  Tripura set to scale up white tea production
  • The successful completion of pilot projects on white tea has paved the way for planters in Tripura to go for full-scale production of the ‘costly and delicate’ variety.
  • Earlier this year, the 95-year-old Golokpur tea estate in Unakoti district of the State set a record when it sold its white tea for Rs 10,000 a kg to a Banglore-based retailer.
  • White tea is minimally processed. It is harvested even before the plant leaves unfurl fully with the buds still covered by fine white hairs, hence, the name white tea.
  • Besides fetching good money, white tea will also earn the tea estate a good name, as people in the industry know that the production process is difficult. We have been getting more orders for this special variety, De said.
  • Fatikcherra, another 101-year old tea estate in the hill State, has produced 6.8 kg white tea this year, which fetched Rs 5,500 per kg.
  • Around one quintal of white tea has been produced in the State this year. Tripura annually produces nine million kg of tea in 58 gardens.
  • The agro-climatic condition is favourable for tea production in Tripura. Now we have got a logo approved for Tripura tea, and even convinced the tribal villagers to grow wild tea near the Tripura-Mizoram boundary.
  • The Tea Board of India is now trying to convince planters to turn to organic brew, besides encouraging white tea production, he said.
  • Tripura has always had a problem of auctioning tea as there is no auction centre in the State. The Bangladesh Government has, however, agreed to allow planters from Tripura to auction their produce at Sreemangal subdivision of Moulavibazar district, which is near the Tripura border.

 Russia launches manned spacecraft to space station
  • Russia’s Soyuz MS-13 spacecraft carrying three astronauts successfully took off for the International Space Station (ISS) and entered the planned orbit.
  • Soyuz MS-13, carrying Roscosmos astronaut Alexander Skvortsov (commander), Luca Parmitano (flight engineer-1) from Italy and Andrew Morgan (flight engineer-2) of the US, will automatically approach the ISS and dock to it.
  • The new expedition will join Roscosmos astronaut Alexei Ovchinin, and NASA astronauts Nick Hague and Christina Koch on the ISS.
  • The space launch was conducted on the 50th anniversary of the moon landing of the US Apollo 11 spacecraft.

 Rajasthan government launches ‘police training’ programme for school students
  • The Rajasthan government has formally launched a training programme for school students, in line with the National Cadet Corps practice, which aims to curb rising adolescent delinquency and make them aware of basic laws and legal procedures.
  • The training programme initiated jointly by the state education and police departments will be available in selected government schools in the current academic session.
  • The two-year programme for students of classes 8 and 9 aims to curb rising adolescent delinquency, strengthen the teenagers mentally and physically, and make them aware of basic laws and legal procedures.
  • On the guidelines of the central government, the SPC training programme has been launched in 930 state government schools and 70 KendriyaVidyalayas.
  • As many as 15 modules covering all aspects of public and personal life, including personality development, physical and mental growth and social responsibility, have been developed for the SPC training which would be imparted at three levels that include indoor classes, outdoor activities and visits to relevant places and offices.

 Tiger number in Assam goes up to 190
  • Assam now has 190 tigers, marking an increase from 167 recorded in the 2014 Tiger Census. The country’s total tiger population is 2,967 tigers and the growth in the fourth cycle of the Tiger Census has seen a 33 per cent increase.
  • Nine years ago it was decided in St. Petersburg that target of doubling tiger population will be 2022. India completed this target four year early, as per the ‘All India Tiger Estimation Report 2018’.
  • As per the later tiger census, Madhya Pradesh saw the highest number of tigers at 526, closely followed by Karnataka at 524 and Uttarakhand at number three with 442 tigers.
  • While Assam witnessed an increase in tiger population, Nameri Tiger Reserve saw a declining trend. Chhattisgarh and Mizoram saw a decline in their tiger numbers while tiger numbers in Odisha remained constant. Loss in North East is due to poor sampling, the Report said, adding that all other states witnessed a positive trend.
  • The Tiger Census 2014 pegged the total number of big cats in the country at 2226 while the 2010 census put the figure at 1706 and the 2006 version at 1411, indicating that tiger numbers have been increasing continuously.

 India successfully launches Chandrayaan-2
  • India successfully launched its second moon mission Chandrayaan-2 from its most powerful rocket with a plan to land the rover on September 7 in the unexplored lunar south pole.
  • The most complex and prestigious mission ever undertaken by the Indian Space Research Organisation(ISRO), if successful, will also make India the fourth country after Russia, the US and China to pull off a soft landing on the moon.
  • The Rs 978-crore unmanned mission also brought woman power to the fore as it was helmed by two woman scientists of the ISRO–RituKaridhal and M Vanitha, the Mission and Project directors respectively.
  • Joined by President Ram NathKovind and leaders across the political spectrum, Prime Minister Narendra Modi congratulated the scientists.
  • The ISRO is aiming for a soft landing of the lander in the South Pole region of the moon where no country has gone so far.
  • Immediately after Chandrayaan-2’s separation from the rocket, the solar array of the spacecraft automatically got deployed and the ISRO Telemetry, Tracking and Command Network at Bengaluru successfully took control of the spacecraft.
  • Chandrayaan-2 comes 11 years after ISRO’s successful first lunar mission Chandrayaan-1 which scripted history by making more than 3,400 orbits around the Moon and was operational for 312 days till August 29, 2009.

 IIT Kharagpur students develop AI App for elderly care
  • Students of the Indian Institute of Technology (IIT) Kharagpur have developed two interconnected android smartphone applications.
  • The app named ‘CARE4U’, developed by an interdisciplinry team of 2nd year B.Tech students, connects the caregiver to the elderly.
  • While one of these apps can be installed on the phones of the elderly, the other can be attached to the smartphone of the caregiver.
  • The neural network-based fall detection algorithm in the app installed on the phone of the elderly can detect whether the elderly has fallen down.
  • If there is a fall, it automatically calls the caregiver and emergency services with the location of the elderly person.
  • The other features include detecting emotion by taking a picture and calculating the mood index.
  • To make this feature more effective the team has developed a cognitive intelligent chatbot for the elderly person to engage with.
  • Moreover, the app can also do other activities like make a call, send a text, book a cab and so on. It also has a record of medical histories, an account of allergies, an SOS button, real-time location tracking, among others.
  • The ‘CARE4U’ app includes a ‘Medicine Reminder’ feature to remind both the elderly person as well as the caregiver that it is time for the former to take medicine.

 The National Medical Commission Bill, 2019 Introduced in Lok Sabha
  • Union Health Minister Harsh Vardhan introduced The National Medical Commission Bill, 2019, to provide for a medical education system that also encourages community health perspective and makes services of medical professionals accessible to all citizens.
  • The Bill seeks to replace the Medical Council of India and usher in major changes in medical education sector as well as promote national health goals that encourage medical professionals to adopt latest medical research in their work and to contribute to research.
  • The Bill that seeks to improve access to quality and affordable medical education and ensures availability of adequate and high quality medical professionals all over the country to promote equitable and universal healthcare.

 Assam relaxes restrictions on Agar tree cultivation
  • The Assam government has relaxed the restrictions on cultivation of the scented Agar tree. The Cabinet approved growing and cutting of Agar and Chandan trees on non-forest lands.
  • The Cabinet also approved setting up of an International Trade Centre for Agar in Golaghat.
  • The plantation of Agar tree is seen in Assam’s Sibsagar, Sadiya, Nagaon, Darrang, Goalpara and Cachar districts of Assam.
  • Apart from Assam, the tree is also grown in Khasi Hills and Garo Hills districts of Meghalaya and also found in the forests of Nagaland, Manipur, Tripura and Arunachal Pradesh.
  • As Agar wood was classified under the wood based industries, cutting of Agar tree was not allowed and there was requirement of registration for sending the same outside.
  • At present the Hojai district in Assam is the hub of distilling the agar oil.

 Assam Govt’s important Cabinet decisions
  • Procurement and distribution of free sugar to the tea garden beneficiaries under ANNA Scheme at 2 kg per family per month.
  • Through the Assam Municipal Amendment Act, educational qualifications has been set for Ward Commissioners – Class 12 pass for general category candidates, Class 10 for SC/ST/OBC category.
  • An international trade centre for Agar Tree will be set up at Golaghat.
  • 3-year exemption on levy of cess on green leaves for big tea gardens.
  • New syllabus for APSC examination in line with UPSC exam.
  • Reservation of 80 per cent in managerial and supervisory and 90 per cent in non-managerial cadre in State PSUs and industries availing benefits from State Government.
  • Under the New Assam State Industrial Policy, 2019, power subsidy at Rs 2 per unit will be given for a period of 5 years subject to a maximum of Rs 50 lakh per annum.
  • 50,000 subsidy to the higher education loans.
  • The number of wards in Guwahati Municipal Corporation has been increased to 60.
  • The honorarium for GP Member has been hiked from Rs. 1500 to Rs 2000, AP Member from Rs. 2500 to Rs. 3000 and ZP Member from 3500 to Rs. 4000.
  • The New Film Policy approved under which Rs. 25 lakh subsidy will be given for films whose production cost is Rs. 1 crore. Films honoured with National Award will get Rs 1 crore and those nominated for Oscar Rs 2 crore. Moreover, a corpus fund will be created collecting Rs. 1 from each ticket sold for the welfare of artistes.

 UN calls nations to join clean air initiative
  • The United Nations, the World Health Organisation (WHO) and the UN Environment and Climate and Clean Air Coalition announced the clean air initiative and urged governments participation.
  • The announcement was made by Ambassador Luis Alfonso de Alba, the Secretary-General’s Special Envoy for the Climate Action Summit.
  • The climate and the air pollution crisis are driven by the same factors and must be tackled by joint actions.
  • The governments at all levels have both an urgent need and huge opportunity not only to address the climate crisis, but also to improve the health and save the lives of millions of people around the world, all while making progress on the Sustainable Development Goals (SDGs)
  • The clean air initiative calls on national and sub-national governments to commit to achieving air quality that is safe for citizens, and to align climate change and air pollution policies by 2030.
  • According to the World Bank, air pollution costs the global economy around $5.11 trillion in welfare losses.
  • Meeting the Paris Agreement on climate change, however, could save over 1 million lives a year by 2050 and yield health benefits worth $54.1 trillion, twice the costs of mitigation, through reduced air pollution alone.
  • Governments at all levels can join the initiative by committing to specific actions, including implementing air quality and climate change policies that will achieve the WHO ambient air quality guideline values.
  • The initiative comprises implementing e-mobility and sustainable mobility policies and actions with the aim of making a decisive impact on road transport emissions.

 Lok Sabha passes Motor Vehicles Amendment Bill
  • The Lok Sabha passed the Motor Vehicles (Amendment) Bill, 2019, which seeks to transform Indian roads with adequate safety measures to reduce road accidents, imposing stiffer penalties for violations and weeding out corruption.
  • As part of the initiative, the Centre will develop a system for cashless treatment of road accident victims in the so-called golden hour—the period up to an hour after a traumatic injury, during which there is highest likelihood of preventing death by providing medical care.
  • The bill also seeks to protect good Samaritans, ensuring that people who come forward to help accident victims will not be harassed by the law.
  • The proposed law has suggested higher penalty for offences such as driving without a licence, speeding, dangerous driving, drunk driving and for vehicles plying without a permit.
  • There will be strict provisions and suspension of licence for dangerous driving and driving without seat-belts.
  • The bill proposes a fine of as much as ₹10,000 for driving under the influence of alcohol or drugs, up from the existing ₹2,000.
  • Besides, the Govt will have the power to increase the penalty by 10% every year.
  • Under the bill, the Centre can tell an automobile manufacturer to recall motor vehicles in case of defects that cause damage to the environment.
  • The bill caps the maximum liability for third-party insurance in case of an accident at ₹5 lakh, compared with ₹50,000 now.
  • There will also be an eight-time increase in compensation in case of hit-and-runs.

 Bills to overhaul labour laws, boost jobs moved in Lok Sabha
  • Labour Minister Santosh Gangwar, introduced The Code on Wages, 2019, and The Occupational Safety, Health and Working Conditions Code, 2019.
  • The Code on Wages seeks to consolidate the laws relating to wages, bonus and connected matters.
  • The Bill will replace 44 archaic labour laws and aims to set standards of minimum wages across industry, including small businesses, which employ nearly 90 per cent of India”s work force.
  • It will repeal four existing laws, including one on wage payments passed in 1936 and one on minimum wages dating to 1948.
  • The Occupational Safety, Health and Working Conditions Code seeks to consolidate and amend the laws regulating the occupational safety, health and working conditions of the persons employed in an establishment.
  • It proposes a single-registration, single-licence regime for companies, instead of multiple permissions under 13 labour laws and allows women to work night shifts.

 Rail link to Gangtok from all NE State capitals by 2022
  • The Railways is set to link Sikkim’s capital, Gangtok, to capitals of all North Eastern States by March 2022. With this linkage, all the seven North Eastern State capitals will be connected to the national railway network, the Railways official added.
  • The capitals of Assam, Arunachal Pradesh and Tripura have already been connected by a broad gauge rail network.
  • Work on new broad gauge lines has been taken up to connect the other State capitals – Shillong (Meghalaya), Imphal (Manipur), Kohima (Nagaland), Aizawl (Mizoram) – which is expected to be completed by 2020.
  • In Sikkim, the project has been riddled with land acquisition issues. The project of laying a broad gauge line from Sivok to Rangpo of length 45 km was sanctioned in 2008-09. However, the project has been in limbo since then with just 19 per cent of the work being completed so far, officials said.
  • Among the most significant of the ongoing projects is the 111-km Jiribam-Tupul-Imphal line, 64 per cent of which has been completed so far will not only put the Manipur capital on the railway map in the next couple of years but also prepare grounds for taking the railways to Moreh on the Myanmar border and beyond to become part of the proposed Trans-Asian Railway.
  • A 10-km section from Jiribam-Vaingaichungpao has already been completed.
  • In Aizawl, 58.43 per cent of the 51.38-km Bhairabi-Sairang line has been completed, while in Kohima, the Railways has made a progress of 25.23 per cent in the 82.5-km Dimapur-Zubza line.
  • In Shillong, the 21.50-km Tetelia-Byrnihat line has seen a 40 per cent progress, while a 10-km section from Tetelia-Kamlajari has been completed. Another line in the State, the 108.40-km Byrnihat-Shillong line has only seen progress of around 5 per cent.

 IIT scientists devise robotic hand for Paralytics
  • The scientists at the IIT-Kanpur have ventured into the world’s first robot hand for the rehabilitation of stroke patients.
  • The device is a two-finger robotic hand (exoskeleton) that uses a four-bar mechanism and has four degrees of freedom (DOF).
  • Professor Ashish Dutta and Professors K S Venkatesh have achieved this feat.
  • The exoskeleton can be used by a patient on the hand.
  • It uses brain signals, with the help of the brain computer interface (BCI) that is worn on the head, and helps paralysed patients to open and close the movement of their thumb, forefinger and middle fingers for physical practice.
  • The exoskeleton is operated by an MEGA microcontroller of 300 Mhz and powered by a battery.
  • The device has sensors that control the pressure of the fingertip applied by the patient.
  • If the patient can close or move the finger, the device follows the movement passively.
  • If it does not, then the device actively forces the finger to close, while taking BCI instructions using signals.

 HAL delivers Chetak helicopter to Indian Navy
  • Hindustan Aeronautics Limited (HAL) delivered a Chetak helicopter to the Indian Navy. The documents were handed over by S Anbuvelan, General Manager of Helicopter Division-HAL to Commodore Vikram Menon, VSM, CSO(Air), HQNA at an event.
  • HAL entered into a contract with the Indian Navy in August of 2017 for the supply of eight Chetak helicopters with the delivery schedule of the first two in August of 2019 and the rest in August of 2020.
  • These helicopters are fitted with the latest communication and navigation systems developed by HAL and the company is committed to providing continuous support to the Chetak fleet.
  • These helicopters are used by the Navy for communication duties (passenger transport), cargo/ material transport, casualty evacuation, search and rescue, areal survey and patrolling, emergency medical services, electronic news gathering, anti hijacking, offshore operation and under-slung operation.
  • HAL has so far produced more than 350 Chetak helicopters and delivered around 80 to the Indian Navy. Presently, 51 helicopters are flying with the Navy and the serviceability has always remained high.

 RS passes Bill including death penalty for child abuse
  • Rajya Sabha passed the bill for amending the Protection of Children from Sexual Offences (POCSO) Act.
  • The Protection of Children from Sexual Offences (Amendment) Bill, 2019 was moved by Union Women and Child Development Minister SmritiIrani.
  • The Protection of Children from Sexual Offences (Amendment) Bill, 2019 provides for stringent punishment including life imprisonment for using children for pornographic purposes.
  • The new law is expected to discourage the trend of child sexual abuse by acting as a deterrent due to the strong penal provisions in it.
  • It intends to protect the interests of vulnerable children in times of distress and ensure their safety and dignity.

 The Banning of Unregulated Deposit Schemes Bill, 2019
  • The Banning of Unregulated Deposit Schemes Bill, 2019, which would replace the ordinance on the same, seeks to tackle the menace of illicit deposit-taking, being done by exploiting regulatory gaps and due to lack of strict administrative measures.
  • A Bill to protect depositors from Ponzi schemes and put in place a mechanism by which the investors can be compensated was passed by the Lok Sabha.
  • The Bill also provides for 1-10 years punishment and Rs 2 lakh to Rs 50 crore fines to deter any such act.
  • The Bill ensures that no hardship is caused to genuine businesses, or to individuals borrowing money from their relatives or friends for personal reasons or to tide over a crisis.
  • It contains a clause, which bans deposit-takers from promoting, operating, issuing advertisements or accepting deposits in any unregulated deposit scheme.
  • The Bill also proposes to create three different types of offences — running of unregulated deposit schemes, fraudulent default in regulated deposit schemes, and wrongful inducement in relation to unregulated deposit schemes.
  • The proposed law also provides for attachment of properties or assets and subsequent realisation of assets for repayment to depositors.
  • It will enable creation of an online central database for collection and sharing of information on deposit-taking activities.
  • The Bill also aims to prevent such unregulated deposit schemes or arrangements at their inception.

 Andhra Pradesh passes law to reserve 75% jobs for locals
  • The Andhra Pradesh government has made it mandatory for existing and upcoming industries in the state to reserve 75 per cent jobs for locals.
  • This hass been done through the passage of a new law called the Andhra Pradesh Employment of Local candidates in the Industries/Factories Bill, 2019.
  • Passed by the state legislative assembly the bill asks existing industries to ensure 75 per cent employment to the local candidates within three years from the date of commencement of this Act.
  • In case there are no qualified/suitable candidates available, the employers will have to train and engage local candidates within three years in close collaboration with government agencies, according to the bill.

 Proposal for a new greenfield airport at Silchar, NE airports to get major face-lift
  • The Airports Authority of India (AAI) has received a proposal to develop a new greenfield airport at Silchar. The response from the Minister came in reply to an unstarred question (no. 5361) on whether there is any proposal to build new or develop existing airports in Assam and other states in North East raised by Guwahati MP Queen Ojha on July 25.
  • The Minister mentioned that for the Silchar airport, the AAI has requested the State Government to share the land details for conducting the pre-feasibility study.
  • Referring to the question on the development of existing airports across North East, the minister informed that the AAI has started work to build new terminal building at the LGBI Airport at Guwahati and also at the Imphal airport, re-carpetting of runway at Leelabari airport, extension of runway and other important allied works at Dibrugarh and Barapani airports, strengthening of runway at the Dimapur airport, construction of hangar and cargo building at Agartala airport and other development work at Rupsi and Teju airports.
  • The Ministry of Civil Aviation has also granted ‘in principle’ approval for setting up of a new greenfield airport at Hollongi in Arunachal Pradesh for which steps for bidding documents are in process.

 Clean Green Arunachal campaign launched
  • The Aalo Forest Division has launched the Clean Green Arunachal Campaign and Vanmahotsav, 2019, under the theme, ‘Plant more trees, make environment pollution free’. As many as 4,900 saplings were planted at various locations on the occasion.
  • Plastic-free zone: The Office of the Deputy Commissioner of Aalo has been declared a plastic and tobacco-free zone under the Swachhata Challenge. Officers and other staff have been given clear instructions not to bring plastic items like water bottles and single-use plastic items and tobacco products within the premises of the office building.
  • Regular water supply will be provided by the PHED, Aalo, and an alternative site for dumping of office waste is being identified. Disciplinary action will be taken against the office staff violating the decision under the Arunachal Pradesh Prevention of Defacement of Property Act, 1997.

 IIT Kanpur inks pact with Ericsson to deploy NB-IoT to monitor Delhi’s air pollution
  • Indian Institute of Technology, Kanpur (IIT Kanpur) entered into a partnership with Swedish telecom gear maker Ericsson to deploy Narrow-band Internet of Things (NB-IoT) to monitor air pollution in Delhi.
  • With support from Ericsson, IIT will develop and deploy India”s first NB-IoT based low cost particulate matter sensors at multiple locations across Delhi.
  • As part of the memorandum of understanding (MoU), Ericsson will use locally developed air quality sensors that are capable of sharing environmental data including PM1, PM2.5 and PM10 levels at defined time intervals.
  • This will lead to better monitoring and analysis of data collected from different parts of the capital.
  • The findings will be shared with local authorities and other key stakeholders on a periodic basis.
  • The sensors are automated and will relay information on defined time intervals, providing data on pollution levels, sources and locations in a sustainable and cost-efficient way.

 Whatsapp teams up with NITI Aayog to promote women entrepreneurs
  • India’s Niti Aayog entered into a partnership with Facebook-owned WhatsApp to support the growth of a robust ecosystem to promote women entrepreneurs in India.
  • Under this partnership, WhatsApp, in collaboration with NITI Aayog, will announce an annual calendar of events aimed at capacity building of the women entrepreneurs and evolve specific programmes aimed at addressing challenges being faced by women entrepreneurs.
  • WhatsApp will also provide support amounting to $100,000 for the winners of NITI Aayog’s Women Transforming India (WTI) Awards 2019.

 NE police forces join hands to fight human trafficking
  • With human trafficking becoming a major cause of concern for Assam and other states of the Northeast, the police forces of the region have decided to improve coordination with real time input sharing to deal with the menace.
  • The heads of the police forces of the northeastern states have also stressed the need for a detailed research on the issue by a reputed organisation.
  • At least 380 cases of human trafficking were reported in Assam only in the last five years and the actual number can even be higher as in some cases, the families of the affected girls do not come forward to report such incidents to police. As per records of the Assam Police, 82 trafficking cases were reported in 2014, 73 in 2015, 75 in 2016, 79 in 2017 and 70 cases were reported last year.
  • The Assam Police has already created an anti-human trafficking cell in the headquarters of the Criminal Investigation Department (CID) and efforts would be made to make the cell more active.
  • Most of the girls trafficked from Assam end up in states like Uttar Pradesh and Haryana, and they are often lured with job offers.

 NGT nod for Delhi Government’s water conservation project
  • The National Green Tribunal (NGT) gave its nod to Delhi Government’s water conservation project on Yamuna floodplains.
  • The project aims to conserve water on floodplains and build mega reservoir between Pall and Wazirabad to meet water demand.
  • Under the project, small ponds will be created to catch water from an overflowing Yamuna during this monsoon season.

 Cabinet approves merger of National Institute of Miners’ Health with ICMR-National Institute of Occupational Health
  • The Union Cabinet, has approved to dissolve National Institute of Miners’ Health (NIMH), an autonomous Institute under Ministry of Mines (MoM) and merge with ICMR-National Institute of Occupational Health (NIOH), Ahmedabad.
  • Ministry of Health & Family Welfare (MoH&FW) with all assets and liabilities; and absorb all the employees of NIMH in NIOH in the similar post/pay scale as the case may be and their pay be protected.
  • NIMH, ICMR, NIOH, MoM and Department of Health Research (DHR), MoH&FW to take actions required for effecting dissolution and merger/amalgamation of NIMH with NIOH
  • The merger of NIMH with NIOH will prove beneficial to both the Institutes in term of enhanced expertise in the field of occupational health besides the efficient management of public money.

 Cabinet approves creation of buffer stock of sugar
  • The Cabinet has approved the creation of buffer stock of 40 lakh metric tonnes (LMT) of sugar for one year and to incur estimated maximum expenditure of Rs.1674 crores for this purpose.
  • However, based on the market price and availability of sugar, this may be reviewed by the Dept. of Food and Public Distribution any time for withdrawal / modification.
  • The reimbursement under the scheme would be met on quarterly basis to sugar mills which would be directly credited into farmers’ account on behalf of mills against cane price dues and subsequent balance, if any, would be credited to the mill’s account.
  • Creation of buffer stock of 30 LMT of sugar for one year from 1st July, 2018 to 30th June, 2019 was one of the various interventions which were made by the Government.

 Assam Police to induct hi-tech Sillinger boats
  • Assam Police is all set to induct a fleet of highly-sophisticated Sillinger boats that could be pressed into action for combat and non-combat operations, especially along the Indo-Bangla riverine border.
  • Sillinger boats, which are used by armed forces across the world, would be deployed with trained operators. Assam shares the riverine border stretch of 110 kilometres with Bangladesh.
  • As many as 70 Sillinger boats would be procured as part of its upgrading exercise in the first phase. Each boat will come with a payload capacity of 1,100 kilograms.
  • Sillinger boats are inflatable and would allow fast movement for the armed forces on the riverine areas. Along with that, it could be deployed for a wide range of missions, including rescue and search operations.
  • Once the boats are procured, a team of technicians would also be developed by the Assam Police.

 Assam Legislative Assembly inks pact with UNICEF
  • The Assam Legislative Assembly signed a Letter of Understanding (LoU) with UNICEF Assam to work together on issues related to children in the State. The letter was signed by the Principal Secretary of State Assembly Mrigendra Kumar Deka and UNICEF Assam officer-in-charge Sweta Patnaik in the presence of Speaker Hitendra Nath Goswami.
  • 41 per cent of Assam’s population is children, which is almost the majority. The sustainable development goals which are related to women and children will be the purview for the Committee for the Welfare of Women and Children.
  • Addressing the need for protecting the rights of children, starting with their right to survival, MLA Dr Numal Momin said Assam has made significant strides in improving under-five mortality rate and stunted growth, but a lot is needed to be done to improve quality and access to nutrition, sanitation, drinking water and health interventions, among others, especially in the first 1,000 days of a child’s life.
  • Assam loses 87 infants and 96 under-five children daily. About 36 per cent children in the State are malnourished, which could be due to several reasons such as mothers not receiving adequate diet during pregnancy and lactation in the first 1,000 days.

 CISCO partners with Google to launch free high-speed Wifi in India
  • Global networking giant Cisco in partnership with Google announced to roll out free high-speed Wi-Fi access globally, starting with India.
  • The first pilot under the partnership has been rolled out at 35 locations in Bengaluru.
  • Cisco will work with Google”s “Station Platform” to provide communities around the country access to a free public Wi-Fi.
  • It will run on https environment — the same environment in which we do online banking transactions.
  • The service will be supported by advertisements.
  • By September this year, 200 locations in Bengaluru will be Wi-Fi enabled, followed by another 300 by in the second phase.
  • The locations include public spaces like bus stops, hospitals and government offices, etc.
  • According to a TRAI report, globally, there is on Wi-Fi hotspot for every 150 people, and in India, eight million additional hotspots must be installed to achieve the same ratio — creating new market opportunities for infrastructure providers and internet service providers.
  • India has only 52,000 Wi-Fi hotspots today, necessitating a proactive strategy to make high-speed Wi-Fi hotspots ubiquitous across the country.

 Delhi to get country’s most advanced & tallest ATC tower
  • National capital’s IGI Airport will soon sport the country’s most technologically advanced and highest ATC tower, which is expected to enhance the safety and the efficiency of air transport management services over the city’s sky.
  • The migration procedures have already commenced from the old ATC to the new tower and the process is expected to be completed before 15 August.
  • At present, AAI which has been mandated to handle the air traffic management services at the airport is running a parallel operation to test the automation and other systems in the new facility.
  • The commissioning of the new tower is expected to enhance the efficiency of air traffic management services at the IGIA which is the busiest airport in India.
  • On an average, Delhi Air Traffic Control handles more than one flight operation every minute throughout the day.
  • At least 1,200 landings and take-offs happen every day from Delhi airport along with overflying traffic of at least 250 planes.
  • Besides, the new facility with its physical and technologically advanced equipment is expected to provide a more robust safety systems.
  • At a height of 102 meters, the tower enables air traffic controllers to have better visibility of all the three runways, apron area and taxiways.

 Meghalaya becomes first state to have water policy
  • The Meghalaya cabinet became the first state to approve a draft water policy to address water issues, conservation, and protection of water sources in the state.
  • The policy intends to achieve sustainable development, management and use of water resources with community participation.
  • This will improve health and livelihood and reduce vulnerability among the people.
  • This will also assure of good governance for present and future generations through integrated water resources management and environmental sustainability.
  • Issues such as the protection of catchment areas and river pollution have also been outlined in the policy.
  • The committees will be formed at village level and the issue of groundwater will also be catered through this policy.
  • Also, the department will also monitor the quality of the water to check if it has a high content of iron or if it’s acidic. 

  Motor vehicles Amendment bill introduced for stricter penalty
  • Road Transport and Highways Minister Nitin Gadkari introduced the Motor Vehicles (Amendment) Bill, 2019 in the Lok Sabha. The Bill seeks to amend the Motor Vehicle Act, 1988. Increasing penalties of traffic violations, address issues on third-party insurance, regulation of cab aggregators, road safety are among the changes proposed in the amendment. 
  • The amendment Bill proposes to omit a clause of the Motor Vehicle Act to decide how to maintain their registers for driving licenses, to centralize vehicle registration data and achieve standardization. 
  • It also proposes a National Transportation Policy for ushering guidelines on the transportation of goods and passengers. 
  • The minister said the bill has been approved by the transport ministers of 18 states and the standing committee as also the Joint select committee have already gone through the bill.

 L&T Finance arm get $100 million loan from AIIB

  • The Asian Infrastructure Investment Bank (AIIB), has provided a $100-million loan to L&T Infrastructure Finance Company Limited (LTIF), a subsidiary of L&T Finance Holdings Ltd and and a leading non-bank financier of renewable energy in India.
  • This deal with L&T Finance Holdings embarks as AIIB’s first loan first loan to a non-banking finance company (NBFC).
  • The loan proceeds worth $100 million will be used to on-lend to wind and solar power infrastructure projects throughout India.
  • The project named, ‘L&T Green Infrastructure On-Lending Facility’ specifies that the proposed facility will be used by L&T Infrastructure Finance Company Limited (LTIF) to finance mid and large scale solar and wind power projects in India.
  • The facility promotes environmentally and socially and financially responsible project development.

 World Bank clears $250 million for Resilient Kerala Programme
  • The first tranche of $250 million of the $500 million fund set aside by the World Bank for the Resilient Kerala Programme (RKP) to help improve the state”s resilience against natural disasters and climate change has been cleared.
  • Kerala had become the first Indian state to get this fund, said Junaid Ahmad, Country Director, World Bank, India.
  • Ahmad along with his team was here to take part in the Development Parties Conclave, organised by the Kerala government with participation of top international agencies, like World Bank, Asian Development Bank, JAICA and UNDP, to discuss ways to help the state rebuild after last year”s floods.
  • Ahmad said they would invest $250 million in the state account for specific programmes, like improving the Ariver basin planning, sustainable agriculture besides improving resilience of the core road network. 

 India signs 10 MoU’s with Afghanistan
  • India went ahead with its development partnership with Kabul, inking 10 MoUs for building roads, buildings, schools, markets places across 10 Afghan provinces.
  • These projects are funded under the High Impact Community Development (HICDP) scheme implemented by India in Afghanistan.
  • The projects for which MoUs were inked are related to construction of buildings for market places, cultural halls, classrooms, jirga halls, administrative offices, laying of roads and water supply networks.
  • The projects are to be implemented in the provinces of Daikundi, Panjshir, Ghazni, Uruzgan, Nangahar, Khost, Farah, MaidanWardak, and Takhar.
  • Since 2001, India has undertaken projects and programmes for over $2 billion.
  • Since 2005, India has committed over $200 million to support over 550 projects throughout Afghanistan under the HICDP scheme.
  • In 2016, India pledged an additional $1 billion over the next five years as part of its renewed commitment to assist Afghanistan emerge as a stable, secure, peaceful, united and prosperous and pluralistic nation.

 Makemytrip Ltd. signs MoU with Archaeological Survey of India (ASI)
  • In a bid to promote India as a heritage tourism destination, online travel company MakeMyTrip Ltd. has signed a Memorandum of Agreement (MoU) the with Archaeological Survey of India (ASI) for convenient and hassle-free online bookings for 116 historical monuments and sites across India.
  • The agreement, signed, entails listing and offering an online booking gateway to the ASI protected heritage monuments such as Taj Mahal, Red Fort, QutubMinar, Humayun’s Tomb, Khajuraho group of monuments, Charminar, Golconda Fort and so on.
  • The ASI currently offers online ticketing on Zoonga, CityWalkers and Westland platforms. A similar collaboration with Cleartrip, another travel company, is in the pipeline.
  • This partnership will help make it convenient for travellers to plan and book their visit to these heritage monuments online.

 Researchers develop statistical model to predict floods
  • Researchers have developed a novel statistical model for prediction of floods and its duration. It also accurately determines the timescale of flooding.
  • Researchers analysed data from the Missouri river basin from the last 50 years to develop the Bayesian network statistical model.
  • The research team found that long duration floods first require high flow conditions in rivers created by recurrent high-intensity rainfall events, which is then followed by a large stable long-lived low-pressure system — a storm cell.
  • These conditions may then result in large-scale devastating floods.
  • The researchers said that with the help of this statistical model, potential risk imposed by longer duration floods on critical infrastructure systems such as flood control dams, bridges and power plants can be mitigated.
  • It is also possible to predict how long the duration of flooding and inundation will be.

 CSC partners with Facebook to empower rural women
  • Common Services Centre (CSC), which serves as access point for the delivery of various electronic services to villages in India, announced a partnership with Facebook to provide digital skill training to women village level entrepreneurs.
  • Facebook, in collaboration with CSC Academy, plans to provide tools and digital skills training to more than 250,000 people across over 3,000 villages in 10 states in India.
  • As part of the project CSC will identify and nominate 5,000 women village level entrepreneurs across 10 states – Jammu and Kashmir, Uttar Pradesh, Rajasthan, Chhattisgarh, Jharkhand, Telangana, Bihar, Kerala, Maharashtra and Tamil Nadu.
  • These women entrepreneurs will be given training sessions on leveraging various Facebook tools to not just build and grow their business but also on how to train people on the ground.
  • These entrepreneurs will further help build awareness to ensure that the community is able to learn from each other.
  • CSC along with Facebook will co-create a curriculum (online and offline) around digital marketing skills and online safety in over 14 regional languages. 

 Rajya Sabha passes AERA bill
  • The Rajya Sabha passed the Airports Economic Regulatory Authority of India Amendment Bill, 2019 that seeks to raise the threshold for an airport to qualify as a major airport and hence reduces the tariff-fixing power of the airport regulator to fewer airports.
  • Currently, an airport with annual passenger traffic of 15 lakh or more is defined as major airport and tariff at such airports are determined by the Airports Economic Regulatory Authority of India or AERA.
  • The bill raises the threshold to 35 lakh and as a result, many airports would come out of the purview of the regulator.
  • Once the bill becomes an Act, many airports for which various fees like landing and parking charges which are currently determined by the AERA will go away.
  • Tariff at these airports would be determined by the Ministry of Civil Aviation.
  • The amendment also empowers the Aviation Ministry to bid out airport projects on the basis of pre-determined tariff.

 Cinema halls to be categorized as ‘service industry’ as per the Assam State Film Policy Rules, 2019
  • Cinema halls will be categorised as ‘service industry’ and the industry department should give all benefits to them as per the service industry norms, according to the Assam State Film Policy Rules, 2019.
  • The new film policy was passed by the State Cabinet last evening to give a boost to the eight-decade-old struggling industry in Assam. The policy also underscores the need for theatres to allot daily and compulsory shows for regional films of Assam.
  • For this, the Assam Cinema (Regulation) Act, 1953 will be amended so that one prime time show in theatres (as preferred by the producer) is compulsory for regional films of Assam. Additional show will not require guarantee money, but can be arranged after mutual discussion. If the producer demands additional show in prime time subsequently, then he will have to deposit a guarantee money,” the rules state.
  • The policy proposes penal action against exhibitors refusing to release any regional film.
  • Regional films which earn 20 per cent (for less than 200-seat theatres) and 15 per cent (for theatres having more than 200 seats) or more of gross houseful collection of the theatre in the first week will be continued compulsorily for the second week.
  • Subsidy from the government will be granted in three different slabs to the producers in the form of grant-in-aid for high quality films, science fiction, animation films, children films and other genres considering their thrust and focus.
  • Twenty-five per cent of the total subsidy amount will be earmarked for new directors which will include alumni of the government film institute. The subsidy amount will be 25 per cent of the total eligible cost, subject to a cap of Rs 25 lakh. A maximum of 20 films will be given subsidy every year.
  • One producer will be eligible for two subsidies during his career. If the film gets a national award, the remaining 75 per cent of the eligible cost will be returned by the government.
  • The policy also proposes a number of awards. Films from Assam to represent India in Oscars will receive an amount of Rs 2 crore and official award winners in reputed international film festivals will receive an amount of Rs 20 lakh. National award winning films will get a cash award – which will be double the cash amount of the national award. Producers and directors of Swarna Kamal and Rajat Kamal winning films will get a subsidy of Rs 25 lakh each for their next film.

 Union Govt approved Rs 1,600 crore for pre-investment activities in Arunachal Pradesh
  • The Cabinet cleared Rs 1,600 crore for pre-investment activities and granted various clearances for the Dibang Multipurpose Project (MPP) in Arunachal Pradesh.
  • The estimated total cost of the project is Rs 28,080.35 crore.
  • The estimated completion period for the project shall be nine years from receipt of government sanction.

 Bill introduced in the Rajya Sabha to amend the Protection of Children from Sexual Offences (POCSO) Act
  • Union Minister Smriti Irani introduced a bill in the Rajya Sabha to amend the Protection of Children from Sexual Offences (POCSO) Act that aims to make punishments more stringent and even include death penalty for offenders involved in sexual crimes against minors.
  • The Protection of Children from Sexual Offences (Amendment) Bill, 2019 provides for stringent punishment, including life imprisonment, for using children for pornographic purposes.
  • The new law is expected to discourage the trend of child sexual abuse by acting as a deterrent due to the strong penal provisions in the Act.
  • It intends to protect the interests of vulnerable children in times of distress and ensures their safety and dignity.

  Lok Sabha productivity reaches 20-year high at 128 per cent
  • The ongoing session of the 17th Lok Sabha has been the most productive in the last 20 years, with the Lower House registering 128 per cent productivity till Tuesday, according to think tank PRS Legislative Research.
  • Lok Sabha members discussed the General Budget for 17 hours, demands for grants for Ministry of Railways for 13 hours and for Ministry of Road and Transport for 7.44 hours, Speaker Om Birla informed the House.
  • The Lok Sabha has been working for more than its scheduled time and has sat till midnight on two occasions to complete its legislative business.
  • Similarly, the productivity of Rajya Sabha, where the Prime Minister Narendra Modi-led dispensation lacks majority, unlike Lok Sabha, is also relatively high. The productivity of the upper house was 98 per.
  • Productivity means the number of hours the House actually functioned compared to the number of hours officially earmarked for it to work.

 Rajya Sabha passed Arbitration & Conciliation Amendment Bill 2019
  • The Rajya Sabha passed the Arbitration and Conciliation (Amendment) Bill 2019 that seeks to make India a hub of arbitration for settling commercial disputes in a shorter period of time.
  • The Upper House also cleared another bill for setting up the New Delhi International Arbitration Centre (NDIAC) for creating an independent and autonomous regime for institutionalised arbitration.
  • The New Delhi International Arbitration Centre Bill, 2019 declares the NDIAC as an institution of national importance.
  • The draft legislation provides for establishing an independent body to lay down standards for timely and cost-effective disposal of cases and eventually improving ease-of-doing business.
  • The proposed law provides for setting up of an independent body Arbitration Council of India (ACI) to frame arbitral institutions and grade arbitrators.
  • The Chairperson of ACI will be appointed by the government in consultation with Chief Justice of the Supreme Court.
  • Its other members would include eminent persons and government nominees.

 IRCON International Limited to upgrading Maho-Omanthai rail line in Sri Lanka
  • India’s IRCON International Limited and the Sri Lankan government have inked a $91.26 million agreement for upgrading the around 130 km-long Maho-Omanthai rail line.
  • The railway line is being upgraded under Indian concessional financing. This is the first time the track is being upgraded in 100 years.
  • The contract agreement was signed between IRCON International Limited and the Government of Sri Lanka in Colombo.
  • IRCON Chairman Sunil Kumar Choudhury and L.P. Jayampathy, Secretary, Ministry of Transport and Civil Aviation of Sri Lanka, signed the agreement in the presence of ArjunaRanatunga, Minister of Transport and Civil Aviation of Sri Lanka.
  • The upgradation will include modification of 12 crossing stations, seven halt stations and 78 level crossings.
  • The upgradation would help double the speed potential of the railway track from the current 60 km to 120 km per hour, as well as reduce the maintenance costs.
  • It will also improve the travel comfort of passengers, and further contribute to the modernization Sri Lanka Railways.
  • India has so far committed Lines of Credit worth around $1.3 billion for development of the railway sector in Sri Lanka.

 Nagaland govt sets up committee to compile tribal customary practices 
  • The Nagaland government has set up a four-member committee to compile the customary practices and usages of all the tribes of the state.
  • There is a need for compilation of the personal customary practices and usages of all the tribes in the state so as to have a better understanding of the same as well as for the purposes of record and references.
  • The committee will be headed by chief secretary. The other members of the committee are Home commissioner, secretary of Justice and Law departments and the commissioner of Art and Culture department will be the member secretary.

 Lok Sabha passes Protection of Human Rights (Amendment) Bill, 2019
  • The Lok Sabha passed an amendment bill that allows a Supreme Court judge besides the Chief Justice of India to be appointed the chairperson of National Human Rights Commission of India (NHRC) and increases the number of members from two to three.
  • The Protection of Human Rights (Amendment) Bill, 2019 was passed with a voice vote.
  • The government seeks a report if there are allegations of human rights violations against security forces, but care needs to be taken of human rights of terror victims.
  • The Centre has incorporated suggestions of states in the bill.
  • The Bill, which amends the Protection of Human Rights Act, 1993, provides that a person who has been Chief Justice of the Supreme Court or a Judge of the Supreme Court will be the chairperson of the NHRC.
  • It says that of three members of the commission, at least one will be a woman.
  • The bill provides that a person who has been Chief Justice or Judge of a High Court will be the chairperson of a State Human Rights Commission.
  • It seeks to reduce the term of office of chairperson and members of the NHRC and SHRC to three years from five years or till the age of seventy years, whichever is earlier.

 Kerala to set up state-of-the-art Space Park
  • In a bid to become a major manufacturing hub for space-related technology, and attract global start-ups working on research and development in the space sector, the Kerala government to set up the country’s first state-of-the-art Space Systems Park in the state capital
  • The proposed park will come up at the Technocity campus, the newest destination for IT companies.
  • It will house the APJ Abdul Kalam Knowledge Centre and Space Museum, developed with investments from ISRO”s Vikram Sarabhai Space Centre (VSSC)
  • The state government will transfer 20.01 acres of land as lease to the Kerala State Information Technology Infrastructure Ltd (KSITIL) to develop the space park.
  • The KSITIL will hand over the land required for the APJ Abdul Kalam Knowledge Centre and Space Museum to ISRO through a lease agreement.
  • The entire project will be implemented by the Electronics and IT Department, government of Kerala.

 The Transgender Persons (Protection of Rights) Bill, 2019 introduced
  • The Transgender Persons (Protection of Rights) Bill, 2019 was introduced by Social Justice and Empowerment Minister Thawar Chand Gehlot.
  • The Bill intends to benefit transgender persons, mitigate the stigma, discrimination and abuse against the marginalised section and bring them into the mainstream of the society.
  • This will lead to inclusiveness and will make the transgender persons productive members of the society.
  • The Bill shall empower the transgender community socially, educationally and economically

 ‘Chai Sahyog’ App to integrate tea industry
  • The Tea Board has developed an app with an objective of integrating the small tea growers and bringing about traceability of green leaf, besides circulating advisories, including weather forecast. The technological initiative has been christened as ‘Chai Sahyog’ and the industry feels it will also help in quality control as well.
  • The App has features that cover the entire supply chain from green leaf to made tea. Another important feature of the app is real time weather forecast, with advisories to small growers and two-way communication between board’s officers and stakeholders.
  • The app will facilitate trade of green leaf and help growers follow the activities of the Tea Board officials. There will be provisions for uploading information related to training, notifications, awareness programmes, etc.
  • The app will enable small tea growers to upload quantity and price details of their teas, even as minimum benchmark price will be uploaded every month.
  • The Tea Board has carried out enumeration of small tea growers and issued identity cards with memory chips. This has been further refined to online data capture and issuance of cards with QR code (quick response code like a matrix barcode) so that the cards can be scanned in the mobile app by small tea growers for accessing the various functionalities of the app.

President of India appoints new Governors for six states, including Tripura and Nagaland
  • President Ramnath Kovind transferred Anandiben Patel from Madhya Pradesh and appointed her as the Governor of Uttar Pradesh.
  • Anandiben Patel has been replaced by LaljiTandon in Madhya Pradesh, who was so far the Governor of Bihar.
  • Fagu Chauhan replaces LaljiTandon as the new Governor of Bihar.
  • JagdeepDhankar as the Governor of West Bengal
  • Ramesh Bais as the Governor of Tripura.
  • N. Ravi has been appointed the Governor of Nagaland.

  • Microsoft has announced a partnership with the Women Entrepreneurs Hub, an initiative of the Telangana government aimed at empowering women entrepreneurs and technologists in the region.
  • The partnership would focus on designing and execution of learning activities and tools that would enable women to innovate and encourage girls to pursue a career in Science, Technology, Engineering and Math (STEM).

  • A team of Indian-origin researchers has developed Artificial Intelligence (AI)-driven deep neural network that can identify manipulated images at the pixel level with high precision.
  • Realistic videos that map the facial expressions of one person onto those of another — known as “deepfakes”, present a formidable political weapon in the hands of nation-state bad actors.
  • Led by Amit Roy-Chowdhury, professor of electrical and computer engineering at the University of California, Riverside, the team is currently working on still images but this can help them detect “deepfake” videos.
  • A deep neural network is what AI researchers call computer systems that have been trained to do specific tasks, in this case, recognize altered images.
  • These networks are organized in connected layers; “architecture” refers to the number of layers and structure of the connections between them.

 Centre clears Dibang multipurpose project
  • In a bid to deliver a big boost to power generation in North-East, the Cabinet Committee on Economic Affairs (CCEA) has cleared the largest ever Hydro Electric Project to be constructed in India. An expenditure on pre-investment activities and various clearances for Dibang Multipurpose Project (MPP) in Arunachal Pradesh an amount of Rs 1,600 crore has been sanctioned, official sources announced.
  • The CCEA meeting chaired by Prime Minister Narendra Modi estimated that total cost of Project is Rs. 28,080.35 including IDC and FC of Rs 3,974.95 crore at June 2018 price level. The estimated completion period for the project shall be nine years from receipt of Government sanction.
  • Official sources said that the project shall generate 2880MW (12x240MW) power to produce 11223MU of energy in a 90 per cent dependable year. The dam will be the highest dam in India once completed.
  • The project is located on River Dibang, in Lower Dibang Valley District of Arunachal Pradesh. The project envisages construction of a 278-metre-high Concrete Gravity Dam (above deepest foundation level), 6 horseshoe-shaped Head Race Tunnels of length varying from 300 metre to 600 metre with 9 metre dia, an underground Power House and 6 horseshoe-shaped Tail Race Tunnels of length varying from 320 metre to 470 metre with 9 metre dia.
  • On completion, the Government of Arunachal Pradesh will get 12 per cent free power from the project i.e. 1346.76 MU. 1 per cent free power will be given in Local Area Development Fund (LADF). The total value of benefit to Arunachal Pradesh from Free power and contribution to LADF will be Rs 26,785 crore over the project life of forty years.
  • Dibang Multipurpose Project (Dibang MPP) is envisaged as storage based hydro-electric project with flood moderation as the key objective. The construction of Dibang MPP shall prevent the sizeable downstream area from floods.
  • The project is having all statutory clearances viz. TEC, Environment Clearance, Forest Clearance (Stage-l) and Defence Clearance except Forest Clearance (Stage-II) for seeking Investment Sanction from Govt. of India. 

 Finance Minister proposed Zero Budget Natural Farming
  • The Finance Minister Nirmala Sitharaman announced a proposal of Zero Budget Natural Farming in budget 2019 for doubling farmer’s income in the country

  • “Zero budget” stands for no production cost in farming and “Natural Farming” stands for doing farming without any aided chemical fertilizer or external seed and only using natural resources
  • Aim to pull farmers out of the debt trap, cutting production cost and make small scale farming a viable option
  • ZBNF involves no use of chemical fertilizers and assures zero credit for agriculture
  • This type of farming was successfully initiated in Karnataka and was replicated as a role model in other states
  • It cut down the farming expenditure and ends farmer’s reliance on loans 

 NIRDPR is working on a new technology to help double the income of Indian farmers
  • The National Institute of Rural Development and Panchayati Raj (NIRDPR) is working on a new technology in aquaculture to help double the income of Indian farmers.
  • The institute has recently established a ‘Backyard Re-circulatory Aquaculture System’ developed by Cochin University of Science and Technology.
  • The system, an intensive fish culture pond, enables high density stocking of fish in cages.
  • This would allow off-setting of the load by stocking different varieties and sizes of fish in smaller cages in a pond.
  • Since the water requirement for this system is quite low, the high-density stocking of fish in different cages enables flexibility in managing a fishpond.
  • This system, inaugurated at the Institute’s Rural Technology Park, was established with funding support of the National Fisheries Development Board, a government organisation. 
  • Fish varieties that can be grown in the system include Tilapia, Pangasius, Murrel and Pearlspot.
  • The aquaculture system can act as a source of additional income for farmers located even in low water availability areas, helping them double their income.
  • The sludge periodically pumped out of the pond can be utilised to grow agriculture crops without the addition of chemical fertilizers.
  • The Rural Technology Park at NIRDPR will demonstrate the functioning of the system and provide necessary training to farmers, self-help groups (SHGs) and youth who are keen on undertaking fish culture for enhancing their income.

 India gets Jaipur as its 38th UNESCO World Heritage Site
  • Jaipur city, Rajasthan is inscribed in the list of UNESCO world heritage sites during the 43rd session of the world heritage committee at Baku, Azerbaijan.
  • With the inclusion of Jaipur city, India has now 38 UNESCO world heritage sites of which 30 are Cultural properties, 7 are Natural properties and 1 is the mixed site.
  • India gets Jaipur as its 38th UNESCO World Heritage Site.

 1st Tejas Train between Lucknow-Delhi to be run by private
  • The first train, operated by private players, to be run between Lucknow and Delhi will be the Tejas Express. The Railway Board is deliberating on a second such route, which too would be within the 500-km range.
  • The Delhi-Lucknow Tejas Express was announced in 2016 and has been recently introduced in the new time table.
  • The Tejas Express (train number 12585) will depart from Lucknow Junction, On the return journey, (train number 12586) it will leave from New Delhi.
  • The train is currently parked at Anand Nagar Railway station and will be handed over to private players after an open-bidding process for operating it.
  • The custody of the trains will be transferred to the Indian Railway Catering and Tourism Corporation (IRCTC), which will pay for it, including their lease charges, to the financing arm, IRFC.
  • The Tejas Express will offer premium services and comforts to the passengers. The train will have aircraft-like personalised LCD entertainment-cum-information screens, on-board Wi- Fi facility, comfortable seats, mobile charging points, personalised reading lights, modular bio-toilets and sensor tap fittings.
  • The proposal of the Railway Board in its 100-day plan was to offer two trains to operators who would be willing to be part of the bidding process for rights to run private passenger day/overnight train sets connecting important cities.

 Govt to launch solar scheme to assure Rs 1 lakh income for farmers
  • The central government to launch a solar scheme for farmers that will ensure a minimum annual income of Rs 1 lakh.
  • Power Minister R.K. Singh informed the Lok Sabha that farmers can use their land to install solar panels and the power generated will be bought by the government.
  • The farmers who don”t have the capital can lease the land to developers to set up the solar panels.
  • If given to the developers, the farmer will get at least 30-35 paise per unit to ensure an annual income of Rs 1 lakh.
  • The scheme is part of the government”s target to double the income of farmers by 2022.

  Centre to launch anti-pollution programme in 102 cities 
  • Union Environment Minister Prakash Javadekar said a programme has been formulated to reduce air pollution in 102 cities across the country.
  • He said that action plan to implement “Control of Pollution” programme for 80 of these cities was ready and the ministry has earmarked Rs 460 crore for it.
  • Have taken up 102 cities on the priority basis, where pollutants such as dust, solid waste, vehicular emmission, are causing air pollution.
  • Maharashtra has the highest number of cities, including Mumbai, in the list, while Delhi, Bangaluru, Bhopal, Lucknow are among the other major cities.
  • The cities with million plus population would be given Rs 10 crore each under the programme.
  • The ministry has also come up with a list of 28 cities, where it intends to reduce Particulate Matter (PM) – PM10 and PM 2.5 – by 10 per cent in the next one-two years.

 IIT-Madras scientists launch ”AI4Bharat” to boost AI innovation
  • Scientists from IIT-Madras launched a platform called ”AI4Bharat” that would help build AI solutions to address local problems in agriculture, health care and other sectors.
  • Founded by Dr. Mitesh M Khapra and Dr. Pratyush Kumar, assistant professors in the department of computer science and engineering, the platform is open to students who would be mentored to solve real-world problems and accelerate AI innovation.
  • Khapra and Kumar have also co-founded “One Fourth Labs” (incubated at the IIT Madras Research Park) with a mission to design and deliver affordable hands-on courses on AI and related topics.
  • The “One Fourth Labs” start-up would work closely with AI4Bharat and offer basic and advanced courses in AI at affordable prices – as low as Rs 1,000 for a five-month online course.

 Saikh Md Sabah Al-Ahmed has been awarded the Reuel International Prize for Poetry-2019
  • Guwathi-based poet SaikhMd Sabah Al-Ahmed has been awarded the Reuel International Prize for Poetry-2019 in the ‘Best Upcoming Poet from the North East of India’ category.
  • The Reuel Prize, instituted in 2014, is an international award for excellence in writing and literature.
  • The award was conferred on Ahmed at the Press Club of India, New Delhi.
  • Ahmed, who teaches English at Don Bosco School, Panbazar, was also awarded the ‘Certificate of Excellence’ by the United Nations Association (UNA)-Assam for his achievements in the field of poetry and journalism.

 Cabinet clears draft law to curb Ponzi schemes
  • The Union Cabinet, chaired by Prime Minister Narendra Modi, gave its approval to the Banning of Unregulated Deposit Schemes Bill, 2019.
  • The proposed law would address the issue of illicit deposit-taking activities, as it provides for strict action against such activities.
  • The Bill will help tackle the menace of illicit deposit-taking activities in the country which, at present, are exploiting regulatory gaps and lack of strict administrative measures to dupe poor and gullible people of their hard-earned savings.
  • The new Bill will replace the Ordinance promulgated in February this year which will otherwise cease to operate after six weeks of re-assembling of the Parliament.

 Himachal Pradesh Govt signs pact for Rs 1,000-crore investments
  • The Himachal Pradesh government signed memorandums of understanding of Rs 1,000 crore with three companies for investment in the state.
  • The pacts were signed during Himachal Pradesh Global Investors Meet in which Chief Minister Jai Ram Thakur and Industries Minister Bikram Singh met 18 industrial houses representative.
  • The memorandums of understanding has been signed with Ski Himalayas Ropeway for investing Rs 500 crore in ski resorts.
  • Satya Developers Company for investing Rs 300 crore in housing.
  • Biotechnology company Puremagics for investing Rs 50 crore on algae farming.
  • Field Fresh Food Private Ltd expressed interest in setting up food processing units in the state.
  • Thakur said the state government has set a target of attracting investment of Rs 85,000 crore and so far pacts have been signed for investment of Rs 22,000 crore.

 Defence Ministry signed MoU with IPFC and NRDC
  • Department of Defence Production, Ministry of Defence and National Research Development Corporation (NRDC), Ministry of Science and Technology, signed an MoU with a vision to bridge the capacity shortfall and provide a major fillip to the ongoing efforts of Ministry of Defence towards promoting a culture of Innovation and Intellectual Property Rights IPR in Indian Defence industry. 
  • The move will be a boost to the Mission Raksha Gyan Shakti. It may be recalled that Mission Raksha Gyan Shakti was launched with the aim to inculcate IP culture in Indian defence manufacturing ecosystem. 
  • Under this mission, an IPFC has been established under the aegis of Directorate General Quality Assurance (DGQA) which has within a short span of a year achieved the challenging target of training more than 12,000 personnel on IPR and facilitating the filing of more than 1000 new IPR applications.

 Delhi to convert Rajghat power plant into solar
  • The Delhi Cabinet approved a proposal to shut down the Rajghat thermal power plant and to convert the area into a solar park with the capacity of 5,000 KW.
  • Deputy Chief Minister Manish Sisodia said that the government had closed down the coal-based plant in 2015 as it was a major source of pollution.
  • The Cabinet approved the proposal to officially close down the Rajghat Coal Plant.
  • The 45-acre area plant will be converted into a solar park.
  • Delhi Government has been pushing for solar energy for quite some time now.

 India to get it’s first Dolphin Research Centre at Patna
  • The foundation stone of India’s first dolphin research centre will be laid in Patna on October 5.
  • Chief Minister Nitish Kumar would lay the foundation stone of the National Dolphin Research Centre (NDRC) on October 5 on the bank of river Ganga in the premises of Patna University.
  • According to Gopal Sharma, a senior scientist at the Zoological Survey of India (ZSI), the population of the endangered Gangetic river dolphins was stable along nearly 1,000 km stretch of the Ganga and its two major tributaries, Gandak and Ghaghra. 
  • Earlier this year, about 1,500 dolphins were spotted by three teams of experts and scientists who counted the species. 
  • The main objective of NDRC is to strengthen conservation efforts and help in research to save the endangered mammal. 

 Second India-Russia strategic economic dialogue held at New Delhi
  • The Second India-Russia Strategic Economic Dialogue (IRSED) was held in New Delhi, under the chairmanship of Dr. Rajiv Kumar, Vice-Chairman, National Institution for Transforming India (NITI) Aayog and Mr. TimurMaksimov, Deputy Minister of the Economic Development of the Russian Federation.
  • The Second meeting of the IRSED focussed on six core areas of cooperation, namely, Development of Transport Infrastructure and Technologies; Development of Agriculture and Agro-Processing sector; Small and Medium Business support; Digital Transformation and Frontier Technologies; Cooperation in Trade, Banking, Finance, and Industry; and Tourism & Connectivity.
  • The Dialogue included parallel round-tables which discussed areas of cooperation and concrete roadmaps for future negotiations across outlined core areas.
  • The roundtable on Digital transformation and Frontier Transformation focussed on areas of collaboration between India and Russia in the digital space and frontier technologies
  • Development of Transport Infrastructure and Technologies roundtable discussed areas of cooperation across various modes of transport such as speed upgradation, safety and passenger comfort in railways, creation of twin ports between India and Russia, ship building and river navigation, research and development, and ensuring predictability of cost and movement schedules across transport corridors.
  • The roundtable on Agriculture and Agro-processing noted the dynamic nature of agriculture, livestock rearing and food processing in both countries and the immense opportunities of cooperation.
  • The roundtable on Tourism and Connectivity highlighted the need to increase bilateral tourism and exploring natural avenues for economic and commercial partnerships.
  • The roundtable on Industrial Trade and Cooperation saw participation across industries in energy, finance and industries, which emphasised awareness exchange between the two countries in areas of investment opportunities.
  • The IRSED was established following a bilateral Memorandum of Understanding (MoU) signed between NITI Aayog and the Ministry of Economic Development of the Russian Federation during the 19th edition of the Annual India-Russia Bilateral Summit, which was held on October 5, 2018, in New Delhi.

 India Russia to strengthen tie-up in space exploration
  • India and Russia held high-level talks to deepen the strategic connect between both countries to contribute towards Indias priorities such as Make in India programme especially towards space cooperation.
  • National Security Adviser Ajit Doval and Director General of Russia’s ROSCOSMOS and former Deputy Prime Minister Dmitry Rogozin held detailed talks at Hyderabad House on all aspects of India-Russia space cooperation.
  • Both sides agreed to strategically elevate the bilateral cooperation, and develop a special and privileged partnership focusing at India’s priorities such as Make in India programme to expand its footprint in space exploration.
  • The possibilities for production of space systems in India were an important part of the discussions.
  • Cooperation in futuristic technologies, including new space systems, rocket engines, propelants and propulsion systems, spacecraft and launch vehicle technology were also discussed.
  • Senior representatives of ROSCOSMOS, GLAVCOSMOS, Energia and Energomash represented the Russian side, whereas Secretary, Space Dr. Sivan and the Director of the Human Space Flight Programme were present from the Indian side.
  • There have been frequent contacts between the two space agencies to finalise the details of the Gaganyaan Mission, which will carry Indian astronaut to space in 2022, to coincide with India’s 75th anniversary of Independence.

  Lok Sabha passes Bill for setting of two new Central Universities
  • The Lok Saba has passed the Central Universities (Amendment) Bill, 2019 by voice vote, The Bill seeks to establish two new universities- the Central University and the Central Tribal University in Andhra Pradesh. 
  • The Universities will be set up with a cost of 1700 crore rupees in four years in Andhra Pradesh.
  • In the first phase, 450 crore rupees will be provided for the Central University and 420 crore rupees for the Central Tribal University.
  • The government has accorded high priority to strengthen the education system in the country.
  • Government has increased the budget of education from 67 thousand crore rupees in 2013-14 to 95 thousand crore rupees this year. 

 IIT Roorkee signs MoU with POWERGRID to work on energy efficiency
  • The Indian Institute of Technology (IIT) Roorkee signed an MoU with Power Grid Corporation of India Ltd (POWERGRID), state-run utility, on energy efficiency and sustainable energy.
  • The MoU targets to bring together academic and industry/corporate prowess, in building efficient, reliable and low-cost energy systems.
  • The main objective of this MoU is to have long term association between POWERGRID and IIT Roorkee in the area of Energy Management .
  • The MoU aims at advancing and implementing energy efficiency and sustainable energy projects at IIT Roorkee campus in the mutually agreed areas of space cooling/heating, lighting and fans, water pumping, power distribution, waste to the energy, etc.
  • The MoU also aims at carrying out joint Research and Development related to Energy sector.

 SBI MD Anshula Kant appointed as MD, CFO of World Bank Group
  • Anshula Kant, the managing director of the State Bank of India, has been appointed the managing director and chief financial officer of the World Bank.
  • President of the international lender David Malpass announced.
  • Kant has been credited with taking up leadership challenges including risk, treasury, funding, regulatory compliance and operations.
  • Among other responsibilities, Kant will also be overseeing loopholes in financial reporting and risk management, and will be working alongside World Bank Chief Executive Officer Kristalina Georgieva.
  • In her role as the chief financial officer of the State Bank of India, Kant managed $38 billion worth revenue and total assets of $500 billion.
  • Kant is said to have improved capital base and directed focus on long-term sustainability of State Bank of India under her leadership.
  • She is a graduate in economics from Lady Shri Ram College for Women in New Delhi and holds a postgraduate in the subject from the Delhi School of Economics.

 Prasar Bharati signs MoU with IIT Kanpur
  • Prasar Bharati and Indian Institute of Technology, Kanpur signed a Memorandum of Understanding for research collaboration in newly emerging technologies and broadcasting-related areas in New Delhi. 
    The move is likely to boost research activities in the broadcasting field.
  • Chief Executive Officer of Prasar Bharati Shashi Shekhar Vempati and Director, IIT Kanpur Abhay Karandikar were present at this juncture.
  • Direct to mobile broadcasting, Convergence of 5G, Artificial Intelligence Incubation Centre by Prasar Bharati and student internship for students of IIT, Kanpur at PrasarBharati are among the main areas in the research collaboration. 
  • The MoU will be effective and remain in force for a period of five years. The institutes may extend the term in writing through mutual agreement.

 Flight from Guwahati to Dhaka starts
  • The maiden flight on the Guwahati-Dhaka route commences from July 1, 2019. The daily flight service will be operated by private airline SpiceJet.
  • Chief Minister Sarbananda Sonowal will attend the ceremony along with other senior ministers, including Chandra Mohan Patowary, Siddhartha Bhattacharya and Bhabesh Kalita, when the first flight takes off on July 1, 2019.
  • This will be the fourth international destination to be directly connected from Guwahati. Currently, Drukair (Royal Bhutan Airlines) operates flights to Paro, Bangkok and Singapore – both two days in a week.
  • Inspired by the vision of making the Northeast an integral part of the Act East Policy, the Chief Minister had requested the Centre to consider connecting Guwahati to capitals of ASEAN and BBN countries through a scheme similar to the UDAN with VGF (viability gap funding) as may be required.
  • A proposed Guwahati-Bangkok flight is likely to be launched in August. Kathmandu, Yangon, Hanoi and Kuala Lumpur will also be connected thereafter. The Assam government has committed Rs 100 crore per year for three years under VGF.

 Mizo Peace Accord turns 33 years
  • June 30, 2019 marked the 33rd anniversary of the signing of the historic Mizo Accord which went on to become one of the most enduring peace accords in India.
  • Mizoram Chief Minister Zoramthanga greet the people on the occasion. “Today marks the 33rd year of the signing of the historic Mizoram Peace Accord. This time tested tranquility we enjoy can only be attributed to God’s grace and the commitment of Mizos to preserve it. Let Mizos count our blessings and ceaselessly pray so that peace and harmony endure,” he said.
  • The Mizoram Government will observe it in a special function on account of the celebration of the anniversary, known in Mizo parlance as Remna Ni.
  • Robert Romawia Royte, who is currently the Sports and Youth Services, Tourism and Information and Communication Technology Minister of Mizoram, urged everyone to unite for continued peace and harmony.
  • June 30 thirty-three years back was a day of euphoria with the return of much-needed peace in the land of the Mizos. On that day, the four-page Mizoram Peace Accord was signed in New Delhi under former Prime Minister Rajiv Gandhi. The then Union Home Secretary RD Pradhan, MNF chief Laldenga, who is no more, and the former chief secretary of the Mizoram Government, Lalkhama, put their initials on the document.

FACTFILE  –  Mizo Peace Accord

  • The Mizoram Peace Accord, 1986 was an official agreement between the Government of India and the Mizo National Front (MNF) to end insurgency and violence in Mizoram, India.
  • The Mizo National Front was an organisation of Mizo secessionists led by Laldenga to fight for independence from India. The movement was basically due to lack of support from the government during the great famine (called Mautam) in Mizoram in the late 1950s.
  • Political insurgency and social unrest ensued in the next decades. After a number of negotiations, the document titled Mizoram Accord, 1986: Memorandum of Settlement was finally signed on 30 June 1986. It was signed by Laldenga for MNF, R.D. Pradhan, Home Secretary, Government of India, and Lalkhama, Chief Secretary, Government of Mizoram.
  • It is remarked as the most and only successful peace agreement in India after its independence from British Empire in 1947. 

K Natarajan takes over as new Chief of Indian Coast Guard
  • Krishnaswamy Natarajan took charge as the new Director General of the Indian Coast Guard, a 5th batch officer of the Coast Guard, he joined the service in January 1984.
  • In August 2016, Natarajan was elevated to the rank of Additional Director General and took over the reins as Coast Guard Commander, Western Seaboard.
  • During his initial years, Natarajan specialised in select core competencies such as search and rescue as well as maritime safety and port operations, at the US Coast Guard Reserve Training Centre, Yorktown, Virginia.
  • In his over 35 years of service, he has had the distinction of holding important command and staff appointments, both afloat and ashore and also commanded all classes of Indian Coast Guard ships.

 India-Russia sign anti-tank missile deal under emergency provisions                        
  • India has signed a 200 crore deal with Russia for the procurement of anti-tank missiles for Mi-35 attack helicopters. This deal has been signed under the emergency provisions given to the defence forces.
  • India has signed a deal to acquire ‘Strum Ataka’ anti-tank missile from Russia for its fleet of Mi-35 attack helicopters.
  • The deal for acquiring Strum Ataka anti-tank missile was signed with Russia under the emergency clauses through which the missiles would be supplied within three months of contract signing.
  • The deal is reportedly worth around Rs 200 crore and would give Mi-32s an improved capability to take out enemy tanks and other armoured vehicles.
  • Mi-32 are existing attack helicopters of the Indian Air Force (IAF) and are set to be replaced by newly purchased Apache gunships which are slated to be commissioned in the coming months. 
  • The Army is in the process of acquiring the Spike anti-tank guided missile from France and Igla-S Air defence missiles from Russia under the emergency provisions
  • Under the powers given to the three services, they can buy the equipment of their choice within three months at a cost of up to Rs 300 crore per case.

 Meghalaya to sign MoU with University of California
  • Meghalaya Government and University of California, Berkeley, would sign a Memorandum of Understanding (MoU) in September to adopt 100 villages in which the concept of smart village would be introduced.
  • Chief Minister Conrad Sangma made the announcement at the Caux Forum 2019 in Montreux, Switzerland which he is attending. The annual Caux Forum through conferences, training and dialogues aims to inspire, equip and connect people, groups and organisations to build a just, sustainable and peaceful world.
  • Sangma said that the Government’s effort is to make the rural areas equally attractive as the urban areas of the State. “Our cities are already choking and having smart villages will prevent urban migration and related environmental issues,” he added. Informing about the State’s 6,500 villages, Sangma said there is emphasis on restoration of land in more than 400 villages of the State.
  • The government has linked all livelihood programmes to natural resources and are encouraging people to protect these natural resources.

 Lok Sabha passes Central Educational Institutions Bill
  • The Lok Sabha passed the Central Educational Institutions (Reservation in Teachers” Cadre) Bill, 2019, which aims to ensure reservation in teaching positions in central institutions for persons from Scheduled Castes, Scheduled Tribes, Socially and Educationally Backward Classes and the Economically Weaker Sections (EWS).
  • It will also allow filling about 7,000-8,000 existing vacancies in 41 central universities.
  • The Union Cabinet chaired by Prime Minister Narendra Modi had cleared the Bill replacing the Central Educational Institutions (Reservation in Teachers” Cadre) Ordinance, 2019.

 Union Govt launches ‘Jal Shakti Abhiyan’ for water conservation
  • Union Government has launched Jal Shakti Abhiyan to create awareness on the benefits of water conservation and declining sources of water in the country.
  • Launching the initiative in New Delhi Jal Shakti Minister Gajendra Singh Shekhawat said, water conservation is now a national priority and it is time to make water conservation a people’s movement.
  • He requested the people to associate themselves with Jal Shakti Abhiyan.said, everyone should make efforts to save the country from the threat of water scarcity.
  • The Jal Shakti Abhiyan has been launched in two phases.
  • The first phase is 1st July to 15th September and is for all participating States and the second phase will be between 1st October to 30th November for States with retreating monsoon.
  • Under Jal Shakti Abhiyan, focus will be on 256 water stressed districts and 1,592 water stressed blocks.  
  • There are five key intervention areas under the movement including water conservation and rainwater harvesting, renovation of traditional and other water bodies, reuse, borewell recharge structures, watershed development and intensive afforestation.

 UGC launches new scheme to support socially relevant projects
  • In a bid to support socially relevant projects, the University Grants Commission (UGC) has approved the Scheme for Trans-Disciplinary Research for India’s Developing Economy (STRIDE).
  • The scheme will provide support to research projects that are socially relevant, locally need-based, nationally important and globally significant.
  • The UGC has set up an advisory committee under Vice Chairman Bhushan Patwardhan to oversee the entire scheme.
  • Applications will have to be submitted online. The STRIDE web portal will be open for receiving applications by July 31, 2019.
  • The award of grant would be based on the merit of the project proposal.
  • STRIDE scheme proposals will be carefully evaluated with help of peer review and assessment by expert committees. Shortlisted applicants may be invited for presentation.
  • The scheme takes into consideration the societal impact of knowledge enunciating as what should be the main aim of research.
  • It creates unity of intellectual frameworks beyond the disciplinary perspectives and solves problems by going beyond the boundaries of disciplines to involve various stakeholders.
  • Trans-disciplinary research generates knowledge through the use of multi and inter-disciplinary concepts and integrates new theories among science and society.

 Kerala partners with Cisco to support farming communities
  • Cisco signed a Memorandum of Understanding (MoU) with the Kerala State IT Mission (KSITM) to bring the benefits of digital technology and data science to farming communities in Kerala, as part of its Country Digitization Acceleration (CDA) programme.
  • The first phase of this initiative will be rolled out in 15 panchayats across Kannur.
  • Cisco will build an Agri-Digital Infrastructure (ADI) Platform and set up Village Knowledge Centres (VKCs) for knowledge delivery and provide access to e-learning and advisory services to the farming and fishing communities in Kannur.
  • The comprehensive ADI Platform will provide access to a datastore with complete farming data of paddy and prawns farms in the region along with land and farmer profile databases.
  • This datastore will run Cisco”s robust analytics and computer engines to extract insights on crop yields, weather patterns, plant disease patterns, soil quality, moisture content, forecasting and other data, and make it available to farmers and government officials through the VKCs.
  • This Cisco ADI Platform will be supplemented by a custom-built Smart Agricultural Platform that uses IoT sensors, Non-IoT databases, and satellite/UAV images to gather and relay real-time intelligence on soil content, moisture, weather conditions and other parameters.
  • This platform will become a centralised knowledge hub which will provide data-based recommendations and insights to improve agriculture planning, reduce the risk of crop mortality and overall operational costs.
  • Through VKCs, farmers can also access essential information on government policy updates, crop advisory services, market trends, rates and best practice videos.
  • Farmers will also gain accessibility to government-provisioned financing on a Content Management System through a mobile application and web portal.

 Assam most vulnerable for outbreak of Japanese Encephalitis
  • Assam is now considered to be the most vulnerable state for outbreak of Japanese Encephalitis (JE) in the entire country and the Government of India has started providing assistance to the State Government to control the outbreak of JE.
  • In the last few years, Assam is considered the most vulnerable state as the disease has spread to all parts of the State, while, in other states, it is confined to a limited pockets. Till a few years back, JE outbreak was confined to the Upper Assam districts, but now the situation has changed and there have been outbreak of the disease in lower Assam and even the Barak valley districts. Children vaccination for JE was completed in all the districts of the State and a decision was taken yesterday to launch a mop up operation to cover if anyone was left out of the programme.
  • Assam was the only state in the country to start adult vaccination but it has not covered all the districts and the State Government has requested the Centre to provide additional vaccines.
  • District level task forces have been constituted in the State to identify the vulnerable pockets and fogging operations have been launched, while, a decision was also taken yesterday to intensify the awareness campaign.
  • The State Government has requested the Centre to provide additional testing kits and the Union Health Ministry is taking steps to provide additional kits as soon as possible.
  • Ten high endemic districts of Assam – Sivasagar Barpeta, Nagaon, Sonitpur, Darrang, Udalguri, Bongaigaon, Cachar, Morigaon, Nalbari, have been included under the multi-pronged strategy adopted for prevention and control of JE. These districts have also been covered under adult vaccination campaign to prevent the disease.
  • For rehabilitation of JE disabled patients, Central Government has provided funds for strengthening of two Physical Medicine and Rehabilitation (PMR) departments at Assam Medical College, Dibrugarh and Guwahati Medical College have been provided.
  • JE is vector-borne encephalitis transmitted by Culex groups of mosquitoes. These mosquitoes breed mainly in rice fields and large water bodies rich in aquatic vegetations. Migratory birds along with pigs in the community play an important role in the transmission of JE from one area to other areas.

  ‘Tamil Yeoman’ or ‘Tamil Maravan’ declared as state butterfly
  • ‘Tamil Yeoman’, a kind of butterfly found in the Western Ghats is declared as Tamil Nadu state butterfly. Tamil Nadu is the fifth state in the country to announce its state butterfly.
  • Maharashtra the first to declare Blue Mormon (Papilio Polgmnestor) as its state butterfly.
  • It is followed by Uttarakhand (Common Peacock), Karnataka (Southern Bird Wings) and Kerala (Malabar Banded Peacock).

FACTFILE – Tamil Yeoman or Tamil Maravan

  • Its scientific name is Cirrochroa Thais.
  • It is endemic to the Western Ghats.
  • It is found in moist deciduous, evergreen forests and along streams.
  • It can be found in groups in large numbers at a few places.

 Lok Sabha passes Indian Medical Council (Amendment) Bill
  • The Lok Sabha passed the Indian Medical Council (Amendment) Bill, 2019, the move aims to ensure transparency, accountability and quality in the governance of medical education in the country.
  • The Bill also proposes to increase the number of members in the board of Governors to 12 from the existing 7.
  • This bill provides for supersession of Medical Council of India for a period of two years with effect from September 26, 2018. It will replace an Ordinance promulgated on February 21.
  • The Board of Governors (BoG) which had replaced the MCI has worked well and taken a series of steps to improve medical education in the country.
  • The BoG has granted accreditation to more number of medical colleges, increased number of seats and reduced procedural hurdles, adding it is manned by doctors of great repute.
  • The Indian Medical Council or the Medical Council of India (MCI) was set up under the Medical Council Act 1956, for setting standards for medical professionals, new medical colleges and revision of curriculum, among others.

 SIAL ties up with Meghalaya Government
  • One of the world’s largest food exhibitors, Salon International de l’Agroalimentaire (SIAL) has tied up with Meghalaya Government to hold a “Northeast Food Show” here in December at Shillong.
  • The Food Show will be organised by the Government of Meghalaya with the support of SIAL. This would be SIAL’s second food show in the country after Food India in New Delhi scheduled in September this year.
  • The three-day event would be held here from December 4 to 6 at the NEHU campus. The State Government has notified an Advisory Council for the event and the first meeting of the Advisory Council was held recently.
  • Representatives of SIAL, North Eastern States, Central Government, food industries and others attended the meeting to give their inputs for the first of its kind event in the region.
  • SIAL holds one of the world’s largest food exhibitions in Paris, France each year. 119 countries participated in the last edition. 7,200 exhibitors and suppliers connected with the agri-food industry participated in the SIAL, Paris exhibition.
  • Chief Minister Conrad Sangma visited the Paris exhibition last year and requested the organisers to hold the event in the North East to give boost to the food processing and the agro-based industries of the region.
  • SIAL holds similar food exhibitions in Jakarta (Indonesia,) Abu Dhabi (UAE), Toronto (Canada) and Shanghai (China). Managing Director, SIAL, Paris, Adeline Vancauwelaert said, the exhibition would provide a unique opportunity for the food products of the NE to be showcased to the world. Food products, food processing and hospitality industry would benefit.

FACTFILE – Salon International de l’Agroalimentaire (SIAL) Paris

  • The Global Food Marketplace (French: Salon International de l’alimentation, or SIAL) is a trade fair held every two years, which specializes in the food processing industry.
  • The SIAL was established in 1964 by several groups, including the Confédération Générale de l’Alimentation en détail (General Confederation of the Retail Food Trade), and at the instigation of public authorities.
  • Twenty-six countries participated in the first fair, which was held at the Center of New Industries and Technologies in La Défense, as part of International Food Week. The second SIAL was held in 1966, also at the CNIT.
  • The trade show was held at the Versailles Gate Exhibition Centre from 1968 to 1984 and at the North Paris-Villepinte Exposition Park since 1986.
  • In 2014, SIAL Paris marks a new stage by integrating the Salon International du Process et du Conditionnement Alimentaire, which will be represented within the Equipment, Technology and Services sector.

 Centre plans to use Artificial Intelligence to help farmers
  • The Union Agriculture Ministry signed a Statement of Intent (SoI) with IBM India to provide weather forecasts and soil moisture information to farmers.
  • Under the project, a pilot study will be undertaken in three districts– Madhya Pradesh’s Bhopal, Gujarat’s Rajkot and Maharashtra’s Nanded.
  • IBM’s Watson Decision Platform will give solution in the field of agriculture through Artificial Intelligence (AI) and weather technology at village level/farm level to provide weather forecast and soil moisture information on pro bono basis to help farmers for taking decisions regarding water and crop management for better production and productivity.

 Delhi Police buildings to have rooftop solar power plants
  • The Delhi Police and the Solar Energy Corporation of India Ltd. (SECI) signed an MoU for setting up rooftop solar energy systems on police establishments in the capital.
  • Through this MOU, it is estimated that rooftop solar systems of about 3-4 MW capacity will be implemented across various Delhi Police buildings.
  • Terming the Delhi Police as always in the forefront in adopting new technology and innovative practices in all spheres of its working, Commissioner of Police Amulya Patnaik thanked the New and Renewable Energy Sources Ministry in facilitating this MOU which will go a long way in making Delhi green.
  • Lauding the initiative of Delhi Police in adopting this green initiative in sync with the vision of Central government, New and Renewable Energy Sources Secretary Anand Kumar said that solar energy is economical as well as environmental friendly.

 CCEA approves increase in MSP for kharif crops
  • The Cabinet Committee on Economic Affairs (CCEA) on Wednesday approved an increase in the minimum support prices (MSPs) for kharif crops in the 2019-20 season, including paddy by Rs 65 per quintal.
  • Union Agriculture Minister Narendra Singh Tomar made the announcement after a meeting of the Union Cabinet
  • This is an attempt to double the farmers” income by 2022, as announced by the Prime Minister earlier.
  • The MSP of jowar has been increased by Rs 120 per quintal, ragi by Rs 253 per quintal and bajra by Rs 50.
  • The MSP of tur, moong and urad pulses has been raised by Rs 125, Rs 75 and Rs 100, respectively.
  • MSP of groundnut is up by Rs 200 per quintal while it is Rs 311 per quintal for soyabean, sunflower by Rs 262 and sesamum by Rs 236.
  • Medium Cotton MSP has been raised by Rs 105 per quintal and Long Cotton MSP up by Rs 100 per quintal.

 Purnima Pathak Saikia receives Eva Achow memorial award
  • The Eva Achow Memorial Award, instituted by socio-cultural organisation Anuprerana, was presented to Purnima Pathak Saikia, well-known film and stage actress.
  • Veteran journalist DN Chakravartty chaired the meeting in which Deepjyoti Saikia, secretary of the organisation, explained the purpose of the function. He said that Anuprerana has, for the last six years, been honouring over 20 prominent artistes and successful persons in different fields from across the North East.
  • Presenting the award to Purnima Pathak Saikia, eminent writer and cultural activist Ratna Ojah recalled his close association with Eva Achow, a brilliant cinema and stage actress who came into the limelight with her memorable performances in films like Sakuntala, Beula, etc.
  • Kapil Bora, Chetana Das, Kirti Kamal Bhuyan and former Station Director of AIR, Guwahati, R Rahman, recollected their association with both Eva Achow and Purnima Pathak Saikia.
  • As a television programme executive, Purnima Pathak Saikia produced over hundred dramas in Assamese, Hindi and English, besides producing 30 documentaries and several live programmes for children and women.

 Lok Sabha passes Aadhaar Amendment Bill, 2019
  • Lok Sabha passed Aadhaar Amendment Bill, 2019 by voice vote. The Bill seeks to amend Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act 2016 and to further amend the Indian Telegraph Act 1885 and the Prevention of Money Laundering Act 2002. 
  • The Bill also proposes giving a child an option to exit from the biometric ID programme on attaining 18 years of age. 
  • This Bill will make the use of Aadhaar for opening bank accounts and procuring mobile phone connections voluntary.
  • Minister of Law and Justice said more than one hundred 23 crore people of the country have been enrolled in Aadhar and around 70 crore mobile phones are connected to Aadhaar number.
  • He said around 2 crores 50 lakh Aadhar authentications are done daily in the country.
  • Ravi Shankar Prasad told the House that Aadhaar is in national interest and it does not violate privacy of any Individual.
  • He reassured the House that there is no mandatory compliance to have Aadhar card to avail the benefits of government schemes. 
    The Minister said, the government respects the protection of individual’s Data and the Data Protection law work is in progress and will come out shortly.

 CCMB and CDFD sign MOU to maximize potential in genetic disease diagnostics
  • A Memorandum of Understanding (MoU) was signed between CSIR-Centre for Cellular and Molecular Biology (CCMB) and Centre for DNA Fingerprinting and Diagnostics (CDFD) with an aim to enable better ways of diagnosis and treatment of genetic disorders.
  • The objectives of the MoU also include the provision of quality DNA based diagnostic services to the public at lower costs, to develop newer diagnostic methods and to engage in scientific research to improve understanding of human genetic disorders.
  • Estimates for genetic disorders show that more than 50 lakh babies are born each year with genetic disease in India.
  • The burden of these disorders has its effects on the economic and social structure of society.
  • Most of these disorders are presently untreatable and for those which can be treated, the treatment is very expensive.
  • The only option to address this problem is the preventive approach which requires prenatal diagnosis and genetic counselling.
  • The last few years have witnessed tremendous changes in the field of genetics with rapid advancements in technology.
  • The advent of efficient and affordable DNA sequencing technology has a direct impact in improving our understanding of human diseases, enabling better ways of diagnosis and treatment.

 Indian Railways commissions longest electrified tunnel
  • South Central Railway has commissioned the longest electrified tunnel, measuring 6.6 Kms between Cherlopalli and Rapuru stations and is part of the recently completed Obulavaripalli – Venkatachalam new railway line.
  • Two freight trains have successfully run marking the full-scale Operation of the newly built electrified railway line between the two stations, thereby opening up viable rail connectivity between Krishnapatnam Port and its hinterland for Goods train services, South Central Railway (SCR).
  • Completion of this tunnel has enabled Railways to start freight operations on this important railway line, which has reduced the distance between Krishnapatnam Port and hinterland areas by 60 kms.
  • On the newly commissioned line, the travel time gets reduced to about 5 hours, which will result in a saving of travel time by 5 hours.
  • Length of the tunnel is 6, 660 mts and is in straight alignment.
  • The height of tunnel (rail level to roof) is 6.5 meters and the minimum height of contact wire is maintained at 5.2 meters.
  • Two nos. of traction power supply substations are provided near Cherlopalli and near Adurupalli with necessary switching stations in between.
  • This new line facilitates direct & viable connectivity between South Coast and West Coast and enhances the freight basket of South Central Railway.

 AYUSH MoU with MEITY to collaborate for digitisation of AYUSH sector
  • The Ministries of AYUSH and Electronics and Information Technology signed a Memorandum of Understanding in New Delhi to collaborate on the digitization of the AYUSH sector.
  • The Ministry aims to digitize the entire AYUSH, leading to transformation in the field of health care delivery at all levels, along with greater research, education, delivery of various health care programmes and better drug regulations.
  • The Electronics and Information Technology Ministry has agreed to give technical support to the AYUSH Ministry for planning and development of AYUSH GRID Project. 

 Govt. presented Union Budget 2019
  • The budget has been presented with a 10-year vision in mind. The startups are being given a whole set of tax benefits.
  • Fully automated GST Refund module shall be implemented; multiple tax ledgers to be replaced by one; invoice details to be captured in a central system.
  • Basic customs duty on certain items to be increased to promote the cherished goal of Makein India. Import of defence equipment not manufactured in India are being exempted from basic customs duty.
  • To provide further impetus to affordable housing, additional deduction of 1.5 lakh rupees on interest paid on loans borrowed upto 31 March 2020 for purchase of house up to ₹45 lakh.
  • Additional income tax deduction of 1.5 lakh rupees on the interest paid on the loans taken to purchase electric vehicles.
  • The government proposes to levy TDS of 2% on cash withdrawal exceeding ₹1 crore in a year from a bank account.
  • Public sector banks to be provided 70,000 crore rupees to boost capital and improve credit.
  • Four new embassies to be opened in 2019-20, to improve footprint of India’s overseas presence and to provide better public services to local Indian communities.
  • Regulation authority over housing finance sector to be returned from National Housing Bank to RBI.
  • Women Self Help Group(SHG) Interest Subvention Programme to be expanded to all districts in India.
  • To popularise sports at all levels, National Sports Education Board for development of sportspersons to be set up under Khelo India.
  • New National Educational Policy to be brought in to transform Indian educational system; major changes in higher as well as school system to be brought in.
  • The government to bring out a policy framework for making India a global hub of aircraft financing and leasing activities.
  • To harness India’s space ability commercially, a public sector enterprise, New Space India Limited (NSIL) has been incorporated to tap the benefits of ISRO
  • 100% FDI will be permitted for insurance intermediaries.
  • Credit Guarantee Enhancement Corporation will be set up in 2019-20, action plan to deepen markets for long-term bonds with specific focus on infrastructure sector to be put in place.
  • Pension benefit to be extended to around 3 crore retail traders and shopkeepers with an annual turnover less than ₹5 crore under Pradhan MantriKaram Yogi Man Dhan Scheme.
  • Comprehensive restructuring of National Highways Programme to be done, to ensure the creation of National Highways Grid of desirable capacity.

 Govt hands over housing finance companies to RBI from NHB
  • The government has taken away the powers of the National Housing Bank (NHB) to regulate housing finance companies (HFCs) and handed them to the Reserve Bank of India (RBI).
  • The Reserve Bank of India (RBI) Act will be amended to give the RBI powers to regulate the HFC sector.
  • NHB was part of the RBI till April this year when the government decided to take it over.
  • HFCs, which so far have conducted business with light-touch regulation, will likely face intense scrutiny.
  • This enables the RBI to directly give liquidity support to the ailing HFC sector.
  • As soon as the RBI got the regulatory powers, it offered a liquidity window to banks to help support NBFCs and HFCs.

 India to train 1800 Bangladeshi Civil Servants
  • Eighteen hundred Bangladeshi mid-career civil servants will be trained at the National Centre for Good Governance (NCGG) in Mussoorie between 2019-2025.
  • The first batch of 30 civil servants leaving for a two-week long training programme in Mussoorie paid a visit to the  Indian High Commission in Dhaka.
  • The Bangladeshi civil servants are being trained at the National Centre for Good Governance based on the Memorandum of Understanding signed in February this year in the Fifth meeting of the India-Bangladesh Joint Consultative Commission (JCC).
  • Welcoming the participants to the training programme, acting High Commissioner of India in Bangladesh BishwadipDey said that such trainings provide an opportunity to share experiences of administration between civil servants of the two countries.

 Indian Army, NeGD signs MoU for revamping management application
  • The Army and the National eGovernance Division inked a pact for developing a revamped application to maintain the centralised database for personnel, equipment and major stores to provide management-related information to the force.
  • To meet the organisational requirements and enhanced user aspirations, rather than employing the conventional developmental framework, the DGIS experimented with a new collaborative approach with the MeitY for developing the new MISO application.

 7th Economic Census begun from Tripura
  • The 7th Economic census has begun from 29th July from Tripura. The census will be conducted by the Ministry of Statistics and Programme Implementation (MoSPI) in partnership with CSC e-governance Services India Ltd. (CSC SPV) after a gap of 5 years.
  • The officials will collect the data through the door to door household survey under the provision of Collection of Statistics Act 2008.
  • The economic census gives an idea about the economic activities being carried out across the country, types of ownership and source of finance, their geographical distribution, the number and distribution of workers etc.
  • It covers all residential and commercial structures across the country but excludes some economic activities such as plantation activities, crop-production, extra-territorial organisation, illegal activities and public administration and defence.
  • Shelter-less and nomadic population establishments and people living in open are also not covered in this census.

FACTFILE – Indian Economic Census

  • Indian economic census is the census of the Indian economy through counting all entrepreneurial units in the country which involved in any economic activities of either agricultural or non-agricultural sector which engaged in production and/or distribution of goods and/or services not for the sole purpose of own consumption.
  • The economic census provides detailed information on operational and other characteristics such as number of establishments, number of persons employed, source of finance, type of ownership etc.
  • These informations are used for micro level/ decentralized planning and to assess contribution of various sectors of the economy in the gross domestic product (GDP).
  • In 1976, Government of India launched a plan scheme called Economic Census and Surveys.
  • In 1977 Central Statistical Organisation conducted First economic census in collaboration with the Directorate of Economics & Statistics (DES) in the States/Union Territories.

 Odisha ‘Rasagola’ bagged GI Tag
  • Odisha bagged the Geographical Indication (GI) tag, under the Geographical Indications of Goods (Registration and Protection) Act, 1999, for its ‘Rasagola’ with registering it with the name ‘Odisha Rasagola’ on 29th July 2019. The ‘Rasagola’ is a syrup confectionary made of cottage cheese.
  • Odisha has been embroiled in a battle with West Bengal since 2015, which had secured the GI tag for ‘Banglar Rasogolla’ in 2017.
  • In Odisha, the ‘Rasagola’ has been a part of century-old rituals performed for Lord Jagannath and is also mentioned in the ancient Odia literature.

FACTFILE – Geographical Indication (GI) tag

  • A geographical indication (GI) is a sign/identity given to a product belonging to a specific geographical location (a region, town, state, country).
  • India has enacted GI of Goods (Registration and Protection) Act, 1999 from 15th September 2003.
  • The GI tag ensured that only the authorised user is allowed to use the product name. Darjeeling tea was the first product to bag the GI tag in India in 2004-05.

 MoC signed for promotion of Chinese acupuncture in India                              
  • The Guizhou University of Traditional Chinese Medicine and the Dr D.N. Kotnis Health and Education Centre, Punjab, have signed a memorandum of cooperation (MoC) to enhance collaboration in education and research in acupuncture as well as other academic and cultural areas.
  • The MoC was signed by Vice-President of Guizhou Acupuncture and Moxibustion Association Yang Xiaofang and Medical Superintendent of the Dr D.N. Kotnis Health and Education Centre Inderjeet Singh Dhingra.
  • It would pave the way for setting up of an acupuncture institution in Ludhiana where degree courses would be offered.
  • The MoC was signed on the sidelines of the international advanced workshop-cum-training of acupuncture in Ludhiana.
  • The first of its kind workshop is being organised with the help of Chinese experts in collaboration with the “World Federation of Acupuncture and Moxibustion Societies, Education (WFAS, Edu)”.
  • The 10-day training workshop will cover neurological disorders, paralysis, facial paralysis, chronic pain syndromes, cosmetic problems, alopecia, nerve weakness, stress management and many new techniques, like ”catgut embedding therapy”.

 Meghalaya to hold National Conference on e-Governance                                             
  • The 22nd National Conference on e-Governance will be held here in Meghalaya on August 8 and 9, in a first for the north-eastern region to organise the knowledge sharing event.
  • The theme of the conference is ‘Digital India: Success to Excellence’.
  • It provides a platform to disseminate knowledge on effective methods of designing and implementing sustainable e-Governance initiatives to provide end-to-end digital services, exchange experiences in solving problems, mitigating risks, resolving issues and planning for success, P S Thangkhiew, the chief secretary of Meghalaya.
  • The Department of Administrative Reforms and Public Grievances (DARPG), in association with the Ministry of Electronics and Information Technology and the Meghalaya government will organise the 22nd National Conference.
  • This is the first time the event is being organized in the north-eastern region of the country. The conference at Shillong is part of the DARPG’s 100 days initiatives.

 Bill for dam safety introduced in Lok Sabha

  • The government introduced a Bill to set up a national authority as well as a committee for inspection and maintenance of dams across the country.
  • The Bill seeks to set up the National Dam Safety Authority for proper surveillance, inspection and maintenance of specified dams as well as to address unresolved issues between states.
  • Besides the authority, the government has proposed setting up a national committee on dam safety in order to prevent dam failure-related disasters.
  • According to the Bill, the committee would maintain standards of dam safety and also evolve policies for ensuring safety of dams.

 Airtel builds digital network for UP government
  • Telecom major Bharti Airtel has designed and implemented a “State Wide Area Network” (SWAN) for the Uttar Pradesh government as part of the Centre”s e-governance initiative.
  • Deputy Chief Minster Dinesh Sharma launched the network “UPSWAN 2.0”
  • UPSWAN 2.0 comprises of 885 Points of Presence (PoPs) across the state and is designed to provide secure, high-speed connectivity for delivery of government services to citizens over a ”closed user group” network”.
  • This modern network infrastructure now digitally connects all state headquarters, district headquarters, block headquarters and tehsil headquarters across Uttar Pradesh. 

 100th warship built by GRSE commissioned by Indian Navy
  • A landing craft utility (LCU) – the 100th warship built by the Kolkata-headquartered Garden Reach Shipbuilders and Engineers – was commissioned by the Indian Navy at Visakhapatnam.
  • The sixth of the eight Mark-IV LCUs was commissioned by Eastern Naval Command chief, Vice Admiral Atul Kumar Jain at a ceremony attended by GRSE Chairman and Managing Director, Rear Admiral V.K. Saxena (retd) and other senior officials of the Indian Navy.
  • LCU are amphibious ships with the primary role being transportation and deployment of Main Battle Tanks, armoured vehicles, troops and equipment from ship to shore.
  • They can be deployed for multirole activities like beaching operations, search and rescue, disaster relief operations, supply and replenishment and evacuation from distant islands.
  • The LCU is 63 m in length and 11 m wide and has a displacement of 830 T with a low draught of 1.7 m.
  • The LCU Mark IV class are fitted with close to 90 per cent indigenous content in line with the government”s ”Make in India” initiative.

 Manohari gold tea breaks record yet again
  • Setting a new auction record in the country, a speciality tea made by a garden in Dibrugarh fetched Rs 50,000 for a kilogram under the hammer at the Guwahati Tea Auction Centre (GTAC) here. This is the highest price any tea has fetched in any auction centre all over the world.
  • The line of the delicate ‘gold special tea’ of Manohari Tea Estate located at Mohanbari went under the hammer at the pan-India auction this morning.
  • Gold tea – the tea looks like pieces of gold – is made from the finest tea clones and is very delicate. This hand plucked tea is rich in aroma and is regarded as the world’s finest tea.
  • Tea expert CK Parashar, under whose supervision it was made, said the tea was made from the P-126/A clone.
  • Last year, a kilogram of the same tea was sold for Rs 39,001, a record which was soon broken by ‘golden needle’ variety from the Donyi Polo Tea Estate in Arunachal Pradesh which sold for Rs 40,000 a kilogram.

 Parliament passes Bill criminalising instant Triple Talaq
  • The Central government in the Rajya Sabha passed the Triple Talaq Bill. The Bill has already been passed by the Lok Sabha. With the approval of the Rajya Sabha, the Bill is all set to become an Act after the Presidential node.
  • The Muslim Women (Protection of Rights on Marriage), Bill, 2019 criminalises instant triple talaq among Muslims and attracts a jail term of three years for the husband.

 LS passes Bill to set up regulator for consumer complaints
  • A Bill to establish a national level regulator – Central Consumer Protection Authority (CCPA) – to deal with consumer complaints pro-actively was passed in the Lok Sabha.
  • The Bill, which seeks to replace the Consumer Protection Act 1986, has 109 clauses to establish CCPA as a national level regulator.
  • The Bill will clear the way for consumers to go to court if they were not satisfied.
  • The Bill also has provisions to deal with class actions, product liability, misleading advertisements, liability for celebrity endorsements and others.
  • It also addresses new age developments like e-commerce, direct selling and tele-marketing.
  • The CCPA will deal with matters relating to violation of rights of consumers, unfair trade practice and false or misleading advertisements which are prejudicial to the interests of public and consumers. 

 CISCO to train 10 lakh Indian students in digital skills
  • In line with the government”s efforts to train the youth in emerging technologies, networking giant Cisco committed to train 10 lakh students by 2025 by expanding its Networking Academy programme.
  • The Networking Academy programme in India is one of its largest in the world. Across 583 academies nationwide, more than 350,000 Indian students have been trained since its inception so far.
  • The Cloud-delivered skills-development programme helps students learn how to design, build, secure and maintain digital infrastructure.
  • The curriculum include courses on IT essentials, networking, cybersecurity, programming and Internet of Things.
  • Through the programme, schools, colleges, universities, vocational institutions, government and non-profit organisations are provided a Cisco-developed curriculum that can be integrated with the institution”s own educational offerings.
  • Cisco also supports government education institutes in providing training on networking and cybersecurity skills aimed at improving the employability of engineering graduates.

HRD ministry releases five-year vision plan to transform higher education
  • In a bid to transform the higher education sector in the country, the Ministry of Human Resource Development released a five-year vision plan.
  • The report has been termed as Education Quality Upgradation and Inclusion Programme (EQUIP), which will be taken to the Cabinet for approval after inter-departmental consultations.
  • 10 groups led by experts — former Revenue Secretary HasmukhAdhia, Principal Scientific Advisor K Vijay Raghavan, NitiAayog CEO Amitabh Pant, former Infosys CEO Kris Gopalakrishnan and Rediff.com founder AjitBalakrishnan –suggested more than 50 initiatives that would transform the higher education sector completely and would make it more accessible.
  • The report contains recommendations to double the Gross Enrolment Ratio (GER) in higher education, position at least 50 Indian institutions among the top-1000 global universities, introduce governance reforms in higher education for well-administered campuses, promote research and innovation ecosystems for positioning India in the top three countries in the world.
  • It also offers suggestions to double the employability of students passing out of higher education, harness education technology for expanding the reach and improving pedagogy, promote India as a global study destination and achieve a quantum increase in investment in higher education.

West Bengal rolls out free crop insurance scheme for farmers
  • The West Bengal government has rolled out a crop insurance scheme, in collaboration with the Agriculture Insurance Company of India (AIC), for the 2019 ”kharif” season to protect farmers from natural disasters, and to ensure a steady income in case of unstable market prices.
  • The crop insurance scheme would be “free of cost for the farmers” as the government would pay the entire premium and the insurable crops are Aman and Aus paddy, jute and maize.
  • The scheme, called Bangla ShashyaBima (BSB), is applicable for farmers in the districts of Darjeeling, Kalimpong, East and West Burdwan, East and West Medinipur, Malda, Hooghly, Nadia, Murshidabad, Cooch Behar, Birbhum, Purulia, South Dinajpur, North and South 24 Parganas.
  • The insurance scheme would cover any losses suffered during planting, cultivation and during the period post-cutting when crops are lying in the field, and for adverse weather situations.

US, India, Japan plan strong Indo-Pacific naval tie-up
  • Prime Minister Narendra Modi, US President Donald Trump and Japanese Prime Minister Shinzo Abe discussed ways to jointly build infrastructure and ensure peace and security in the maritime zone.
  • The three leaders decided to make the summit meetings under the Japan-America-India (JAI) format an annual affair to “ensure successful cooperation in multiple areas, including maritime security, quality infrastructure, and advancing peace and prosperity in the Indian Ocean and Pacific region and beyond.
  • The leaders reaffirmed the critical importance of strengthening US-India-Japan cooperation to reinforce shared core democratic values, which promote global security and prosperity.
  • The main topic of the discussion was the Indo-Pacific, about how the three countries can work together in terms of connectivity, in terms of infrastructure, in terms of ensuring that peace and security is maintained and in terms of working together to build upon this new concept so that it benefits the region as a whole and for the three countries of course.

Centre to launch ‘one nation, one ration card’ scheme
  • In a bid to curb corruption and dependence on one Public Distribution System (PDS) shop, the Central government will launch the ”one nation, one ration card” scheme.
  • The schemewill ensure that all beneficiaries especially migrants can access PDS across the nation from any shop of their own choice.
  • The Union Minister of Consumer Affairsasserted that the biggest beneficiary of this will be those migrant labourers who move to other states to seek better job opportunities and will ensure their food security.
  • This will provide freedom to the beneficiaries as they will not be tied to any one PDS shop and reduce their dependence on shop owners and curtail instances of corruption. The objective of the department is to ensure that this is implemented nationally in a time bound manner.
  • At present, the Integrated Management of PDS (IMPDS) is a system that is already operational in Andhra Pradesh, Gujarat, Haryana, Jharkhand, Karnataka, Kerala, Maharashtra, Rajasthan, Telangana and Tripura wherein a beneficiary can avail his share of food grain from any district in the state. Other states have also assured that IMPDS will be implemented at the earliest.
  • There will also be the creation of a Central Repository of all RCs which will help in checking duplication.

North Eastern Council (NEC) ties up with National Productivity Council (NPC) on capacity building
  • The North Eastern Council (NEC) and the National Productivity Council (NPC) have agreed on a tie up on capacity building and evaluation of projects.
  • The proposed MoU would also include third party evaluation of projects, energy auditing, and digitization for smart governance.
  • The tie- up said it would provide improved capacity in project implementation and management initiated by the Council.

  • NPC is a national level autonomous organization under Department of Industrial Policy & Promotion, Ministry of Commerce & Industry to promote productivity culture in India.
  • It was established as a registered society on 12th February 1958 by the Government with aim to stimulate and promote productivity and quality consciousness across all sectors in the country.
  • It is a tri-partite non-profit organization (NGO) with equal representation from government, employers and workers’ organizations.
  • It also has representatives from technical and professional institutions including members from local productivity councils and chamber of commerce on its Governing Body.
  • It also implements the productivity promotion schemes of Government and carry out programmes of Tokyo based Asian Productivity Organization (APO), an inter-governmental body of which India is founder member.

G20 summit ends with declaration of support for free trade principles
  • The members of the G20 bloc concluded their two-day Summit here by declaring support for the principles of free trade and economic growth amid global trade-related tensions.
  • After the end of the two-day summit that the G20 leaders agreed on the need to boost economic growth and expressed concerns about globalization and the world trade system.
  • The 20-member group reaffirmed its support for “the fundamental principles backing a free trade system” and placed special emphasis on achieving open, free and non-discriminatory markets and a level-playing field.
  • Even though it was difficult to find one solution to so many global challenges at once, the group had managed to show a common will in many areas.
  • The leaders also recognized the clear “downside risks” to the global economy.
  • The member-countries had agreed to spearhead economic growth and stressed the need to reform the World Trade Organization.

  • Established in 1999, the G20 is a central forum for international cooperation on financial and economic issues.
  • It comprises 19 countries plus the European Union (EU).
  • The member nations are Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, Britain and the US.

Government creates Rs 10K cr corpus for startups
  • A corpus of Rs 10,000 crore has been established in order to meet the funding requirements of startups. The Fund of Funds (FFS) is anticipated to be given over the 14th and 15th Finance Commission cycles based on progress of the scheme and availability of funds.
  • The Department for Promotion of Industry and Internal Trade (DPIIT) have recognised 19,351 startups across the country till June 24, 2019. DPIIT is the monitoring agency and Small Industries Development Bank of India (SIDBI) is the operating agency for FFS.
  • SIDBI has committed Rs 3,123.20 crore to 49 SEBI registered Alternative Investment Funds (AIFs). These funds have raised a corpus fund of Rs 27,478 crore.
  • Rs 483.46 crore have been drawn from Fund of Funds for Startups. Further, the AIFs have invested a total of Rs 1,625.73 crore into 247 startups.

Assam CM launches police’s highway helpline app
  • Chief Minister Sarbananda Sonowal launched the highway helpline mobile application of Assam Police – JaatriMitra developed in association with Royal Global University (RGU) and Arsaviva Technologies in PPP mode.
  • The app, to be available in Android and iOS, will provide real time assistance to the citizens who travel on the State’s highways.
  • People will be able to access information on all nearby facilities during travel including medical, vehicle repair, fuel stations, police stations and public utilities with this app.
  • It is packed with advanced features like live location tracking and integrates excellently with third party apps like Google Maps and Uber for navigation and bookings.
  • The app would cover 250 police stations, 525 medical points, 628 vehicle repair points, 294 petrol pumps and 756 public utility centres.

Microsoft partners with NASA to get kids interested in space
  • Microsoft’s education arm and NASA have come together to create online lessons to get school students interested about space.
  • The eight online lesson plans range from titles such as Designing Astro Socks to protect astronauts’ feet in microgravity to designing one’s own space station.
  • The curriculum includes 3D design challenges, Virtual Reality (VR) experiences and data analysis lessons.
  • The partnership between the companies was a result of a meeting at the International Society for Technology Educators Conference in 2018.
  • The course is also intended to create exposure to Machine Learning (ML) and Artificial Intelligence (AI) modules by asking students to detect seasons from biome images.
  • Students would require Windows 10 and a Microsoft Office subscription to finish the class.

Saudi Arabia becomes 1st Arab country to get FATF membership
  • Saudi Arabia has become the first Arab country to be granted full membership of the Financial Action Task Force (FATF) following the group’s annual general meeting in the US.
  • Saudi Arabia which had received an invitation from the FATF at the beginning of 2015 to join as an “observer member”, was admitted into the organization after the group’s meeting in Orlando, Florida.
  • Saudi Arabia had been a founding member of the MENA arm of the group since November 2004, and its full membership came after it was reported the kingdom had made “tangible progress” and for its efforts in implementing the FATF’s guidelines.
  • The group is responsible for issuing international standards, policies and best practices to combat money laundering, terrorist financing and proliferation.
  • With the kingdom becoming a FATF member, the number of permanent members in the group is now 39.

7 more airports to be developed in North East India
  • In a move to promote better air connectivity in the North East, the Airport Authority of India (AAI) is planning to develop seven more airports including three green field airports and two water aerodromes in the region which currently has 12 operational airports.
  • The water aerodromes will be developed at Brahmaputra and green field airports at Rupsi in Assam and Hollongi in Arunachal Pradesh.
  • The Rupsi Airport, located about 15 km from Dhubri in Assam was said to be constructed by the British during World War II to supply arms, manpower and ammunition to the Allied Forces.
  • Hollongi Airport located about 25 km from Itanagar, will boast of some state-of-art infrastructure.
  • The remaining two airports will be developed in Arunachal Pradesh and Mizoram.
  • The Guwahati-Dhaka-Guwahati daily flight under the Central Government scheme Udan (Ude Desh Ka Aam Nagrik) International, will be launched from July 1 this year with a roundtrip airfare of just Rs 7,000.
  • The Lokpriya Gopinath Bordoloi International Airport at Guwahati wherein 120 flights operate daily, will be expanded with more facilities.
  • Similarly, Agartala, the third International airport in NE after Guwahati and Imphal, will also be upgraded with new buildings within three years. Imphal airport will also be developed with state of the art infrastructure.
  • The airport at Imphal will have its own system to harvest water for its daily use besides having its own waste management system.
  • The AAI currently operates 120 airports in India.

India’s first solar-powered cruise boat to be rolled out
  • Kerala is gearing up for the launch of the country’s premier solar-powered cruise boat by December. The initiative comes from the State Water Transport Department (SWTD), whose solar ferry Aditya in the Vaikom-Thavanakadavu route has proved to be a success.
  • The ₹3-crore cruise boat that can carry 100 passengers is under construction at a boatyard in Aroor and comes from the stable of the builders of Aditya. The hybrid vessel will be powered by a motor that can source energy from solar panels, battery, and generator. Its battery will have 80 KWh (kilowatt hour) power backup, as compared to 50 KWh backup in Aditya.
  • Each such vessel can carry 15 passengers, has a 400-horse power outboard engine, and can touch a speed of 26 km per hour. They will be available for tourists at an hourly rent.
  • The SWTD has also drawn up plans to introduce three sister vessels of Aditya by the end of the year. The department has also planned a water taxi service each in Ernakulam and Alappuzha.

JGU, CHRI sign MOU for close collaboration on human rights issues
  • P. Jindal Global University (JGU) and Commonwealth Human Rights Initiative (CHRI) have signed a MoU for close collaboration on human rights issues.
  • Through internships, fellowships, researcher mobility programmes, joint research, joint workshops, collaborative summer/winter courses for emerging scholars, students and staff and collaborative executive education courses.
  • The signing of MoU is a logical culmination of existing collaboration in the areas of prisons, access to justice, right to information and other areas.
  • The signing preceded the launch of the ‘Easier Said than Done’ (ESTD) report bought out by CHRI, highlighting the performance of Commonwealth member states at the United Nations Human Rights Council (UNHRC), and to contrast their pledges and voting patterns on human rights issues with conditions in the country.
  • The report was launched for the first time in India, although CHRI has tracked the performance of Commonwealth countries at the UNHRC since the first ESTD report in 2007.

NTPC, PGCIL sign MOU to enter Power Distribution Business
  • NTPC and Power Grid Corporation of India have formed a joint venture to set up National Electricity Distribution Company.
  • An agreement has been entered between Power Grid and NTPC on June 21 for formation of a JV company on 50:50 equity basis for setting up National Electricity Distribution Company Ltd (NEDCL).
  • This includes the separation of content and carriage businesses in power distribution — i.e the infrastructure builder for power supply and the supplier to consumers would be two separate companies.
  • The main objective of the venture is to undertake the business for distribution of electricity in distribution circles in various states and Union Territories and other related activities.
  • But, it will not become a distribution utility (DISCOM), instead this joint venture will have a character similar to other such ventures such as Energy Efficiency Services Ltd and Petronet LNG that operate as profit-focussed entities.

Govt nod for Rs 100 crore fund for development of Diphu town
  • Centre and State Government have given their nod for granting Rs 100 crore for the overall development of Diphu town, the headquarter town of Karbi Anglong district.
  • The fund would be released under City Infrastructure Development Fund (CIDF) and will be spent for development of 14 wards of the town.
  • Works like construction of new roads, repair of existing roads, sewerage system, causeway, street lights, waiting sheds etc., as part of the of transforming Diphu into a city will be taken up.
  • With an aim to permanently get rid of traffic congestion, accidents and other problems in Rongkhelan market area, close Don Bosco High School, decided to construct an open market complex inside the veterinary department complex.
  • All the roads connecting various wards with PWD roads will be converted into coloured pavers and enduring drainage system along with solar street lights, CCTV camera will be installed in key locations and commercial places of the residential localities.

World Bank approves $147 million loan to Jharkhand
  • The Government of India, the Government of Jharkhand and the World Bank, signed a $147 Million Loan Agreement to provide basic urban services to the people of Jharkhand and help improve the management capacity of the urban local bodies (ULBs) in the State.
  • The Jharkhand Municipal Development Project will focus on improving the municipal sector’s capacity to provide basic urban services. It will invest in urban services such as water supply, sewerage, drainage, and urban roads; and strengthen the capacity of the Jharkhand Urban Infrastructure Development Company (JUIDCO) as well as that of the ULBs to carry out reforms in the areas of urban finance and governance. 
  • This is in keeping with the needs of a rapidly urbanizing state where about 31 million people reside in urban areas and urban population growth in nine of 24 districts in Jharkhand is above India’s overall urbanization pace of 2.7 percent. 
  • The Loan Agreement was signed by Mr. Sameer Kumar Khare, Additional Secretary, Department of Economic Affairs, Ministry of Finance, on behalf of the Government of India and Mr. Shanker Lal, Acting Country Director (India), the World Bank, on behalf of the World Bank.
  • The Loan, from the International Bank for Reconstruction and Development (IBRD), has a 7-year grace period, and a final maturity of 22.5 years.

Centre brings bill on J&K reservation in Lok Sabha
  • A bill to amend the Jammu and Kashmir Reservation Act, 2004 was introduced in Lok Sabha paving the way for people living near the International Border to get benefits of reservation in jobs, promotion and educational institutions.
  • The legislation will replace the Jammu and Kashmir Reservation (Amendment) Ordinance, 2019.
  • The bill will bring same benefits to the people living near the IB as those near the Line of Control (LoC), after they were kept out of the Jammu and Kashmir Reservation Act 2004 and Rules 2005.

UNHCR to launch first Global Refugee Forum
  • The UN Refugee Agency UNHCR said that the first ever Global Refugee Forum, a ministerial-level event, will take place on December 17 and 18 in Geneva, Switzerland.
  • The event will be co-hosted with Switzerland and co-convened by Turkey, Germany, Ethiopia, and Costa Rica and the secretary-general of the United Nations is expected to attend.
  • Dealing with displacement challenges cannot be done alone and requires unity of vision and ambition among all countries, coupled with real, concrete action.
  • Such action, is the goal of the Global Compact on Refugees and it is what the United Nations will be working towards through the Global Refugee Forum.
  • With tens of millions of people affected by war, conflict, and persecution, the Global Refugee Forum will be an opportunity for countries to take stock of today’s situation and to strengthen the international response.

NSIC signs MOU with CSC e-governance services India
  • National Small Industries Corporation (NSIC) has signed an MoU with Common Service Centres (CSC) e-Governance Services India for enhancing new offerings for the MSME sector by synergizing each other’s competence.
  • This MoU will also enable CSCs to utilize plethora of NSIC offerings through the NSIC
  • CSC will facilitate VLEs and MSMEs through digital empowerment in accessing NSIC integrated support services encompassing Marketing, Finance, Technology, and other offerings.

Manipur Govt to frame Anti-Drug policy
  • The Manipur Government is framing an anti-drug policy to create a drug-free State. The first draft of the Manipur drug policy is under consultation with various stakeholders.
  • The Department of Social Welfare has opened 20 integrated rehabilitation centres for treatment of needy drug-affected people.
  • Drug abuse is rampant among youngsters in the state, with the issue being critical in Churachandpur district.

Government to come up with an integrated RERA website
  • With an aim to provide single window information on best practices and rulings in the housing sector, the government plans come up with a platform that will integrate Real Estate Regulatory Authority (RERA) of all the states.
  • The common platform would provide suggestions about the real estate properties and projects to invest in, real estate developers, registered property agents and much more.
  • At present, the information pertaining to RERA of different states is available locally and not for the consumption at a national level.
  • The platform would provide all the rulings related to the properties in different states categorised according to the subject and with a summary.
  • This would help people in applying the earlier rulings in any part of the country to their particular case, if applicable.
  • It would bring all the best practices in the home buying sector under one umbrella.
  • The recommendation to develop a common platform was made by a committee headed by Vijay S Madan, RERA chief for Delhi and Chandigarh.

55 nations back India for non-permanent UNSC seat
  • India’s candidature for a non-permanent seat at the United Nations Security Council (UNSC) has been unanimously endorsed by the Asia Pacific group of 55 countries including China and Pakistan.
  • The countries which have supported India’s candidature also include Afghanistan, Bangladesh, Bhutan, Indonesia, Iran, Japan, Kuwait, Kyrgyzstan, Malaysia, the Maldives, Myanmar, Nepal, Qatar, Saudi Arabia, Sri Lanka, Syria, Turkey, the UAE and Vietnam.
  • Asia-Pacific Group at UN unanimously endorses India’s candidature for a non-permanent seat of the Security Council for a 2-year term in 2021-22.

Government considering to hike pension age limit under APY
  • The Pension Fund Regulatory and Development Authority (PFRDA) has submitted a proposal to increase the limit of pension and age under Atal Pension Yojana (APY).
  • APY is administered by PFRDA through NPS architecture. The minimum age of joining APY is 18 years and maximum age is 40 years. Therefore, minimum period of contribution by the subscriber under APY would be 20 years or more.
  • APY is open to all bank account holders who are not members of any statutory social security scheme.
  • Accordingly, Mudra beneficiaries, Self Help Group (SHG) members and Anganwadi workers who are citizen of India and fall between 18-40 years of age are eligible to join APY.
  • APY is focused on the unorganised sector workers which constitute more than 85 percent of the workforce. Under this scheme, the guaranteed minimum pension of Rs 1,000 per month or Rs 2,000-5,000 per month will be given at the age of 60 years depending on the contributions by subscribers.
  • The spouse of a subscriber is also eligible for pension and the nominee receives the accumulated pension wealth.

Delhi to develop 11 city forests
  • Delhi’s Forest Department plans to develop 11 forests across the city during the current financial year.
  • Environment Minister Imran Hussain has directed the department to ensure at least six of these are developed in the monsoon season.
  • Hussain reviewed the action plan for developing the city’s forest and programme and for carrying out “mega tree plantation” during the monsoon season.
  • The Principal Chief Conservator of Forest informed the Minister that his department has proposed to develop 11 city forests during in 2019-20.

Amalendu Chakraborty appointment as VC of Rabindranath Tagore University
  • Amalendu Chakraborty took charge as is appointed as the first Vice-Chancellor of Rabindranath Tagore University and he took charge on 7 June 2019.
  • Greater Guwahati Rabindra Jayanti Udjapan Samiti has welcomed the decision to appoint Dr Amalendu Chakraborty as the Vice Chancellor (VC) of newly established Rabindranath Tagore University.

Bill to amend SEZ law passed in Lpk Sabha
  • A bill which seeks to allow trusts to set up units in special economic zones by amending the SEZ law was passed in Lok Sabha.
  • The Special Economic Zones (Amendment) Bill, 2019 became the first legislation to be passed by the newly-constituted 17th Lok Sabha.
  • It will now be moved for passage in Rajya Sabha.
  • The Special Economic Zones (Amendment) Bill, 2019 will replace the Special Economic Zones (Amendment) Ordinance, 2019, which was promulgated in March.
  • After the ordinance was issued, the government has so far received six applications to set up SEZs.

Korean ambassador signs agreement for providing assistance in prosthetic limbs sector
  • Korean Ambassador to India Bong-kil Shin launched ‘Jaipur Foot Korea’, a collaborative initiative between Korea and BhagwanMahaveerViklangSahayataSamiti (BMVSS), a prosthetic limb organisation.
  • Under this agreement, Korea will provide financial and technical assistance to further research and development collaboration in the med-tech sector specifically in the area of prosthetic limbs, bionic arms, 3-D printing-based Flat foot solution and mobility solutions.
  • The agreement will open up access to Korean med-tech students to join the various prosthetic fitment camps in various countries and participate in certificate programmes offered by Jaipur Foot.
  • The agreement will also open up opportunities for overseas development assistance and grants from the Government of Korea and donations from private institutions and corporations from Korea to India.

GSK pharmaceuticals ltd. & RCB joint initiative to develop PHD programs
  • The Regional Centre for Biotechnology (RCB) and GlaxoSmithKline Pharmaceuticals Ltd. (GSK Pharmaceutical Ltd.) launched the Trust in Science Programme to develop doctoral programs (PhDs) in the fields of biostatistics and bioinformatics.
  • Under this initiative, the RCB will develop program content, manage logistics and oversee the running of the full-time programs.
  • GSK Pharmaceutical Ltd. will provide funding and ensure all course content is shaped to address current industry needs and opportunities.
  • Students with a master’s degree in biostatistics, maths, and bioinformatics are eligible for the PhD courses.
  • The goal is to provide students with a specialized course that addresses current industry needs and opportunities.

World Bank signs loan to improve Uttarakhand’s Financial Management ability
  • The Government of India, the Government of Uttarakhand and the World Bank signed a Loan Agreement of $31.58 million for the Uttarakhand Public Financial Management Strengthening Project that will help improve the State’s ability to manage its Financial Systems and lead to Better Utilization of Development Resources.
  • The Uttarakhand Public Financial Management Strengthening Project will support the State Government’s initiative to build and modernize the Technical and Financial Management Capabilities of its Local Bodies and the State-owned Enterprises.
  • The Loan Agreement was signed by Mr Sameer Kumar Khare, Additional Secretary, Department of Economic Affairs, Ministry of Finance, on behalf of the Government of India; and Mr. Savin Bansal, I.A.S. Additional Secretary, Finance, Govt. of Uttarakhand on behalf of the Govt of Uttarakhand; and Mr. Shanker Lal, Acting Country Director, World Bank India, on behalf of the World Bank.
  • The Project will benefit the citizens of Uttarakhand by creating a more transparent and efficient system of management of public finances, including the administration of tax and non-tax revenues.
  • The Project components will improve capacity in the areas of cash and debt management, planning and budgeting, appraisal and monitoring of high-value projects and public audit.
  • It will support measures to improve the transparency of Budget and Procurement Information. Using GIS mapping technologies, the Project will also strengthen the state’s revenue management systems, including that of urban local bodies.
  • The $31.58 Million Loan from the International Bank for Reconstruction and Development (IBRD), has a 5year grace period, and a final maturity of 11 years.

Assam ranks among top performing states NITI Aayog Health report
  • The second edition of ‘Healthy States, Progressive India’ report released by NITI Aayog has ranked Assam as one of the top achievers.
  • Assam has been placed among top performing States like Haryana followed by Rajasthan, Jharkhand and Andhra Pradesh and the Union Territories based on their year-on-year incremental change in health outcomes, as well as their overall performance.
  • Assam has made significant incremental progress with four or more percentage points increase in their Index scores from Base Year (2015-16) to Reference Year (2017-2018).
  • The Round II report is based on measuring and highlighting the overall performance and incremental improvement of Health Sector over a two year period (2016-17 and 2017-18) in the States and UTs.
  • The report has been developed by NITI Aayog with technical assistance from the World Bank, and in consultation with the Union Ministry of Health and Family Welfare (MoHFW).
  • The report is an annual systematic performance tool to measure the performance of the States and UTs. It ranks States and UTs on their year-on-year incremental change in health outcomes, as well as their overall performance with respect to each other. The ranking is categorized as Larger States, Smaller States and Union Territories (UTs), to ensure comparison among similar entities.
  • The health index is a weighted composite Index based on 23 indicators grouped into the domains of Health Outcomes, Governance and Information, and Key Inputs/Processes. Each domain has been assigned weights based on its importance and has been equally distributed among indicators.
  • Some of the Health Indicators mentioned are such as Neonatal Mortality Rate (NMR), Under-five Mortality Rate (U5MR), Proportion of Low Birth Weight among New-born, Proportion of districts with functional Cardiac Care Units (CCUs), Proportion of ANCs registered within first trimester of pregnancy, Proportion of CHCs/PHCs with Quality Accreditation Certificates, full immunization coverage, institutional deliveries, Proportion of Specialist positions vacant at District Hospitals and Proportion of total staff (regular and contractual) with e-pay slip generated in the IT enabled Human Resources Management Information System (HRMIS).

Jindal Global University partners with UNESCO to organise the first World Youth Conference
  • P. Jindal Global University (JGU) and Delhi-based UNESCO MGIEP will jointly organise the first World Youth Conference on kindness from August 20-23 to commemorate the 150th birth anniversary of Mahatma Gandhi.
  • JGU will host 100 youth leaders from across the world for the three-day conference on its campus in Sonipat while a part of the conference will also be held in Delhi.
  • The university will also organise lectures by experts on the sidelines of the conference during that period.
  • The World Youth Congress 2019 is being organised on the theme ”VasudhaivaKutumbakam: Gandhi for the Contemporary World: Celebrating the 150th birth anniversary of Mahatma Gandhi.”
  • The conference aims to inspire societal change by providing the youth with a global platform where they can actively engage with decision-makers towards finding innovative ways of propagating non-violence as a way to resolve conflicts and violence.
  • This Conference has been designed in a manner that attempts to bridge the gap between India”s youth and their ideas and aspirations.
  • An MoU on the World Youth Congress was earlier signed between Kumar, Registrar Y.S.R. Murthy and UNESCO-MGIEP Director Anantha K. Duraiappah. UNESCO MGIEP focuses on achieving the UN Sustainable Development Goal 4.7 towards education for building peaceful and sustainable societies across the world.

Delhi to provide loans & skill training to manual scavengers
  • To rehabilitate the identified manual scavengers in the national capital, the Delhi government approved a programme to provide them one-time cash assistance and skill development training with stipends.
  • The Delhi Cabinet gave its nod to the Social Welfare Department’s proposal for rehabilitation of these manual scavengers under the provisions of the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013.
  • Under the proposal, the manual scavengers will be given one time cash assistance of Rs 40,000.
  • Loans for projects of Rs 15 lakh on concessional rates of interest will also be given to the identified manual scavengers. They will also get credit linked back-end capital subsidy up to Rs 3,25,000 and skill development training up to two years with stipend of Rs 3,000 per month.

Commerce Ministry forms working group for WPI revision
  • The Commerce Ministry formed an 18-member working group under the chairmanship of Ramesh Chand, member, NitiAayog, for revision of the current series of the Wholesale Price Index (WPI).
  • The base year for the current series is 2011-12 and since then significant structural changes have taken place in the economy, which has necessitated the move.
  • Therefore, it has become necessary to examine the coverage of commodities, weighting diagram and related issues pertaining to the existing series of index numbers of WPI.
  • The working group will be tasked to select the most appropriate base year for the preparation of a new official series of index numbers of Wholesale Price (WPI) and Producer Price Index (PPI) in India.
  • Besides, they will review commodity basket of the current series of WPI and suggest changes of commodities in the light of structural changes in the economy witnessed since 2011-12.
  • The group will also review the existing system of price collection, examine the existing methodology of compilation of PPI and method of computing linking factor adopted so far.
  • The members of the working group have been drawn from various government and non-government agencies including RBI, Finance Ministry, National Statistical Office, Ministry of Petroleum and Department of Consumer Affairs.
  • It also has SBI chief economist Soumya Kanti Ghosh Das, economist Surjit Bhalla, APMEAC member Shamika Ravi as members. It will also have representation from CRISIL, Bank of America Merrill Lynch and Kotak Mahindra Asset Management.

Madhabdev College upgraded to University
  • Assam State government elevated the Madhabdev College in Lakhimpur’s Narayanpur to a university by appointing its first Vice Chancellor.
  • The university now fulfil the aspirations of thousands of college passouts to go for various masters programmes from interior areas of Lakhimpur, Biswanath and Majuli districts who usually could not make it to Dibrugarh and Gauhati University for long distance and limited intake capacities.
  • Founded in 1964, Madhabdev College is one of the leading centres of higher education in Lakhimpur district with both humanities and science streams. It has a sprawling campus ideal for academic establishments like a university and fairly good infrastructure.
  • Professor Dibakar Chandra Deka, Head of the Department of Chemistry, Gauhati University has been appointed as the Vice Chancellor of Madhabdev University who will soon assume his office in Narayanpur. An alumnus of Gauhati University and IIT-Kharagpur, Prof Deka did MSc in Organic Chemistry in 1983, M Tech in High Pressure Technology and Catalysis from IIT-Kharagpur, PhD on Organic Reaction under Pressure from IIT-Kharagpur, Diploma in Synthetic Organic Chemistry from Tokyo Institute of Technology, and DSc in Organic Synthesis from Gauhati University.
  • A former UNESCO Research Fellow in Japan and Commonwealth Visiting Fellow at University of Manchester, UK Prof Deka has a research experience of 31 years and teaching experience of 29 years.

Indo-Nepal Treaty of Trade and Transit to be amended
  • With the aim to strengthen connectivity between India and Nepal, New Delhi is taking the lead to amend a clause of the Indo-Nepal Treaty of Trade and Transit in order to explore water routes for better links between the two countries.

PM Modi, Sirisena hold talks in Sri Lanka
  • Prime Minister Narendra Modi met Sri Lanka’s President Maithripala Sirisena and the two sides agreed that terrorism is a “joint threat” that needs collective and focussed action, weeks after the island nation witnessed the worst jihadi attack.
  • Modi is the first foreign leader to visit Sri Lanka after the deadly Easter terror attacks in April. His visit is considered as a sign of India’s affirmation of solidarity with Sri Lanka in the aftermath of the attacks.
  • The two leaders discussed bilateral issues of mutual interest. A banquet was hosted in honour of Prime Minister Modi by President Sirisena.
  • Modi also held extensive meeting with the Leader of Opposition Mahinda Rajapaksa and discussed the need for close collaboration between the two countries in the fields of counter terrorism, security and economic development.

G20 Finance Ministers call for creation of Digital Tax
  • The Finance Ministers of the G20 member nations called for the creation of a digital tax for multinational technology
  • The initiative was debated during a G20 Ministerial Symposium in the Japanese city of Fukuoka, with the world’s leading industrialized countries coming out in favour of setting up a new tax model that is adapted to the digital economy.
  • The representatives from Japan, US, China, France and the UK supported modifying their current regulations.
  • G20 leaders agreed to work together to seek a consensus-based solution to address the impacts of digitalization on the international tax system.
  • The G20 ministers committed to working on charting out a “digital tax” by the end of the year and publish a report in 2020 in which the details of the measure are to be finalized.

Over 50 pc tracks under NF Railway to be electrified by 2020
  • Work on preparation of Detailed Project report (DPR) for electrification at various sections is in progress and more than 50 per cent of the total railway tracks under the Northeast Frontier Railway (NFR) zone will be electrified by March 2020.
  • Work on preparation of DPR is in progress for sections where electrification was sanctioned during 2018-19. Notable among these sections are Rangiya-Rangapara-Harmuti-Naharlagun (339 km), Harmuti-Murkongselek (230 km), Badarpur-Silchar section together with Arunachal-Jiribam and Katakhal-Bhairabi section, Badarpur-Karimganj-Agartala-Sabroom section together with Agartala-Akhaura and Karimganj-Mahishashan section (total 590 km) and Mariani-Jorhat Town-Furkating and Tinsukia Junction-Makum Juntion-Tirap together with Makum-Dangri section (174 km).
  • While a total of 534 km of railway lines has already been electrified, additional 2,631 km of railway line will be electrified by March 2020 (which is more than 50 per cent of the total 6,242 km of the railway track).

Maldives confers highest civilian honour on PM Narendra Modi
  • In a gesture of goodwill, showing Male’s regard for the Indian Prime Minister, the Maldivian government honoured Narendra Modi with ‘The Most Honourable Order of the Distinguished Rule of NishanIzzuddeen’, the highest honour conferred by Male on foreign dignitaries.
  • The prestigious award was presented to Modi by President Ibrahim Mohamed Solih during a ceremony.
  • Modi presented President Solih, a cricket enthusiast himself, with a cricket bat signed by the Indian team currently playing the World Cup series in England.
  • The two-day state visit of Prime Minister Modi is aimed at further cementing ties with the Indian Ocean archipelago.
  • President Solih and Modi exchanged plasantaries upon the prime minister’s arrival at Republic Square where he was accorded a ceremonial welcome.
  • Prime Minister Modi and President Solih held delegation-level talks as the two countries signed a slew of agreements to strengthen bilateral ties in a number of key areas including defence.

Rakesh Makhija Appointed as Chairman of Axis Bank
  • Reserve Bank of India (RBI) approves the appointment of Rakesh Makhija as the chairman of Axis Bank. In March 2019, the board of Axis bank had approved the appointment of Rakesh Makhija as chairman subject to RBI clearance.
  • Rakesh Makhija, independent director was appointed as the non-executive (part-time) chairman of the bank, for a period of 3 years, with effect from July 18, 2019 up to July 17, 2022.
  • Rakesh Makhija has held a number of top management positions within the SKF Group. Prior to joining SKF, he was the chief executive officer and managing director of Tata Honeywell Ltd.

Coastal radar system inaugurated in Maldives by PM Modi
  • Prime Minister Narendra Modi and Maldives Ibrahim Mohammad Solih jointly inaugurated composite training centre and coastal surveillance radar system.
  • The two sides also signed five Memoranda of Understanding apart from a technical agreement on sharing white shipping information between Indian Navy and Maldives National Defence Force.

Nagaland puts together waste management policy
  •  The Nagaland waste management policy targets efficient management and proper disposal of waste and educate the people to segregate biodegradable, recyclable and inert waste at the source.
  • The Nagaland Integrated Waste Management Policy 2019, enacted by the State Government in February this year, covers all urban and rural areas of the State.
  • The intention of the policy is to enable the community to reduce waste, reuse and recycle. As per the policy, the waste management scenario in the State is still by and large rudimentary in the absence of a proper policy or regulatory mechanism.
  • Of the urban areas comprising 19 urban local bodies of the State, only Kohima has a scientific solid waste treatment plant with 50 tonnes per day (TDPs) capacity.
  • The policy stated that some of the major issues faced in waste management, especially in the urban areas, are the availability of land, manpower, machinery and resources at the disposal of the authorities.
  • The policy stated that the Urban Development Department would ensure that all urban local bodies prepare an action plan individually as to how they will manage their wastes.

Jorhat to get new age Tea Auction Centre
  • The Tea Board of India has proposed to introduce a new age technology-based e-auction platform for tea auction at Jorhat.
  • The new age e-auction system at Jorhat will be different from the existing e-auction systems in the country’s tea auction centres.
  • ‘mjunction’, a venture jointly owned on a 50:50 basis by the Tata Steel and the Steel Authority of India (SAIL), has been selected for the purpose of running the Jorhat auction system.
  • The old e-auction system is still in use at the seven tea auction centres of the country – Kolkata, Siliguri, Jalpaiguri, Guwahati, Coimbatore, Coonoor and Kochi. These auction centres are run by the NSE.IT, a 100 per cent subsidiary of the National Stock Exchange of India Ltd.
  • The new auction system is sought to be introduced to initiate a competition among the e-auction centres and also to cut cost in tea auction.
  • Out of Assam’s total tea production, only 45 per cent is sold through auction centres at Kolkata and Guwahati, and the rest 55 per cent is sold directly from factory or exported. Hence, the new auction centre at Jorhat can target this 55 per cent of Assam’s production to bring it under the new-age auction platform.
  • Five districts of Assam – Golaghat, Jorhat, Sivasagar, Dibrugarh and Tinsukia – produce more than 470 million kg of tea annually, which is about 70 per cent of Assam’s total output.
  • Jorhat is located at a central location for all these districts as well as for tea factories of Arunachal Pradesh and Nagaland. This auction centre is expected to increase economic activity in Jorhat and generate employment.

  • Assam produced about 692 million kilograms of tea in 2018 and out of this about 188 million kg were sold through Guwahati Tea Auction Centre, while about 127 million kg were sold through the auction centre in Kolkata.

Punjab Government to promote micro-irrigation
  • Aiming for sustainable water management, the Punjab government announced that it would promote micro-irrigation of maize on 1,000 acres this season.
  • For 2019, the government has set a target of irrigating 1.5 lakh hectares. Of this, micro-irrigation of maize crop in 1,000 acres would be undertaken.
  • While 900 acres would have surface-based drip system, the remaining sub-surface-based drip system.
  • Four micro-irrigation companies would take up drip irrigation projects for maize in 10 acres each. The companies also urged reducing the 12 per cent goods and services tax (GST) on micro-irrigation to zero.
  • Earlier, a pilot micro-irrigation project was conducted for cotton by the Soil Conservation Department. Under it 200 acres of cotton crop was brought under the drip irrigation system.

India to train 1,000 Maldives civil servants
  • India’s leading civil services training institution NCGG will train 1,000 Maldives civil servants over the next five years, The Ministry of External Affairs will bear all expenses of the training programme.
  • A Memorandum of Understanding (MoU) for the capacity building of 1,000 Maldives civil servants was signed between the National Center for Good Governance (NCGG) and Maldives Civil Services Commission during Prime Minister Narendra Modi’s visit to Male.
  • The agreement envisages that the NCGG will be the nodal institution for designing and implementation of customised training modules taking into account the requirements of the Maldives Civil Services Commission.
  • The areas of training programme will include public administration, e-governance and service delivery, public policy and governance, information technology, best practices in fisheries in coastal areas, agro-based practices, self-help group initiatives, urban development and planning, ethics in administration and challenges in implementation of SDGs (Sustainable Development Goals).
  • Maldives will nominate suitable civil servants in the senior, executive and middle management levels as per agreed timelines.
  • The NCGG will also assist the Civil Services Training Institute, a subsidiary of Maldives’ Civil Services Commission, to develop training programmes and materials, and to organise the exchange of experts as needed by the Commission.
  • NCGG had trained 28 Maldives civil servants in April and this successful engagement encouraged the two countries to take the collaboration forward.

Dzükou Valley in Nagaland declared plastic-free zone
  • The Southern Angami Youth Organisation (SAYO), in affirmation to its pledge to preserve and protect the environment, has declared Dzükou Valley, a tourist destination in Kohima district of Nagaland, a plastic-free zone.
  • Nagaland Government’s adviser to Youth Resources and Sports department Zale Neikha made the declaration after unveiling a monolith on the National Highway 2 beside the entry point into the Valley in Viswema village on Wednesday.
  • Dzükou Valley as one of the most valuable assets of Nagaland besides being a tourist hotspot and the most sought after destination in the State.

Meghalaya to soon have a Water Policy
  • Meghalaya is soon going to adopt the State Water policy for better management of this precious resource in the State.
  • Chief Minister Conrad Sangma informed during an international seminar on ‘Understanding Water Crisis: The Way Forward’, organised by Synod College that the policy would be presented before the Cabinet soon.
  • The State Water Policy takes a holistic approach to water and encompasses budgeting, prioritising and equitisation of water supply and protection and conservation of catchment and springshed areas.

 India test fires Hypersonic Technology Demonstrator Vehicle
  • India successfully test-fired Hypersonic Technology Demonstrator Vehicle (HSTDV) off Odisha coast. It was test-fired from launch pad number-4 of Integrated Test Range (ITR) at Abdul Kalam Island in Balasore
  • With scramjet engine, it can cruise at Mach 6 and have multiple civilian applications. It can be used for launching satellites at low cost and long-range cruise missile.
  • The trial was conducted in the presence of the senior scientists of the Defence Research and Development Organisation (DRDO) and Defence secretary Sanjay Mitra.

Odisha to formulate new agriculture policy
  • The Odisha government will formulate a new agriculture policy, which will focus on the income enhancement of farmers.
  • Agriculture Secretary Saurabh Garg said the state government will replace Agriculture Policy 2013 with a new one that would stress on the income enhancement of farmers.
  • The Agriculture Department had sought suggestions from other departments concerned to formulate the new policy. The departments were asked to give their inputs within two weeks.
  • The vision of the draft policy was to harness Odisha’s agriculture potential in a sustainable manner and raise its farmers’ income continuously while ensuring nutritional security.
  • The draft policy is being worked out through a wide process of consultation with experts, universities, civil society bodies and farmers’ groups.
  • The policy recommends sector-wise interventions for overcoming the difficulties faced in last years and maximising of the outcomes.
  • The Odisha government has taken pioneering steps like rolling out an exclusive budget for agriculture and forming a separate Agri-Cabinet.

French Railways to develop Indian railway stations
  • India and France have signed an agreement under which the French Railways will help develop Indian railway stations. The Indian Railway Station Development Corp (IRSDC) entered into a tripartite agreement with French Railways.
  • Minister of State of Railways Suresh Angadi and French Minister of State for Europe and Foreign Affairs Jean Baptiste Lemoyne were present when the agreement was signed.
  • Under this pact, French development agency AFD will provide in-kind grant of up to 7,00,000 euros through French National Railways-Hubs and Connexions as a technical partner to IRSDC to support the railway station development programme in India.
  • This will impose no financial liability on IRSDC or Indian Railways. 

World’s 100 big cities represent 10% global emissions
  • Consumption-based emissions from nearly 100 of the world’s big cities already represent 10 per cent of global greenhouse gas emissions, a new study revealed.
  • Without urgent action, those emissions will nearly double by 2050. The study by C40 Cities revealed an incredible opportunity for cities and their citizens to contribute even more to the global effort to cut emissions and address the climate emergency.
  • The research tiled ‘The future of urban consumption in a 1.5 degrees Celsius world’ was produced in partnership with Arup – The University of Leeds, and cautioned that urban consumption-based emissions must be cut by at least 50 per cent by 2030 in order to maintain the possibility of keeping global temperature rise below 1.5 degrees.
  • When combined with firm city efforts to reduce local emissions, this would allow cities to deliver 35 per cent of the emission savings needed to put them on a path to 1.5 degrees Celsius.
  • High income areas, which generate the bulk of emissions, need to cut their emissions much faster, i.e. two-thirds by 2030.
  • The report explores six sectors where leaders, businesses, and citizens in the world’s cities can take rapid action to address consumption-based emissions: food, construction, clothing, vehicles, aviation, and electronics.

Tripura Govt gets IIT Kanpur help to monitor education system
  • The Tripura Government has enlisted the help of the Indian Institute of Technology (IIT), Kanpur, to build a comprehensive data bank to monitor the education system in the State on a real-time basis.
  • The data bank, which will comprise status of teachers, non-teaching staff, information on schools, and progress of various government programmes, is considered a key area to improve the overall education system.
  • The entire system will be in the form of a grid. All offices of the inspectors of schools and district education offices will be connected to the Directorate of Education.
  • Ministers and other high officials will be able to check the status of a particular school within minutes as the data bank will be available online.

President’s Rule in J&K extended for six months
  • The Union Cabinet approved the extension of President’s Rule in Jammu and Kashmir for a further period of six months.
  • Based on the prevailing situation in the state as stated in the report of Governor of Jammu and Kashmir, the Union Cabinet, has approved the extension of President’s Rule in Jammu and Kashmir for a further period of six months with effect from July 3, 2019, under article 356(4) of the Constitution of India.
  • The present term of President’s rule in the state is expiring on July 2.
  • A resolution seeking approval of parliament for the same will be moved in both the houses of parliament during the forthcoming session.
  • The President’s rule was implemented in the state in June 2018.

  • The Bill will replace the New Delhi International Arbitration Centre Ordinance, 2019, promulgated by President on March 2, 2019.
  • All the actions done or taken under the Ordinance which will be deemed to have been done or taken under the provisions of this Bill.
  • The Bill will help the government in establishing an independent and autonomous institution for resolving International and domestic commercial disputes expeditiously by Alternative Dispute Resolution (ADR) mechanism.

Tripura, Mizoram launches afforestation plan

Assam Govt to introduce free dialysis in 18 hospitals
  • The State Health department has decided to introduce free hemo-dialysis facilities in as many as 18 Government hospitals as part of the Pradhan Mantri National Dialysis Programme under the National Health Mission.
  • As per the public-private partnership, Apollo Hospitals will be responsible for execution of the programme. Apollo Hospitals will be paid Rs 1,296 for each dialysis session in the first year by the Government and the rate will increase by 8 per cent after each year till the completion of the contract.
  • The Government has signed the agreement with Apollo Hospitals Enterprise Limited for a period of five years. While 90 per cent of the cost would be borne by the Centre, the State Government would spend the remaining 10 per cent.
  • Alongside, the Government has also vouched for a study by the Indian Council for Medical Research (ICMR) to ascertain whether the chemical residue used for commercial vegetation in Lower and Central Assam is triggering the rise in the number of patients suffering from kidney-related ailments.
  • The first free dialysis service will begin at Nalbari’s Swahid Mukanda Kakati Civil Hospital followed by another seven hospitals in the State, which will be covered by June 20. These hospitals include Darrang’s Mangaldai Civil Hospital, Sonitpur’s Kanaklata Civil Hospital, Tezpur Medical College and Hospital, Tinsukia’s LGB Civil Hospital, Morigaon Civil Hospital, Barpeta Medical College and Hospital and Bongaigaon District Hospital.
  • In the next six months, ten more medical set ups would have similar facilities, taking the total number of hospitals offering free dialysis to 18.

Bihar launches pension scheme for poor senior citizens
  • Bihar Chief Minister Nitish Kumar launched the Mukhyamantri Vriddha Pension Yojna for poor people above 60 years of age in the state.
  • Poor people above 60 years of age will get Rs 400 per month and those above 80 years will get Rs 500 per month.
  • The scheme, which is effective from April 1, 2019, will not cover retired government employees.
  • So far, 2 lakh people have applied online for the pension and the government expects the applications to go up to 35 to 36 lakh.

BDL, Navy sign contract for supply of torpedoes
  • Bharat Dynamics Ltd (BDL) has signed a contract worth Rs. 1,187.82 crore for supply of heavy weight torpedoes to the Indian Navy.
  • The contract was signed by N.P. Diwakar, Director (Technical), BDL and Nidhi Chhibber, Joint Secretary and Acquisition Manager (Maritime & Systems) in the Defence Ministry in New Delhi.
  • The weapon will be manufactured at BDL’s Visakhapatnam Unit under collaboration with the Defence Research and Development Organisation(DRDO).
  • The heavy weight torpedo or the ‘Varunastra’ is a ship-launched, electrically propelled underwater weapon equipped with one of the most advanced automatic and remote controlled guidance systems. The weapon system uses its own intelligence in tracing the target.

Microsoft launches AI labs with 10 colleges in India
  • Microsoft launched Artificial Intelligence (AI)-enabled digital labs in collaboration with 10 higher educational institutions in India.
  • The programme, ‘Intelligent Cloud Hub’, covers institutes including BITS Pilani, SRM Institute of Science and Technology and Trident Academy of Technology among others.
  • As part of the three-year programme, Microsoft would support the selected institutions with best-in-class infrastructure, curriculum and content, access to Cloud, AI services as well as developer support.
  • The company would also facilitate setting up of core AI infrastructure and Internet of Things (IoT) hub along with providing access to a wide range of Azure AI services like Microsoft Cognitive Services, Azure Machine Learning (ML) and Bot Services.
  • Training programmes designed for faculty would include workshops on Cloud computing, data sciences, AI and IoT.

World’s highest operating weather stations installed on Everest
  • The National Geographic Society has announced the successful installation of the world’s highest operating weather stations on Mount Everest to provide researchers, climbers, and the public with near real-time information about mountain conditions.
  • The multi-disciplinary team installed the world’s two highest operating automated weather stations at Balcony area (8,430 m) and South Col (7,945 m), as well as three other weather stations on Mount Everest.
  • The other stations were placed at Phortse (3,810 m), Everest Base Camp (5,315 m) and Camp II (6,464 m).
  • Each weather station will record data on temperature, relative humidity, barometric pressure, wind speed, and wind direction.

Japan to invest Rs 13,000 crore in various Northeast projects
  • Japan has decided to invest Rs 13,000 crore (205.784 billion Yen) in several ongoing and new projects in different Northeastern states of India.
  • After a meeting between Union Minister for Development of North Eastern Region (DoNER) Jitendra Singh and a Japanese delegation led by Ambassador Kenji Hiramatsuin New Delhi, it was officially disclosed that the Japan Government is to invest Rs 13,000 crore in several ongoing and new projects in different Northeastern states of India.

Some of the important projects in which Japan would collaborate include

  • The Guwahati Water Supply Project and Guwahati Sewage Project in Assam
  • Northeast Road Network Connectivity Improvement Project spread over Assam and Meghalaya
  • Northeast Network Connectivity Improvement Project in Meghalaya

54th Jnanpith Award conferred on author Amitav Ghosh
  • Author Amitav Ghosh was conferred the 54th Jnanpith Award. He was awarded for his contribution to the enrichment of Indian literature in English.
  • Amitav Ghosh is the first English writer to get the prestigious Jnanpith Award.

BIOGRAPHY – Amitav Ghosh

  • Amitav Ghosh is an Indian writer who is best known for his work in English fiction.
  • In 2007, the government of India awarded him the civilian honour of Padma Shri.
  • He has also received the Israeli Dan David Prize, together with Margaret Atwood.
  • His book, The Circle of Reason won the Prix Médicis étranger which is France’s top literary awards.
  • His work ‘The Calcutta Chromosome’ won the Arthur C. Clarke Award for 1997.
  • Also, his work ‘Sea of Poppies’ was shortlisted for the 2008 Man Booker Prize. The book ‘River of Smoke’ was shortlisted for the Man Asian Literary Prize 2011.

FACTFILE – The Jnanpith Award

  • The Jnanpith Award is an Indian literary award, instituted in 1961.
  • It is presented annually by the Bharatiya Jnanpith to an author for their outstanding contribution towards literature.
  • The award is bestowed only on Indian writers who writes in Indian languages that are included in the Eighth Schedule to the Constitution of India and English, with no posthumous conferral.
  • Sankara Kurup was the first recipient of the award in 1965.
  • The award consists of a citation plaque, a cash prize of Rs.12 lakh (around), and a bronze replica of Saraswati, the Hindu Goddess of knowledge and wisdom.
  • The award is sponsored by Bharatiya Jnanpith, a literary research organization.

Union Ministry finalized the Data Protection Bill
  • The Ministry of Electronics and Information Technology has finalised the much-anticipated Personal Data Protection Bill, Union IT Minister Ravi Shankar Prasad said.
  • The next required step is a Cabinet approval before the Bill goes to the Parliament.
  • The draft Personal Data Protection Bill, submitted to the government by the Justice B. N. Krishna Committee in July last year, sets out how the personal data of individuals should be processed by the government and private entities incorporated in India and abroad.
  • Prasad said that along with data security, the focus should also be on data availability, utility, innovation and localisation.
  • He also emphasised on the need for data anonimity. Giving an analogy, Prasad, who also holds the telecom and law portfolios.

Assam eyes tie-up with Japan for mega industrial park
  • Assam is eyeing a JETRO city on the lines of the Japanese Industrial Park at Neemrana in Rajasthan and the State’s Industry and Skill Development Minister Chandra Mohan Patowary is scheduled to meet a delegation of industrialists from the east Asian country to further the proposal.
  • “Two rounds of preliminary talks have already taken place. We are meeting representatives of around 150 Japanese companies on Wednesday in Delhi again,” Patowary said.
  • He said the government has already identified a plot of 2,000 bighas at Nagarbera in Kamrup district for the plan.
  • The Japan External Trade Organisation (JETRO) is a government-related organisation that works to promote mutual trade and investment between Japan and the rest of the world.
  • The industrial park in Rajasthan’s Alwar district in a plot of 1,100 acres is an experiment between JETRO and the Rajasthan government. The park is exclusively dedicated to Japan’s corporations and global titans like Toyota, Hitachi, etc. It has created about 10,000 factory jobs.
  • “Honda has a manufacturing plant in Bangladesh. But the spare parts are brought from outside. We are exploring the possibility of setting up a spare parts manufacturing unit in Assam,” Patowary said, adding that the total investment in the JETRO city could be over Rs 3,000 crore.

India, Krygyz Republic raise ties to strategic partnership
  • India and Kyrgyz Republic raised their bilateral relationship to level of a “strategic partnership” and signed a slew of agreements including on a bilateral investment treaty.
  • Prime Minister Narendra Modi, who attended the SCO summit here, later held bilateral talks with Kyrgyz President Sooronbay Jeenbekov.
  • The two countries have decided to set up a joint working group to boost defence cooperation.
  • 2021 will be observed as friendship year between the two countries.
  • Modi said and urged Indian companies and investors to explore areas such as medicine, textiles, railway, hydro power, mining, minerals and tourism in the Central Asian country.
  • He also announced a $200 million concessional Line of Credit to meet development needs of the Kyrgyz Republic.
  • Among the agreements signed were an MoU for cooperation between the National Security Council Secretariat of India and Office of the Security Council of the Kyrgyz Republic and Protocol to Amend Article 26 of India-Kyrgyzstan Double Taxation Avoidance Agreement (DTAA).

G-20 energy, environment Chiefs meet
  • G20 energy and environment ministers gathered in Japan for talks likely to focus on energy security concerns following the attacks on two oil tankers in the Gulf of Oman, as well as environmental issues.
  • The two-day meeting began in the Japanese resort town of Karuizawa which the US blames on Iran, heightened Middle East tensions and sent crude oil prices
  • Also on the agenda meet was ways to utilize clean energy sources such as hydrogen, as well as efforts to reduce plastic waste in the ocean.
  • About 300 million tonnes of plastic waste is produced every year, of which 8 million tonnes end up in the world’s oceans, according to the UN Environment

  • The G20 (or Group of Twenty) is an international forum for the governments and central bank governors from 19 countries and the European Union (EU).
  • Founded in 1999 with the aim to discuss policy pertaining to the promotion of international financial stability, the G20 has expanded its agenda since 2008 and heads of government or heads of state, as well as finance ministers and foreign ministers, have periodically conferred at summits ever since.
  • It seeks to address issues that go beyond the responsibilities of any one organization.
  • The G-20 consists of Argentina, Australia, Brazil, Britain, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, the US and the European Union.
  • The EU is represented by the European Commission and by the European Central Bank.
  • Collectively, the G20 economies account for around 90% of the gross world product, 80% of world trade (or, if excluding EU intra-trade, 75%), two-thirds of the world population, and approximately half of the world land area. 

GEF meeting approved programmes and projects to tackle growing threats to the environment
  • Countries have approved programmes and projects worth almost $1 billion to tackle growing threats to the environment and to help some of the earth’s most vulnerable people adapt to climate change at two consecutive Global Environment Facility (GEF) meetings in Washington this week.
  • India, among the world’s most vulnerable countries to climate change, is both a donor and a recipient of GEF funds, an international partnership of 183 countries.
  • The new projects range from an ambitious $232 million integrated programme aimed at a “transformational shift in the agriculture and land use systems that are major drivers of environmental degradation around the world”.
  • To helping fishing people in Timor-Leste, improving the management of soils in Caribbean islands, and tackling the illegal world wildlife trade.
  • The 56th GEF Council meeting passed its biggest ever work programme, totalling $865.9 million from its Trust Fund.
  • It was then followed by a meeting of two smaller GEF funds – the Least Developed Countries Fund (LDCF) and the Special Climate Change Fund (SCCF) – which approved work programmes adding up to a further $101.57 million.

India, Myanmar forces coordinate to target NE militant camps
  • In a coordinated operation between the armies of India and Myanmar, several camps of militant groups operating in some north-eastern states have been destroyed inside Myanmar’s territory.
  • The militants were targeted in two phases of the operation. While the second phase is spread over 20 days starting from the middle of June.
  • Its first phase is learnt to have been conducted about three months ago against suspected Arakanese militant camps inside Indian territory.
  • The camps have been on the radar of security agencies. Militants apprehended by the Indian Army have all been handed over to local police forces.
  • Like Bangladesh, Myanmar also has been cooperating with India in tackling the militant groups with camps on their soil. Both countries have borders of about 5,800 kms with

ADB approves Infrastructure projects of 1,650 crore in Tripura
  • The Asian Development Bank (ADB) has approved a project worth Rs 1,650 crore to develop infrastructure in seven district headquarter towns of Tripura.
  • The ADB will provide Rs 1,650 crore, out of which 80 per cent will be grant-in-aid and the state will have to repay 20 per cent loan in due course of time.
  • The ADB has approved the project submitted by the Urban Development Department amounting to Rs 1,650 crore for infrastructure development such as piped water supply, underground drainage, underground sewage or scientific seepage management, roads with pavement, in the seven district headquarter towns, other than Agartala.
  • The project will be taken up in Khowai, Ambassa, Dharmnagar, Kailashahar, Udaipur, Bishramganj and Belonia.
  • Representatives from the Department of Economic Affairs (DEA), Ministry of Finance, Ministry of External Affairs, Ministry of Housing and Urban Affairs and the Ministry of Home Affairs had approved the project in its 89th screening committee meeting held in November 15, 2018.
  • The ADB sent a Consultation Mission to Agartala, on December 21, 2018 to seek the feasibility of Project Financing Readiness (PFR) and Technical Assistance (TA) for preparations of DPRs of this project.
  • The Urban Development Department of the Tripura government will start preparing DPRs with the assistance of ADB for speedy execution of the said project.

World Day to Combat Desertification and Drought observed on June 17
  • The World Day to Combat Desertification and Drought is a United Nationsobservance each June 17.
  • Its purpose is to raise awareness of the presence of desertification and drought, highlighting methods of preventing desertification and recovering from drought.
  • Each year’s global celebration has a unique, novel emphasis that had not been developed previously.
  • This day was proclaimed by the United Nations General Assembly resolution A/RES/49/115 on January 30, 1995, after the day when United Nations Convention to Combat Desertification is drafted.

Assam govt to set up Skill University at Darrang district
  • Assam government will set up a Skill University at the cost of 850 crore rupees at Darrang district, the proposed institution will be known as Skill City.
  • This will be perhaps the first Skill University of the Country with a capacity of 10 thousand seats.
  • The admission test for the first batch of the North East Skill Centre will be held on 30th of this month
  • 80 per cent seats will be reserved for Assam and rest 20 per cent for other North Eastern states. 

Railways sign’s MOU with Railtel to upgrade signaling system
  • The Indian Railways signed the MoU with RailTel Enterprises Ltd (REL), for modernization of signalling system on four sections, which includes Automatic Train Protection System with Long Term Evolution (LTE) based Mobile Train Radio Communication System (MTRC), together with provision of Electronic Interlocking (indoor) wherever required.
  • The modern train control system shall be as per open standard, and interoperable with multi-vendor support.
  • The MTRC system shall be deployed using LTE backbone for communication between train running staff, drivers, guards and control office.
  • The modern train control system, based on LTE based MTRC, is one of the most ambitious modernization projects of Indian Railways, which envisages upgradation of signalling system at par with the world standards.

ISRO opens its laboratories for Indian school students
  • The Indian Space Research Organization (ISRO) has, for the first time, opened its laboratories for Indian school students to undergo two-week training from this year.
  • The first batch of 108 students drawn from all states and Union Territories recently completed their exposure in its laboratories in Bengaluru, Sriharikota, Thiruvananthapuram and other places. 
  • The training module has been devised as part of its new Young Scientists Programme, or YuvaVigyanikKaryakram, YUVIKA.

India to host COP-14 UNCCD Meet
  • India for the first time will host the 14th session of the Conference of Parties (COP-14) of the United Nations Convention to Combat Desertification (UNCCD) in September.
  • It will see participation from at least 5,000 delegates from nearly 197 countries and will be held between September 2 and 14 in Delhi.
  • It will be implemented during a pilot phase of three-and-a-half years in Haryana, Madhya Pradesh, Maharashtra, Nagaland and Karnataka.
  • The project will aim to develop and adapt the best practices and monitoring protocols for the country, and build capacity within the five pilot States.
  • A 2016 report by the Indian Space Research Organisation found that about 29% of India’s land (in 2011-13) was degraded, this being a 0.57% increase from 2003-05.
  • At the previous edition of the COP, India had committed to restore 13 million hectares of degraded and deforested land by the year 2020, and an additional 8 million hectares by 2030.
  • The Bonn Challenge is a global effort to bring 150 million hectares of the world’s deforested and degraded land under restoration by 2020, and 350 million hectares by 2030.

FACTFILE – Conference of Parties (COP-14) of the United Nations Convention to Combat Desertification (UNCCD)

  • The United Nations Convention to Combat Desertification in Those Countries Experiencing Serious Drought and/or Desertification, Particularly in Africa (UNCCD) is a Convention to combat desertification and mitigate the effects of drought through national action programs that incorporate long-term strategies supported by international cooperation and partnership arrangements.
  • The Convention, the only convention stemming from a direct recommendation of the Rio Conference’s Agenda 21, was adopted in Paris, France on 17 June 1994 and entered into force in December 1996.
  • It is the only internationally legally binding framework set up to address the problem of desertification.
  • The Convention is based on the principles of participation, partnership and decentralization—the backbone of Good Governance and Sustainable Development. It has 197 parties, making it near universal in reach.
  • To help publicise the Convention, 2006 was declared “International Year of Deserts and Desertification” but debates have ensued regarding how effective the International Year was in practice.

Agartala airport to be 3rd international airport in NE

  • After Guwahati and Imphal, the Agartala airport is set to become the third international airport in the northeastern region by the end of this year or by early 2020.
  • The Airport Authority of India (AAI) has informed that their ongoing works to make Agartala’s Maharaja Bir Bikram (MBB) Airport as an international one would be completed by this year end. If the works are hampered due to the monsoon season or any other factor, then the declaration would be made by early 2020.
  • The AAI had undertaken a Rs 438 crore project to upgrade the Agartala airport to international standards by providing world-class facilities.
  • Following the completion of the project, flights between Agartala and Dhaka, as well as other Bangladeshi cities like Chittagong and Sylhet, will be operated.
  • The state government had already provided 72 acres of land to the AAI for construction of the new terminal building, runway and other necessary infrastructure.
  • The AAI is now implementing Rs 3,400 crore projects for the up-gradation of various airports in the northeastern region. Rs 720 crore project now being implemented for further up-gradation of the Imphal International Airport.

FACTFILE – Agartala airport

  • Agartala airport was built in 1942 by then King Maharaja Bir Bikram Kishore Manikya Bahadur.
  • During the World War II, the Agartala airport was used by the 4th Combat Cargo Group of the US Army Air Forces 10 Air Force, flying Curtiss C-46 Commando aircraft over Myanmar.
  • It was used as a supply point from which the unit air-dropped supplies and ammunition to the advancing Allied forces on the ground.
  • The airport in Agartala is the second-busiest in the northeast.
  • The Agartala airport handled on an average nine lakh passengers per year.
  • The Union Civil Aviation Ministry last year renamed the Agartala airport, earlier known as Singerbill Airport, after Tripura’s last ruler Maharaja Bir Bikram Kishore Manikya Bahadur.

IIT Madras researchers develop techniques to extract methane
  • The researchers from the Indian Institute of Technology (IIT) Madras are developing new techniques for extracting methane from natural gas hydrates.
  • Hydrates are particularly promising methane sources in India because nearly 1,900 trillion cubic meters of methane gas lie untapped in these cages within the waters of the Indian Exclusive Economic Zone.
  • IIT Madras research towards developing techniques to extract methane from gas hydrates can enable the indigenous supply of natural gas and potentially lighten the nation’s natural gas import burden.
  • The research is being headed by DrJitendraSangwai, Professor (Petroleum Engineering), Department of Ocean Engineering, IIT Madras, who studies state-of-art processes used to recover crude oil from offshore reservoirs in India, and includes Research Scholars Pawan Gupta and Vishnu C.
  • Four techniques are being studied in various laboratories for this dissociation, namely – thermal stimulation, depressurisation, chemical injection and carbon dioxide injection.
  • Development of emerging techniques for controlled extraction of methane from hydrates entails concerted efforts between academic, government and industrial laboratories and can potentially lead the country towards self-sufficiency in the energy sector.

UP highways to have herbal plantations for clean air
  • The national and state highways in Uttar Pradesh will soon have clean and bacteria-free air as the government is planning to plant herbal Ayurvedic plants along the highways in the state to improve air quality and also promote Ayurveda.
  • Uttar Pradesh is on its way to becoming the first state to implement the plan which is an extension of the Ayushman Bharat Yojna.
  • A pilot project has been launched in 18 districts.
  • The project aims at curbing the growth of non-native species such as cacti and bonsai in homes, offices and parks, and promoting plants mentioned in the Ayurveda system of medicine.
  • A pilot initiative has already been implemented on busy stretches of the Delhi-Yamunotri state highway 57 in Saharanpur, Ashapur-Sarnath in Varanasi, Panchkosi-Parikrama in Ayodhya, Gorakhpur-Deoria, Aligarh-Mathura highway via Keshavdham and the Banda-Bahraich highway in Chitrakoot.
  • Plants like turmeric brahmi, ashvagandha, anantmula, janofa, mashparni, saptparni, tulsi and jalmeem are among the 34 herb varieties that have been identified for plantation along the highways.

 AYUSH directorate to be set up in Nagaland
  • The Centre has assured to set up a separate directorate for the AYUSH in Nagaland.
  • The AYUSH project would cover all the 11 districts of Nagaland.

Back to village programme starts in J&K
  • The back to village mission mode programme started in many districts of Jammu and Kashmir, the ‘back to village’ programme will continue till June 27 across the state.
  • During this period the entire administrative apparatus of the state government is going to move out of state, provincial and district level offices to reach out to the villages.
  • Sheetal Nanda, Administrative Secretary of the rural development department, said during this period one gazette office will go to each of the around 4,500 panchayats in the state.
  • The officer will spend two days and one night at the panchayat and will hold meetings with elected ‘panchs’ and ‘sarpanchs’, hold ‘graam’ and ‘mahilasabhas’ in addition to other grassroots level interactions.
  • The basic objective of this programme is to move governance from its seat of operation to the doorsteps of the people in villages.
  • During this programme, the officers will collect data on the guidelines contained in the 20-page booklet that has already been given to them. Five main problems will be highlighted from each Panchayat.
  • After collection of all the data, it will be uploaded to the website and respective administrative departments will be asked to attend to these problems on top priority basis.

IIT Kharagpur to sponsor undergraduate research program
  • In a bid to nurture the spirit of research and innovation among undergraduate students, Indian Institute of Technology (IIT) Kharagpur will launch a sponsored research program from the upcoming Autumn semester of 2019-20.
  • Through Undergraduate Research Program (UGRP) IIT is promoting the idea of research challenge among them which will germinate their potential as innovators and problem-solvers.
  • For the UGRP, the institute will fund select research ideas proposed by the students on a competitive basis and each successful proposal will be guided by a member of the IIT faculty.
  • The Institute which has been supporting various co-curricular activities of the undergraduate students through travel grants and fellowships to facilitate them participate in competitive projects will now float a competitive grant of Rs 56 lakh for four years.
  • Twenty such proposals will be accepted each year. Each selected group will receive support to the extent of Rs 25,000 for one Credit Project and Rs 50,000 for 2 credit projects.
  • A portal is going to set up for project submission. If successful, these could also develop into B.Tech thesis projects of the students.
  • Students who have completed four semesters at IIT Kharagpur can form departmental or interdisciplinary groups and submit project proposals under faculty supervision.
  • The project submission needs to be completed 30 days prior to the beginning of the fifth semester.

AHSI partners with Singapore Botanical Gardens
  • The Agri-Horticultural Society of India (AHSI) has signed a memorandum of understanding (MoU) with the Singapore Botanical Gardens, a unit of the Singapore National Parks Board, to work on a shared set of objectives for environment protection and sustainable development.
  • Under this partnership, both parties will share knowledge on management and appreciation of the living heritage and foster capacity building in horticulture.
  • They will work together for public interpretation and educational outreach.
  • Skill development for staff will be facilitated through exchange programmes and participation in horticulture shows, conferences and workshops organised by the either institution.
  • The AHSI and the Singapore Botanical Gardens will also work on joint horticulture projects.

Indian engineer Nitesh Kumar Jangir wins Innovation Award in UK
  • Nitesh Kumar Jangir, an Indian engineer whose low-cost neonatal breathing device has saved the lives of new-born babies across small towns of India, has won the 2019 Commonwealth Secretary-General’s Innovation for Sustainable Development Award in London.
  • Nitesh Kumar Jangir, who created Saans as a breathing support device to tackle avoidable deaths of premature babies from respiratory distress syndrome due to a lack of immediate access to complex medical equipment .
  • Received his award in the “People” category alongside 14 other innovators from across the 53 member-countries of the Commonwealth.
  • The Bangalore-based electronics engineer is the co-founder of Coeo Labs, a medical device company with a vision to prevent preventable deaths in the field of emergency and critical care.
  • Saans, which has been in circulation for the past three months across district hospitals of India that lack neonatal ICU facilities as well as at medical colleges, has been in development for four years.
  • It is the world’s first neonatal Continuous Positive Airway Pressure (CPAP) device that can be powered in multiple ways – through direct source electricity, including a vehicle’s electrical supply, a rechargeable battery, compressed gas, or even manual air pumping.
  • Each of the 15 winners of the inaugural Commonwealth Innovation Awards receive a trophy, a certificate and 2,000 pounds in prize money.

KSEB sign’s agreement with GJ Eco Power Pvt. Ltd. to establish Waste-to-Energy plants
  • Kerala State Electricity Board (KSEB) signed a power purchase agreement with Kochi-based GJ Eco Power Pvt. Ltd., the agency implementing the project at the Brahmapuram solid waste treatment plant.
  • Under the agreement, the KSEB will purchase the power generated from the 9.76 MW — WtE plant at a rate of ₹6.17 per unit for a period of 20 years from the commercial operation date.
  • The company had been roped in by the Kochi Corporation to implement the State’s first WtE project on a public-private partnership mode. The firm, which will be supplied with 330 tonnes per day (TPD) of municipal solid waste by the local body, is tasked with generating 47 million units (MU) of power.
  • The proposed plant is expected to be commissioned within 18 months of the launch of its construction.
  • The power purchase agreement was signed in the presence of Electricity Minister M.M. Mani, Electricity Department secretary B. Ashok and KSEB chairman and managing director N.S. Pillai.
  • The KSEB would bear the additional expenditure as part of upholding its social commitment by encouraging such projects that provided an effective solution for the accumulating garbage woes in the State.
  • KSEB had decided to purchase the entire power generated by similar WtE plants that would be established in future at tariffs decided by the regulatory commission.
  • The plant will be established on a plot of 20 acres that has been allocated for the project. The processing of wastes will involve reducing their moisture level using bio-drying technology. The process will also employ the gasification technology that will use minimal amount of oxygen in the treatment process and could reduce the need for landfill space.

Namsai gets first rank in education among ‘aspirational districts’ of country
  • The Namsai district of Arunachal Pradesh has secured the first rank in education among the 117 ‘aspirational districts’ in the country on the basis of incremental progress made in February-March, 2019.
  • The Chief Executive Officer of NITI Aayog, Amitabh Kant, has conveyed this information to the Government of Arunachal Pradesh through an official letter to Chief Secretary Satya Gopal.
  • Namsai district has become eligible for a one-time additional allocation of Rs 3 crore, in the nature of untied allocation.

  • A total of 177 nations co-sponsored the resolution, which is the highest number of co-sponsors ever for any UNGA resolution of such nature.

World’s largest lift irrigation project inaugurated in Telangana
  • The world’s largest multi-stage lift irrigation project—Kaleshwaram—which is built across the Godavari river was inaugurated by Telangana Governor ELS Narasimhan at Medigadda in JayashankarBhupalpally district.
  • The multi-purpose lift irrigation project will begin pumping water from July and will help meet the irrigation, industrial and drinking water requirements of 70 per cent of the districts in Telangana. 
  • The project has been built over three years and includes three barrages, 19 reservoirs and 20 lifts. It has a storage capacity of 141 TMC (thousand million cubic feet).
  • The project comprises a water supply system spread over 1,832 km, a gravity canal spanning 1,531 km and 203 km of tunnels. As much as 4,993 MW of electricity would be required to fill up the 19 reservoirs which have a capacity of 141 TMC.
  • Maharashtra and Andhra Pradesh are also set to benefit from the project.

Government issues EOI for six P-75 (I) submarines
  • The government issued Expression of Interest (EOI) for shortlisting of potential Indian Strategic Partners for construction of six conventional submarines for P-75(I) project of the Navy worth Rs 45,000 crore.
  • The case was approved by the Defence Acquisition Council on January 31 this year. This is the second project undertaken under the latest Strategic Partnership model, with the first being the procurement of 111 Naval Utility Helicopters`.
  • This would provide a major boost to the indigenous design and construction capability of submarines in India, in addition to bringing in the latest submarine design and technologies as part of the project.
  • All six submarines under this project will be built in India by the selected Indian Strategic Partner in collaboration with the selected OEM.
  • The Indian companies would be shortlisted based on their capability for integration of system of systems, expertise in shipbuilding domain and the financial strength.
  • The OEMs would be shortlisted primarily based on their submarine design meeting the Navy’s qualitative requirements and qualifying the transfer of technology and Indigenous Content criteria.

  • As part of the endeavour to boost output of horticultural crops in the State and help farmers engage in cultivation of such crops, the State government has decided to expand the scope of the ‘Per Drop More Crop (Micro Irrigation and Other Intervention)’ under the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) scheme and fixed a target for enrolment of at least 10,000 farmers by end of June.
  • The Directorate of Horticulture and Food Processing, Assam, has issued targets to all the districts to enrol at least 300 farmers within the stipulated time period. The Chief Minister had earlier directed that at least 10,000 farmers are to be targeted by end of June 2019.
  • The Central government has allocated a budget of Rs 70 crore for Assam for the implementation of the ‘Per Drop More Crop’ scheme during 2019-20.
  • The State government has also conveyed that it is ready to release more funds as required under the Chief Minister Samagra Gramya Unnayan Yojana (CMSGUY) for expansion of the ‘Per Drop More Crop’ scheme.
  • A portal for the online application related to the scheme for the benefit of farmers has also been launched. Farmers can directly register themselves on www.minetassam.in to avail subsidy for installation of the micro irrigation system in their field under the scheme. This is intended not only to make the system more transparent but also to help farmers easily avail the benefit of the scheme. They can now get enrolled online by either accessing the Internet on their own or at the block level community service centres.
  • Under PMKSY (Micro Irrigation) component, there is a provision of 85 per cent subsidy for small and marginal farmers (up to two hectares) and 75 per cent subsidy for medium and big farmers (two to five hectares).
  • All types of major horticultural crops conducive to the State’s climatic and soil conditions are being encouraged, barring tobacco and areca nut (which the government discourages nowadays).

India, Australia, Japan, US call for open Indo-Pacific region
  • India, Australia, Japan and the US discussed cooperation in the areas of connectivity and infrastructure development at Bangkok and reaffirmed their commitment towards a free, open, prosperous and inclusive Indo-Pacific
  • Diplomats from the four countries met in the Thai capital on Friday for consultations on regional and global issues of common interest.
  • They reaffirmed their commitment towards a free, open, prosperous and inclusive Indo-Pacific Region based on shared values and principles.
  • They also reiterated their strong support for ASEAN-centrality and ASEAN-led mechanisms in the regional architecture for the Indo-Pacific and in this regard, welcomed the initiative of ASEAN towards a common vision for the Indo-Pacific.
  • The officials discussed cooperation in the areas of connectivity and infrastructure development, regional security including counter-terrorism, humanitarian assistance and disaster relief, maritime cooperation, and cyber security issues with a view to promoting peace, stability and prosperity in the Indo-Pacific region.

Flight Lieutenant Mohana Singh becomes first woman pilot to fly Hawk fighter jet
  • Flight Lieutenant Mohana Singh has become the first woman fighter pilot to fly by day a Hawk advanced jet aircraft, She achieved the feat at the Kalaikunda Air Force Station in West Bengal.
  • Her training involved flying both air-to-air combat and air-to-ground missions.
  • She has undertaken many practice missions, which involved firing of rockets, guns and dropping high calibre bombs and also participated in various Air Force Level flying exercises.
  • She had, along with two other women pilots, BhawanaKanth and AvaniChaturvedi, joined the fighter stream in June 2016.

India, US, Japan, Australia consults leveraging private sector power in infrastructure
  • The Quad countries, India, Australia, Japan and the US, have discussed leveraging the power of the private sector, which could balance China’s economic diplomacy that promotes infrastructure development in its quest for global influence.
  • At a Quad consultation in Bangkok, senior officials discussed initiatives to encourage transparent, principles-based investment in quality infrastructure in accordance with international standards and leverage the potential of the private sector.
  • The increased stress on infrastructure and investment signals an initiative by the Quad nations to meet China’s influence in the Indo-Pacific region and beyond that buttresses its play for dominance with programmes like the One Road One Belt for infrastructure development with strategic implications.
  • The Quad officials “welcomed Asean’s efforts to develop an Indo-Pacific Outlook” and they “affirmed their strong support for Asean centrality and Asean-led regional architecture, as well as their support for other regional institutions, including the Indian Ocean Rim Association and Pacific Islands Forum”.

Japan adopts measures to reduce plastic waste before G20
  • Japan adopted a series of measures to reduce the production of plastic waste ahead of the G20 summit in Osaka city at the end of June.
  • The new policies will be aimed at reducing the dumping of plastics into the ocean, encouraging recycling of plastic bottles and combating pollution of oceans by microplastics, tiny bits of plastic trash that are a threat to marine birds and fish.
  • The plan includes providing support to the development of biodegradable materials and the promotion of recycling.
  • It requires retailers to charge customers for plastic bags while calling for an increased use of bioplastics made of renewable resources such as plants.
  • The measures also ask manufacturers to stop the use of microbeads in facewash and toothpaste and urge municipalities located near rivers to prevent plastic waste from finding its way into the sea.

Pratibha Patil conferred Mexico’s highest civilian honour
  • Former Indian President Pratibha Patil has been conferred the “Orden Mexicana del Aguila Azteca” (Order of the Aztec Eagle) – the highest civilian award of Mexico given to foreigners.
  • The Ambassador of Mexico to India, Melba Pria, conferred the award on Patil – who created history as this country’s first woman President (2007-2012), at a special ceremony held in the MCCIA Bhavan, Pune.
  • Patil, 85, becomes only the second Indian head of state to get the award.
  • Earlier, the late President S. Radhakrishna had been conferred this honour.
  • Mexico’s highest distinction for foreigners is in recognition of their outstanding services to the Mexican nation or humanity, significant contributions to strengthening the bilateral relations between Mexico and other countries.

US to withdraw India’s GSP benefits
  • The US will withdraw the Generalized System of Preferences (GSP) benefits extended to exports from India from June 5, 2019.
  • The GSP benefits are envisaged to be non-reciprocal and non-discriminatory benefits extended by developed countries to developing countries.
  • Earlier in March, the US had given a 60-day withdrawal notice to India on the GSP benefits extended by it.
  • Subsequently, the US commenced a review in April 2018 on India’s GSP benefits, while both the countries were discussing various trade issues of bilateral interest.
  • In India’s case the GSP concessions extended by the US amounted to duty reduction of only $190 million per annum.

Himachal’s new industrial policy gets cabinet nod
  • The Himachal Pradesh Cabinet approved a new industrial policy, besides relaxing norms to promote home-stay units to promote tourism and providing 10 per cent reservation for economically weaker sections in government jobs.
  • The Cabinet chaired by Chief Minister Jai Ram Thakur gave its approval to the Himachal Pradesh Industrial Investment Policy 2019.
  • The policy aimed at redressing issues that are impeding industrial growth, ensuring simplification of procedures, creating key physical and social infrastructure, and boosting human resource development, as well as access to credit and the market.
  • It is also aimed at promoting ease of doing business by digitisation of all processes and to promote self certification.
  • The Cabinet gave its approval for enhanced incentives to medium small and micro enterprises (MSMEs), introduced the new concept of anchor units with higher incentives than for larger industries, and provided incentives for common industrial and social infrastructure like schools, hospitals and other common facilities.
  • The Cabinet also approved an increased floor area ratio for industrial units of different categories.
  • It also approved capital subsidy for establishment of new private industrial areas, theme parks, concession in the electricity duty and rebate on electricity tariff to the tune of 15 per cent.

Virginia Tech, Thapar Institute, Patiala in pact for research centre
  • Virginia Tech and Thapar Institute of Engineering and Technology (TIET), Patiala, have joined hands for $2 million investment to build a collaborative research centre – the Thapar-Virginia Tech Centre of Excellence in Frontier Materials.
  • Virginia Tech President Tim Sands and TIET President GautamThaparhave signed a five-year memorandum of understanding (MoU).
  • The Thapar institute will commit $1 million for a Thapar Institute professorship at Virginia Tech.
  • The institute will dedicate an additional $1 million to build and equip the centre on its campus in India, cover the travel and housing expenses of the Thapar professorship, and fund doctoral students and post-doctoral fellows.

Rhino poaching on the decline, says Kaziranga National Park Director
  • The Kaziranga National Park, the widely known World Heritage Site park’s Director P Siva Kumar told that incidents of rhino poaching were decreasing in the state in recent times.
  • P Siva Kumar previously served as Conservator of Forest (Northern Range) of the Forest Department, was recently posted to Kaziranga National Park for specially monitoring the world famous Park, which is a stronghold of the one-horned rhino.
  • The dedicated South Indian forest officer is credited with having initiated a number of forest management-related programmes in the region since his joining the new assignment.
  • As part of the same initiative under the project titled: ‘Management of Ecosystem of Kaziranga National Park by Creating Climate Resilient Livelihood for Vulnerable Communities Through Organic Farming and Pond-based Pisciculture’ funded by the National Adaptation Fund on Climate Change, the Union Ministry of Environment, Forest and Climate Change, six villages near the Kaziranga National Park are being targeted to specially train up the concerned ruralites in fishery, organic farming and watershed management with special focus on forest and wildlife management in the world- famous park.
  • Speaking on eco-sensitive zone, he said that as per the direction of the Supreme Court, the issue is being taken up and implemented in reserve forest areas like Kaziranga National Park, Sonai Rupai, Laokhowa Sapori etc., where protection of wildlife is being ensured.

ONGC becomes the most profitable PSU
  • ONGC, India’s top oil and gas producer, has toppled Indian Oil Corp (IOC) to regain crown of being the country’s most profitable public sector company.
  • Oil and Natural Gas Corp (ONGC) reported a 34 per cent jump in its 2018-19 fiscal net profit to Rs 26,716 crore.
  • IOC registered a net profit of Rs 17,274 crore for the fiscal year ended March 31, 2019.

Meghalaya launches Mushroom Mission
  • Meghalaya Government has launched here today yet another Mission mode programme with budget allocation of Rs 62.37 crore.
  • The State Agriculture department, which has launched several mission mode programmes in the past six months, has launched the Meghalaya Mushroom Mission (MMM).
  • The Mission is a five year mission mode programme. Out of the total budget allocation, Rs 4 crore is earmarked for production and cultivation of Shiitake mushroom.
  • The main objective of the MMM is to increase mushroom production in the State from the current production of 27 metric tonnes per annum to 5,000 metric tonnes at the end of five years.

Indo-Israeli team explores beekeeping collaboration
  • An Indo-Israeli team visited the Dr S. Parmar University of Horticulture and Forestry in Himachal Pradesh to explore the possibility of collaboration in bumblebee rearing.
  • The team was led by Dan Alluf, Counsellor of the Israel Agency for International Development Cooperation. Chaim Efrat, beekeeping expert from Israel, was also present.
  • During the meeting, scientists and experts underlined the importance of beekeeping as an important development tool to ensure food security and sustainable development, which not only empowers farmers but also boosts local and national economies.
  • The objective of this project is to serve the farming community and increase the horticulture production, especially under protected cultivation through pollination support of bumblebees.
  • Over 25 centres of excellence in India have already been supported under the project and another is proposed in Himachal Pradesh.

India, China discuss disarmament and non-proliferation
  • India and China held a key dialogue on non-proliferation and disarmament with the two sides exchanging views on a variety of issues of mutual interest related to arms control.
  • This dialogue was among series of high-level engagements being pursued by both countries to boost relations.
  • The Indian delegation was led by Additional Secretary (Disarmament & International Security Affairs), Indra Mani Pandey while the Chinese delegation was led by Ambassador Fu Cong, Director General, Department of Arms Control of the Ministry of Foreign Affairs.
  • The two sides exchanged views on a variety of issues of mutual interest related to disarmament, non-proliferation and arms control.
  • Both sides decided to continue the dialogue at regular intervals in future.
  • The Chinese side invited the Indian delegation to Beijing for the next round of consultations at a mutually convenient time, which was accepted by the Indian side.

Researchers turn plastic waste into jet fuel
  • Researchers (Hanwu Lei, Associate Professor at the Washington State University in the US) have found a way to turn daily plastic waste products into jet fuel.
  • There is a lot of hydrogen in plastics, which is a key component in fuel. To produce jet fuel, the researchers melted plastic waste at high temperature with activated carbon. This is a very good, and relatively simple, way to recycle these plastics.
  • For the study, the research team tested low-density polyethylene and mixed a variety of waste plastic products like water bottles, milk bottles, plastic bags and ground them down to around three millimetres, or about the size of a grain of rice.
  • During the research, the plastic granules were then placed on top of activated carbon in a tube reactor at a high temperature, ranging from 430 degree Celsius to 571 degrees Celsius.
  • The carbon is a catalyst or a substance that speeds up a chemical reaction without being consumed by the reaction.
  • After testing several different catalysts at different temperatures, the best result they had produced a mixture of 85 per cent jet fuel and 15 per cent diesel fuel.
  • At least 4.8 million tonnes of plastic enters the ocean each year worldwide, according to conservative estimates by scientists.The new process shows promise in reducing that waste.

Assam set to get its 6th National Park in Dima Hasao
  • The picturesque Dima Hasao district is set to get its first protected forest, with a move afoot to create a national park comprising some of the most verdant and inaccessible jungles of the area. This will be Assam’s sixth national park; after Kaziranga, Manas, Nameri, Dibru-Saikhowa and Orang NP.
  • Significantly, the proposed protected area – Simleng River Impenetrable National Park covering some 100 sq km area – will form a large contiguous conservation belt together with the adjacent Borail Wildlife Sanctuary of Cachar district and the Nampuh Wildlife Sanctuary of the bordering state of Meghalaya.
  • The Dima Hasao forest authorities have submitted a proposal to the North Cachar Hills (Dima Hasao) Autonomous Council for the creation of the national park.
  • Ironically, despite forests covering over 80 per cent of Dima Hasao and making it Assam’s greenest district, it does not have a single protected forest, i.e., wildlife sanctuary or national park. This, in turn, has adversely affected wildlife conservation in the district.
  • As of now, the district has Langtingmupa Reserve Forest (491.78 sq km), Khrungming Reserve Forest (122.88 sq km) and Borail Reserve Forest (48.50 sq km).
  • The proposed national park would go a long way in meeting long-term conservation goals of the region. Upgrading these forests to a National Park will serve the region’s long-term conservation goals – more so because the area forms a single, contiguous complex with Borail and Nampuh wildlife sanctuaries.
  • Although little documentation has been done on the area’s flora and fauna, wide ranging mammals, reptiles and birds are known to be present there. These include tiger, elephant, serow, Himalayan black bear, hoolock gibbon, various macaques, jungle cats, clouded leopard, barking deer, sambar, etc. Its birdlife, too, is particularly impressive, with ornithologists suggesting that around 300 species could inhabit these areas. Its floral diversity adds another feature to the national park.
  • The lack of any conservation initiative in Dima Hasao is in sharp contrast to the early conservation efforts by British ornithologists in the area way back in the 19th century when Allan Octavian Hume, the pioneer of Indian ornithology (also one of the founders of the Indian National Congress) explored its pristine forests.
  • The proposed national park would also boost tourism in the district which boasts of Assam’s only hill station in its headquarters Haflong. “It abounds in tourism attractions with its scenic hills, sylvan forests, wildlife and a multi-hued ethnicity.

Himachal Pradesh to buy back non-recyclable polythene
  • Himachal Pradesh Chief Minister Jai Ram Thakur announced launch of a scheme to buy back non-recyclable polythene at a fixed price.
  • He also launched environment-friendly bags made by the Department of Environmental Science and Technology.
  • He also launched the launched WaPIS (Water Purification Invigorative Scheme) under which 38 types of plant species have been identified to treat waste water in river streams.
  • This project will be implemented in Sukhna rivulet in Parwanoo, Markanda river in Kala Amb and Sirsa river in Baddi, all located in state’s main industrial hub in Solan

Union Environment Minister Prakash Javadekar launches #Selfiewithsapling campaign
  • Union Environment Minister Prakash Javadekar launched the #SelfiewithSapling campaign as part of the World Environment Day celebrations, urging people to plant a sapling and post a selfie with it on the social media.
  • The Minister said that he would mark the World Environment Day by planting saplings with cricketer Kapil Dev and actor Jackie Shroff in the Paryavaran Bhawan premises in New Delhi.
  • Insisting that environment protection had to be a people’s movement, Javadekar said, ‘Jan Bhagidari’ was integral to tackling environmental issues.

Indian Army, Air Force carried out joint exercises in Punjab
  • A major week-long exercise jointly by the Indian Army and Indian Air Force (IAF) carried out in Punjab
  • The exercise, KhargaPrahar, was undertaken by various units and formations of Kharga Corps.
  • Validation of latest operational concepts designed to deliver a swift punitive blow to the adversary were the key features of the exercise.
  • The exercise setting also incorporated aspects of joint training wherein para drops from the Indian Air Force aircraft were carried out and simulated battlefield air strikes were conducted in support of ground forces.
  • The exercise was successful in validating many important operational aspects and brought out valuable lessons and also reinforced a high degree of operational preparedness of the Kharga Corps.
  • The exercise was witnessed by senior dignitaries from the defence establishments.

Centre firms up plans to set up 1,000 Foreigners Tribunals
  • In keeping with the direction of the Supreme Court, the Centre has firmed up plans to set up 1,000 foreigners tribunals (FTs) in Assam to tackle the cases after publication of the final National Register of Citizens (NRC) on July 31.
  • The Central government is in the process of giving its approval to the State government’s proposal to set up eFTs for those who were declared illegal immigrants.
  • The tribunals will be required after the publication of the final NRC, a list of Assam’s residents, on July 31.

State eFT project to be operational in six months
  • With the Central government releasing Rs 100 crore, the State government has put on fast-track the eFT project which is expected to be operational in six months time.
  • Under the project, the foreigners tribunals (FTs) will be equipped with a digital eco-system for speedier resolution and tracking of foreigner cases. The integrated eFT IT system will be implemented across Assam for effective monitoring and efficient resolution of cases registered with FTs. The biometric and biographic data of eFT and NRC Assam will be shared with all the stakeholders for validation purposes.
  • This new IT system will not only strengthen the judiciary in efficient disposal of cases but also help the police in faster detection, prosecution and detention/deportation. It will also facilitate online MIS Dashboard facility for key stakeholders for online tracking, monitoring and periodical review of detection, prosecution and detention/deportation progress. This will bring the much needed efficiency and enhance transparency of case disposal process.
  • A state-wide common digital repository – of all declared foreigners and the pending cases in FTs – will be created for easy data access, validation, audit and review of the illegal migrant issues.
  • The eFT system will capture the illegal migrants’ data to automate data flow and enable sharing among all the stakeholders, including FTs, Border Police, election department, detention centres, home department, FRRO, Ministry of Home Affairs and Ministry of External Affairs, etc.
  • The database will be linked to UIDAI and Inter-operable Criminal Justice System (ICJS) which will help in validation of eligible beneficiaries for social benefit schemes and issuance of government-approved identity documents such as passport, driving licence, bank account, PAN, LPG, Aaadhar, and voter ID, among others.

Government forms two cabinet panels to check falling growth & employment
  • The government formed two new cabinet committees to check the declining trend in growth and employment and spur demand as well as consumption.
  • A five-member cabinet panel on investment and growth has members which include Union Home MInister Amit Shah, Highways Minister Nitin Gadkari, Commerce Minister Piyush Goyal and Finance Minister Nirmala Sitharaman.
  • The Government’s other panel which will look at the unemployment issue — Cabinet Committee on Employment and Skill Development — has 10 members.
  • This committee apart from Shah, Sitharaman and Goyal has Minister of Agriculture Narendra Singh Tomar, Human Resource Development Minister Ramesh Pokhriyal ‘Nishank , Petroleum and Natural Gas Minister Dharmendra Pradhan, Minister of Skill and Entrepreneurship MahendraNath Pandey and ministers of state Santosh Kumar Gangwar (Labour) and Hardeep Singh Puri (Housing and Urban Affairs).

Mumbai is the most traffic congested city in world – Traffic Index-2018
  • Mumbai is the most traffic congested city in the world, while Delhi is close behind at fourth position, an analysis of traffic congestion in 403 cities across six continents has revealed.
  • Traffic Index-2018, compiled by leading independent location technology specialist TomTom, said that Mumbai takes the top spot for the second consecutive year with commuters spending an average of 65 per cent extra travel time stuck in traffic.
  • The global rankings were Colombian capital, Bogota (63 per cent), Lima in Peru (58 per cent), New Delhi (58 per cent) and Russian capital, Moscow (56 per cent), making up the top five most congested cities in the world.
  • The report said that traffic congestion has increased globally during the last decade and nearly 75 per cent of the cities Tom Tom includes in the new Traffic Index report had increased or stable congestion levels between 2017 and 2018, with only 90 cities showing measurable decreases.
  • Decreases were measured in Asia with a large decrease in congestion (-8 per cent) in Jakarta while nearly every city in South America posted increases, the largest (8 per cent) taking place in Lima, Peru.

Orchidarium opens in Shillong
  • Meghalaya Capital would have another attraction with the opening of a climate-controlled Orchidarium at Upper Shillong enroute to Cherrapunjee.
  • The Orchidarium has been established at the premise of the Institute of Bio-resources and Sustainable Development (IBSD), an autonomous institute of Department of Biotechnology.
  • The state of the art Orchidarium covers nearly 6,000 square feet and would display several species of orchids from the State and the Northeastern region.
  • The North East has about 900 species of Orchids while Meghalaya alone has 439 species. Many species are little known and are facing various threats, both natural and due to human activities. Moreover, unregulated collection of many species with ornamental values poses a big threat for several species of Orchid.
  • One of the objectives of the Orchidarium is to encourage students to develop love and care for nature and would also generate employment opportunities for many farmers and unemployed youth in the region.
  • Throughout the year the maximum temperature would hover between 15-20 degrees Centigrade to mimic the natural surroundings of these orchids.
  • IBSD is promoting orchid based bio-entrepreneurship to strengthen the bio-economy of the region as a major flagship programme.
  • The estimated global trade of floriculture is 80 Billion USD. However, India’s share in the global market is only 0.6 per cent of the total floriculture exports.
  • The Indian floriculture market was worth Rs 130 billion in 2017. The market is further projected to reach Rs 394 billion by 2023, at a compound annual growth rate of 20 per cent during 2018-2023.

Gujarat unveils India’s first emissions trading scheme
  • Gujarat chief minister Vijay Rupani on the world environment day launched the country’s first emissions trading scheme (ETS) to encourage and incentivize the industrial units to cut air pollution.
  • Under the scheme, the government will fix a cap on emissions as advised by the gujarat pollution control board and then allow industries to buy and sell permits to maintain their emissions below the cap.
  • The Gujarat pollution control board has started the scheme first in Surat as a pilot. A team of researchers from the Energy Policy Institute at the University Of Chicago(epic), the Economic Growth Center at Yale University and others from the Abdul Latif Jameel Poverty Action Lab (J-Pal), have devised the ETS.
  • According to the scheme, the GPCB will first define the total mass of pollution that can be released into the air over a certain fixed period by all industrial units together.
  • This will be equivalent to the cap. The permits would then become units which could be bought and sold under the ETS.
  • Around 150 industrial units are expected to trade on the national commodities exchange on July 1 as a test case. From august, the ETS would come into effect for all industrial units in Surat.

Power ministry signs MOU with Ahmedabad civic body
  • Union Power Ministry’s joint venture Energy Efficiency Services Limited (EESL) signed up a partnership with Ahmedabad Municipal Corporation (AMC) to establish enabling infrastructure for launch of electric vehicles (EV) in the city over a period of 10 years.
  • According to the Memorandum of Understanding for the purpose, the AMC and EESL would work together to fast-track the adoption of e-mobility in Ahmedabad by installing around 100 public charging stations and promoting electric vehicles on rental and purchase basis in AMC areas.
  • Ahmedabad Municipal Commissioner Vijay Nehra signed the MoU agreement in the presence of Gujarat Chief Minister Vijay Rupani and EESL’s Director (Projects) Venkatesh Dwivedi.
  • The EESL would make the entire investment for services along with the operation and maintenance of public charging infrastructure.
  • While the AMC would provide for the space to set up the charging infrastructure and provision of requisite power connections including load sanctions and meter connections.
  • With these EVs, the Ahmedabad Municipal Corporation is expected to save over 4.46 tonnes of CO2 emissions per e-car per year.
  • Under EESL’s EV programme, it has completed tender processes to procure 10,000 e-cars. Till date, 1,408 e-cars have been deployed across the country and are under registration. For charging e-cars, 286 AC & 142 DC chargers have also been commissioned.
