Rule in J&K
- Parliament approved imposition of Presidents Rule in Jammu and Kashmir with Home Minister Rajnath Singh stating that the government will have no objection if the Election Commission (EC) decides to hold Assembly polls in the state along with the coming Lok Sabha elections.
- The Rajya Sabha approved the proclamation of President’s Rule in Jammu and Kashmir which has already been okayed by the Lok Sabha.
- Governor’s rule was imposed in Jammu and Kashmir in June after none of the political parties came forward to stake claim to form the government following BJP’s withdrawal of support to the PDP-led government.

- President’s rule is the suspension of state government and imposition of direct Central Government rule in a state.
- Under Article 356 of the Constitution of India, in the event that a state government is unable to function according to constitutional provisions, the Central government can take direct control of the state machinery.
- Subsequently, executive authority is exercised through the centrally appointed governor, who has the authority to appoint other administrators to assist them.
- During President’s rule, the Council of Ministers is dissolved, vacating the office of Chief Minister. Furthermore, the Vidhan Sabha is either prorogued or dissolved, necessitating a new election.
Five Nations assume charge as Non-permanent members of UNSC
- Belgium, Dominican Republic, Germany, Indonesia and South Africa have begun to assume responsibilities as non-permanent members of the UN Security Council.
- These five countries will hold a two-year term while Bolivia, Ethiopia, Kazakhstan, Netherlands and Sweden have just left the Security Council.
- The council is the only UN body that makes decisions and has the power to impose sanctions and authorize the use of force.
- The 15-member Security Council has Five permanent members (Britain, China, France, Russia and the United States) and 10 non-permanent members elected for two-year terms by the UN General Assembly.

- The United Nations Security Council (UNSC) is one of the six principal organs of the United Nations (UN), charged with the maintenance of international peace and security as well as accepting new members to the United Nations and approving any changes to its United Nations Charter
- Its powers include the establishment of peacekeeping operations, the establishment of international sanctions, and the authorization of military action through Security Council resolutions; it is the only UN body with the authority to issue binding resolutions to member states.
