Pranoy Kumar Musahary sworn-in as of Meghalaya Lokayukta Chairman
  • Meghalaya Governor Tathagata Roy administered the oath of office to the new chairman of the Meghalaya Lokayukta, Pranoy Kumar Musahary, at the Raj Bhavan.
  • Besides Chairman, the Meghalaya Lokayukta has four member posts, who are yet to be appointed.
  • Pranoy Kumar Musahary’s name was approved by a select committee and his appointment comes years after the Meghalaya Lokayukta Act, 2014, was enacted in the State.

FACTFILE – The Lokayukta

  • Lokayukta is an anti-corruption ombudsman organization in the Indian states.
  • Once appointed, Lokayukta can not be dismissed nor transferred by the government, and can only be removed by passing an impeachment motion by the state assembly.
  • The Lokayukta, along with the Income Tax Department and the Anti Corruption Bureau, mainly helps people publicise corruption among the Politicians and Government Officials.
  • Maharashtra was the first state to introduce the institution of Lokayukta through The Lokayukta and Upa-Lokayuktas Act in 1971.
  • The Karnataka Lokayukta is considered the most powerful Lokayukta in the country.

FACTFILE – The Assam Lokayukta and Upa-Lokayuktas Act, 1985

  • The Assam Lokayukta and Upa-Lokayuktas Act, 1985 (Assam Act XX of 1986) received the assent of the President of India on 12th December, 1986.
  • The Act was further amended in 1987 and 1989.
  • A Rule known as “The Assam Lokayukta and Upa-Lokayuktas Rules, 1988” were framed and published vide notification dated 20th January, 1989.
  • Hon’ble Mr. Justice T.C. Das was the first Lokayukta of Assam, sworn in on the 1st day of February, 1989.

Hriday Hazarika clinches gold in Asian meet
  • Assam’s Hriday Hazarika along with Elavenil Valarivan of Tamilnadu won gold medal in the 10 metre air rifle junior mix event at the 11th Asian Airgun Championship held in Kuwait.
  • They have created new world record by scoring 502.1 beating the earlier record of Elavenil Valarivan and Divansh of India.
  • Another pair of India, Arjun Babuta and Mehuli Ghosh has won the bronze.
  • Hriday along with Arjun and Divansh have won silver medal in the team event.

Point2Remember – Hriday Hazarika crowned as the World junior champion in air rifle in the 52nd World Shooting Championship in Changwon, Korea, held in September 2018.


US exempts India from certain sanctions for Chabahar Port in Iran
  • The United States has exempted India from imposition of certain sanctions for the development of the strategically-located Chabahar port in Iran, along with the construction of the railway line connecting it with Afghanistan.
  • The Secretary of State has provided for an exception from imposition of certain sanctions under the Iran Freedom and Counter-Proliferation Act of 2012, with respect to the development of Chabahar port, construction of an associated railway and for shipment of non-sanctionable goods through the port for Afghanistan’s use, as well as the country’s continued imports of Iranian petroleum products.
  • India, China, Italy, Greece, Japan, South Korea, Taiwan and Turkey were temporarily allowed to continue buying Iranian oil as they showed “significant reduction” in oil purchase from the Persian Gulf country.
  • This exception relates to reconstruction assistance and economic development for Afghanistan. These activities are vital for the ongoing support of Afghanistan’s growth and humanitarian relief.

Point2Remember – In 2016, India, Iran and Afghanistan had inked a pact which entailed establishment of Transit and Transport Corridor among the three countries using Chabahar Port as one of the regional hubs for sea transportation in Iran, besides multi-modal transport of goods and passengers across the three nations.


China developing new-generation manned rocket
  • China is developing a new-generation manned rocket and spacecraft for its lunar exploration, the rocket will be used to fly around the moon in China’s manned lunar missions.
  • It will also help astronauts build a moon base with the Long March-9 carrier rocket in the future.
  • With a take-off weight of 2,000 tonnes, the new rocket is expected to have carrying capabilities of 25 tonnes for lunar trajectories, 70 tonnes for low-Earth orbit.
  • The new manned spacecraft is nine metres long, with a maximum launch weight of 23 tonnes. It will have a re-entry module and a service module.
  • China launched its first manned mission in 2003, becoming the third country in the world to independently develop manned spacecraft after Russia and the US.

FACTFILE – Indian Human Spaceflight Programme

  • The Indian Human Spaceflight Programme was created by the ISRO to develop the technology needed to launch crewed orbital spacecraft into low Earth orbit.
  • The first crewed flight is planned with a spacecraft called Gaganyaan for December 2021, on a home-grown GSLV-III rocket.
  • ISRO has already developed most of the technologies for crewed flight and it performed a Crew Module Atmospheric Re-entry Experiment and a Pad Abort Test for the mission.
  • The project will cost less than Rs. 10,000 crore.
