IIT Guwahati researchers feature in world’s top 2% scientists’ list released by Stanford University

A total of 21 researchers and faculty members from the Indian Institute of Technology Guwahati has been featured among the world’s top 2% Scientists List created by Stanford University, US.

Professor TG Sitharam along with 20 other faculty members have been ranked for their research publications citations using all Scopus author profiles as of September 1, 2022 and their lifetime contribution to their specific fields of research in the list. 

The IIT Guwahati faculty members featured in the Stanford University list are from various scientific fields, including the Departments of Civil Engineering, Mechanical Engineering, Physics, Chemical Engineering, Biosciences and Bioengineering, Chemistry, Electrical and Electronics.

Scientists are classified into 22 scientific fields and 176 sub-fields. The selection is based on the top 1 lakh scientists by c-score (with and without self-citations) or a percentile rank of 2 per cent or above in the sub-field.


President Murmu flags off first Kolkata-Agartala express train 

President Droupadi Murmu and Tripura Chief Minister Manik Saha flagged off the Guwahati-Kolkata-Guwahati train from Agartala Railway Station up to Agartala. 

President Murmu and Chief Minister Saha and also launched another leg of the Agartala-Jiribam-Agartala Jan Shatabdi Express to Khongsang in Manipur.

  • President Murmu inaugurated the Tripura Judicial Academy and laid the foundation stone of the National Law University, Tripura.
  • President Murmu will lay the foundation stone for the Supercomputer facility Param Kamrupa and the facility for the design and development of high power microwave components at IIT Guwahati. 
  • The President will also lay the foundation stone of the Regional Institute of Medical College and Hospital at Dhubri, National Institute of Virology (NIV) at Dibrugarh (Assam) and Jabalpur (Madhya Pradesh).
  • The President laid the foundation stone for 100 Model Secondary Schools for the tea garden areas. 
  • She introduced 3000 Model Anganwadi Centres and a modern Cargo cum Coaching Terminal at Agyathuri near Guwahati. 
  • The president also inaugurated Indian Oil Corporation Limited’s Rail-Fed Petroleum Storage Depot at Moinarbond in Silchar and also introduced two sections of National Highways connecting Silchar to Badarpur and Gohpur to Holong of Assam.

Logistics Performance Index 2022

According to a report released by the commerce and Industry Ministry, Andhra Pradesh, Assam and Gujarat are among the 15 States and UTs categorised as achievers in the logistics index chart 2022.

The index is an indicator of the efficiency of logistical services necessary for promoting exports and economic growth.

Key Points

  • Kerala, Madhya Pradesh, Rajasthan, Puducherry, Sikkim and Tripura are the other States categorised as fast movers in the ranking.  
  • Bihar, Chhattisgarh, Goa, Mizoram, Andaman and Nicobar Islands, Lakshadweep, Ladakh, Nagaland, Jammu and Kashmir, and Arunachal Pradesh are among the 15 States and UTs rated in the aspirers category.
  • The other States and UTs in the achievers category include Chandigarh, Delhi, Haryana, Himachal Pradesh, Karnataka, Maharashtra, Odisha, Punjab, Tamil Nadu, Telangana, Uttar Pradesh, and Uttarakhand.
  • The first logistics report was released in 2018. 
  • The index intends to increase the focus on strengthening the performance of logistics across states for enhancing the nation’s trade and lowering transaction costs. 

About Logistics Performance Index 

  • The Logistics Performance Index (LPI) is an interactive benchmarking tool created created by the World Bank to help countries identify the challenges and opportunities they face in their performance on trade logistics and what they can do to improve their performance. 
  • It is the weighted average of the country scores on six key dimensions: customs performance, infrastructure quality, ease of arranging shipments, logistics services quality, consignments tracking and tracing and timeliness of shipments. 
  • India ranks 44 in the Logistics Performance Index 2018. 

Hyderabad wins World Green City Award 2022 

The city of Hyderabad has won the prestigious ‘World Green City Award 2022’ . Hyderabad is the only Indian city that was selected for the ‘World Green City 2022,’ award, the best across all six categories.

The city has also won ‘Living Green for Economic Recovery and Inclusive Growth’ at the International Association of Horticulture Producers (AIPH) 2022 held in Jeju, South Korea.

  •  Hyderabad won the World Green Cities Award for taking initiatives relying on better use of plants and nature to make better city environments and for helping fulfill local aspirations for economic, social, and environmental resilience.
  • The award is a testimony to the continuous efforts and focuses of the Telangana government on increasing the green cover in the state through its flagship program “Telangana Ku Haritha Haram” (TKHH).
  •  The program aims to increase the tree cover of the state from 24% to 33% of the total area of the state.

International Solar Alliance’s Fifth Assembly will be held in New Delhi

International Solar Alliance’s Fifth Assembly to be held in New Delhi from 17th to 20th October, 2022. India currently holds the position of President of the International Solar Alliance (ISA) Assembly as per the Ministry of New and Renewable Energy.

Key Points

  • Ministers, missions and delegates from 109 Member and Signatory Countries are set to participate in this meeting.
  • The Assembly is the apex decision-making body of ISA, in which each Member Country is represented. This body makes decisions concerning the implementation of the ISA’s Framework Agreement and coordinated actions to be taken to achieve its objective. 
  • The Assembly meets annually at the ministerial level at the ISA’s seat. 
  • The Fifth Assembly of the ISA will deliberate on the key initiatives of ISA on three critical issues of energy access, energy security, and energy transition.
  • World leaders from ISA Member Countries will also discuss the strategic plan of the ISA in Programmatic Support for LDC and SIDS Member Countries, Capacity Building support to all developing Member Countries, and Analytics & Advocacy support to all Member Countries. 
  • The 5th Assembly is expected to lead to a greater consensus among countries for promotion of solar power. Increased international cooperation will be the backbone of energy transition, propelling investment and creating millions of new green jobs in this crucial decade of climate action.

Assam Chief Minister Himanta Biswa Sarma launched ‘Swanirbhar Naari’ scheme

Assam Chief Minister Himanta Biswa Sarma has launched ‘Swanirbhar Naari’, a scheme to empower indigenous weavers in Assam’s Guwahati. 

Key Points

  • The state government will procure handloom items directly from indigenous weavers without involving any middlemen through a specially developed Swanirbhar Naari web portal.
  • The scheme will be implemented with the help of ARTFED and AGMC under the administrative control of the Director, Handloom Textiles, Assam.
  • 31 Hand woven items are covered in the scheme belonging to various communities residing in the state.
  • The scheme will help in preserving the heritage of handlooms and textiles in the state.
  • It is expected that the portal will bridge the gap in between the weavers and the buyers.

The India Innovation Index 2021 has been recently released by the Vice-Chairman, NITI Aayog, Shri Suman Bery, in the presence of Dr. V K Saraswat, Member; Shri Parameswaran Iyer, Chief Executive Officer and other esteemed dignitaries.

  • Karnataka has topped Niti Aayog’s India Innovation Index 2021 with a score of 18.05 followed by Telangana and Haryana, Maharashtra and Tamil Nadu. 
  • Manipur secured the lead in the Northeast and Hill States category followed by Uttarakhand and Meghalaya.
  • Chandigarh was the top performer in the Union Territories and City States category follwed by Delhi and Andaman and Nicobar.
  • Bihar, Odisha and Chhattisgarh scored the lowest on the index.

Assam CM Himanta Biswa assures govt jobs for National Games Medalists

The Assam State Chief Minister Dr Himanta Biswa Sarma has assured jobs for all National Games medalists of Assam from now on. 

The Chief Minister mentioned that all those who won medals in National Games so far for Assam would be given Sports Pension by the State Government. He hoped that this decision would help the sportspersons of the state.

Rajasthan introduces India’s first digital Lok Adalat

National Legal Services Authority Chairman Uday Umesh Lalit launches India’s First AI-powered, end-to-end digital Lok Adalat in Rajasthan.

The Digital Lok Adalat will help in disposing off the pending disputes or disputes which are at the pre-litigation stage. This platform will provide end-to-end dispute resolution with easy drafting & filing of applications.

  • The AI-based Lok Adalat was launched during the 18th All India Legal Services Authorities’ Meet. 
  • The digital Lok Adalat has been designed and developed by the technology partner Jupitice Justice Technologies of Rajasthan State Legal Services Authority (RSLSA 22).
  • The oldest pending case in the nation was recently resolved by a district court in Bihar after 108 years of deliberation. As per NITI Aayog report, it would take around 324 years to dispose of all current pending cases in the country.
  • NITI Aayog report further states that, 75% to 97% of justiciable problems do not reach to the Courts.

PV Sindhu won the Singapore Open title 2022

India’s Olympic medalist PV Sindhu won the Singapore Open 2022 title. She beat China’s Wang Zhiyi by 21-9, 11-21, 21-15 in the final of the Singapore Open.

This is Sindhu’s first 500 title, since she won the world championship in 2019. This is also the first 500 title or better final for the year 2022.

She had won the women’s singles title at the Syed Modi International tournament in January and Swiss Open 2022 in March 2022.

  • The Badminton World Federation categorized Singapore Open as one of the seven BWF World Tour Super 500 events in the BWF events structure from 2018.

Rhino reintroduction in Assam

According to the last census, the one-horned rhinos of Assam’s Manas National Park, have an age structure pyramid, indicating higher life expectancy but need translocation support.

Key findings of the 14th Assam rhino estimation

  • The rhino census was carried out in all three ranges: Bhuyanpara, Bansbari and Panbari comprising 71 estimation blocks. 
  • The current rhino population in the park was estimated at 40. 
  • The park’s rhinos have a male-female sex ratio of 1:1. 
  • The number of calves born in the wild reflects the availability of welfare factors to foster rhinos in Manas National Park. 

Methodology: Rhino census was carried out by ‘Total count or Direct count method’. Total count method is preferred, when a single species is targeted to be counted in specific area. This method assumes detection probability as one, meaning that every animal has a 100% chance of being seen during counting period.

Limitations of this method: Undercounting as the assumption of a detection probability of 1 is unrealistic.

Total count requires high visibility to observe the animals from far off, which is not possible in case of “shy, cryptic animals”. The level of precision cannot be measured in total counts either.

Reasons for translocation: The one-horned rhinos of western Assam’s Manas National Park, bordering Bhutan, have an age structure pyramid, indicating higher life expectancy and significant growth in the population. 

The Indian side of the park does not have a wider representation of calves and sub-adults to sustain the population structure unless it is supplemented through conservation translocations.


National e-Governance Service Delivery Assessment 2021 Report

Recently, the Minister of State of Personnel, Public Grievances & Pensions released the second edition of the National e-Governance Service Delivery Assessment (NeSDA) 2021. 

Key Findings 

  • Amongst all the States and UTs, Kerala had the highest overall compliance score. 
  • Among Union Territories, Jammu & Kashmir ranked the highest with an overall compliance of nearly 90%.
  • Among the North-East and Hill States, Meghalaya and Nagaland are the leading State Portals with an overall compliance of more than 90% across all assessment parameters. 
  • Among the Remaining States, Kerala, Odisha, Tamil Nadu, Punjab, Karnataka and Uttar Pradesh had a compliance of more than 85%. 
  • Among the focussed Central Ministries, Home Affairs, Rural Development, Education, and Environment, Forest & Climate Change are the leading Ministry Portals with an overall compliance of more than 80% across all assessment parameters. 
  • Ministry Portal of Home Affairs had the highest overall compliance score. 
  • The Central Public Procurement Portal, Digital Police Portal, and Bhavishya Portal are the leading Ministry Services Portals with an overall compliance of more than 85% across all assessment parameters.

About National e-Governance Service Delivery Assessment (NeSDA)

  • National e-Governance Service Delivery Assessment (NeSDA) is a biennial study that assesses States, Union Territories (UTs), and focuses on Central Ministries on the effectiveness of e-Governance service delivery.
  • Department of Administrative Reforms & Public Grievances (DARPG) had constituted the National e-Governance Service Delivery Assessment (NeSDA) in 2019 as part of its mandate to boost the e-government endeavours and drive digital government excellence. 
  • It helps the respective governments improve their delivery of citizen centric services and shares best practices across the country for all States, UTs and Central Ministries to emulate.
  • The assessment covered 56 mandatory services for each States & UTs and 27 services for the focus Central Ministries.
  • It covers services across seven sectors – Finance, Labour & Employment, Education, Local Governance & Utility Services, Social Welfare, Environment and Tourism sectors.

World Day Against Child Labour 2022

World Day Against Child Labour is observed on June 12, every year to raise awareness regarding detrimental consequences of the Child Labour. 

The theme for 2022 is “Universal Social Protection to End Child Labour”. It calls for investments into social safety nets and programs to protect children from being forced into child labour.

The day was first launched in 2002 with the aim of raising awareness and activism to prevent child labour. The day is held every year in a bid to foster movement against child labour worldwide. 

The day focuses on providing dignity to the life of children affected by child labour and ensuring support for their education, medical services and other needs. 


India’s first COVID-19 vaccine Anocovax launched for animals 

The Ministry of Agriculture has launched the country’s first homegrown COVID-19 vaccine “Anocovax” for animals. It was developed by Haryana-based ICAR-National Research Centre on Equines (NRC). 

About Anocovax Vaccine

Anocovax is an inactivated SARS-CoV-2 Delta (COVID-19) vaccine for animals. 

This vaccine is effective and capable of neutralising both Delta and Omicron variants of SARS-CoV-2.

The vaccine contains inactivated SARS-CoV-2 (Delta) antigen with Alhydrogel as an adjuvant.

This vaccine is safe for dogs, lions, leopards, mice and rabbits.


India’s first display manufacturing plant to be set up in Telangana

The Telangana government signed an MoU with Karnataka-based Elest for the proposed fabrication unit with an investment worth Rs 24,000 crore. It will be set up under the India Semiconductor Mission Programme of the Ministry of Electronics & Information Technology.

Elest was incorporated specifically for the purpose of manufacturing next generation displays for smartphones, tablet computers, and laptops. It would set up the display fabrication unit with technology inputs from and in technological association with most advanced and finest research centres worldwide.

The government is confident that the setting up of the Gen6 AMOLED Display manufacturing facility will generate a global interest and ensure future technology growth in our country.


India’s life expectancy rose to 69.7

India’s life expectancy at birth has reached up to 69.7 during 2015-2019, data from the sample registration system (SRS) shows. The data released by the demographic survey. 

Key Findings 

  • Data suggests that high under-five mortality and infant mortality could be one of the reasons that India finds it difficult to increase life expectancy at birth. 
  • Gap between life expectancy at birth and life expectancy at one year or five year is largest in states like Madhya Pradesh and Uttar Pradesh, where there is highest infant mortality rate (IMR). 
  • Madhya Pradesh has the highest IMR of 43. Uttar Pradesh has second highest IMR of 38, and the life expectancy on completion of first year, increased the highest by 3.4 years. 
  • Gaps between life expectancy at birth and at year one can also be witnessed in states like Chhattisgarh, Rajasthan, Assam, Gujarat, and Odisha.
  • India has added 20 years to its life expectancy at birth from 49.7 in 1970-75 to 69.7 in 2015-2019.
  • Among states, Odisha has seen the highest rise from 45.7 to 69.8, followed by Tamil Nadu, where it has increased from 49.6 to 72.6. 
  • Uttar Pradesh, having had the lowest life expectancy at birth of just 43 years in 1970-75 has increased to 65.6 in 2015-2019 – albeit ranking the second lowest life expectancy after Chhattisgarh’s 65.3.
  • The data shows a considerable divide in life expectancy at birth across states and between urban and rural areas. 
  • Urban women in Himachal Pradesh had the highest life expectancy at birth of 82.3 years while at the other end, rural men in Chhattisgarh had the lowest, just 62.8 years, a gap of 15.8 years. 
  • In Assam, the gap in life expectancy between rural and urban areas is nearly eight years, followed by Himachal Pradesh with a five-year gap.
  • Bihar and Jharkhand remained the only states where male life expectancy was higher than for women in both urban and rural areas. 
  • Kerala is the only state where the rural life expectancy at birth was higher than urban for both women and men. 

Haryana won Khelo India Youth Games 2021

Haryana won the Khelo India Youth Games (KIYG) 2021 title with 52 gold medals which was held at Panchkula, Haryana. This was Haryana’s second KIYG title. 

Haryana won the inaugural title in 2018 but finished second to Maharashtra in the next two seasons. This was the fourth edition of the Khelo India Youth Games.

Key Points

  • Haryana topped the medal tally with a total of 137 medals with 52 gold, 39 silver and 46 bronze medals. 
  • Maharashtra finished second with a total of 125 medals, including 45 gold, 40 silver and 40 bronze medals.
  • Karnataka with 22 gold, 17 silver and 28 bronze medals finished third with 67 medals.

In the past 10 years, India’s environmental movement has had a rebirth. It was first born in the 1970s, when the industrialized world saw the impact of growth on its environment. In that decade, the air and rivers of London, Tokyo and New York were full of toxins. The world was learning the pain of pollution. The first major global conference on the environment, the Stockholm Meet, was held to find ways to deal with this growing scourge. India’s key pieces of environmental legislation were enacted in this period-the Water Pollution Act of 1974 and the Air Pollution Act of 1981. But we were innocent in the world of pollution. We had not yet witnessed the intensification of growth that would, in turn, destroy our environment. It was also in the 1970s that second environmental challenge-issues of access and sustainable management of natural resources emerged. In the remote Himalayas, the women had prevented the timber merchant from cutting their forest. But their movement was not to protect the forest. Their movement or fight was to assert their right to the resources of the forest. It was an environmental movement because the women of this village in Chamoli district of Uttarakhand knew that they had to protect the forest to protect their livelihood. It was a call to redefine development and growth.
 
But now these two sides the environmental challenge have truly come home to India. Importantly, this is now time when environmental issues have taken centre stage in the country. Yet matters are going from bad to worse. The pollution in our rivers is worse today than it was three decades ago. The garbage in cities is growing by the day, even as governments scramble to find ways of reducing plastic and hiding the rest in landfills in far-off places. Air pollution in cities is worse, and toxins are damaging our lungs. This is, in spite of efforts, to contain the problem. We have invested in building sewage treatment plants to deal with water pollution. We have improved the quality of fuel that run our vehicles; changed emission standards and set up institutions to regulate industrial emissions. But still we find we canne! catch up in this game of growth and its toxic fallout. In this decade as well, the struggles for the control over resources have intensified. In every nook and corner of the country where land is acquired or water is sourced for industry, people are fighting even to death. There are a million pollution mutinies happening. The fact is that in India a large number of people and it is indeed a large number-depend on the land, the forests and the water around them for their livelihood. They know that once these resources are gone or degraded their survival will be at stake.
 
We must recognise that across the world, the environmental movement is based on the idea that people do not want anything bad in their vicinity: not in my backyard or NIMBY. Ordinary people, but with power because they are part of the voting middle class, take up these issues because they affect their lives. The fight is personal. It is another matter that their fight has national policy ramifications, often for the better. But there is also a downside to NIMBY: if it is not in my backyard, then whose backyard should it be? This is not an issue that is asked or answered. But it must be.
 
When India-as the urban across and middle-class the world-faces an environmental threat it does not stop to ask in whose backyard it should be allowed. The fact is that garbage is produced because of our consumption. The richer we get, the more waste we generate and the more we pollute. This consumption is necessary because it is linked to the economic growth model we have decided to adopt. But we forget that the more we consume, the higher the cost of collection and disposal of waste which we cannot afford. So, we look for band-aid solutions. In middle-class environmentalism there is no appetite for changing lifestyles that will minimise waste and pollution.
 
The western environmental movement began after societies there had acquired wealth. The movement was a response to the mounting garbage, toxic air and polluted water resulting from the growth of their economies. They had the money to invest in cleaning and accordingly they did. But as they never looked for big solutions, they always stayed behind the problem-local air pollution is still a problem in most western cities, even if the air is not as black as ours. It is just that the toxins are smaller, more difficult to detect or smell. In India, we want to emulate the disastrous ways of the already rich, with much lesser resources and much more inequity and poverty. The fact is that we cannot find answers in the same half-solutions they invested in. This is the biggest challenge of India’s environmental movement. We can do things differently to reinvent growth without pollution. But only if we have the courage to think differently, I hope we will.

~ GDP growth ~

  • Growth is estimated at 9.2 percent for FY22. 
  • Gross value addition in agriculture and industry is estimated to grow by 3.9 percent and 11.8 percent, respectively. 
  • Gross investment and exports will be the bigger growth drivers. 
  • In FY23, growth may increase between 8.0 percent and 8.5 percent.

~ Fiscal deficit ~

  • The fiscal deficit reached 46.2 percent of the full year target during April−Nov 2021, amidst a rise in tax collections. The deficit for FY22 is expected to be 6.9 percent. 
  • In FY23, government finances will witness consolidation in FY22, after an uptick in deficit and debt indicators in FY2021. The deficit is expected to be –6.4 percent.

~ Inflation ~

  • In Dec 2021, the CPI inflation increased to a five month high of 5.6 percent with core inflation remaining high at 6.1 percent. Inflation may increase due to imported inflation, especially from elevated global energy prices and supply-chain disruptions.

~ Domestic Credit growth ~

  • Domestic credit growth was 9.8 percent in Q3 FY22 against 8.5 percent in FY21. Credit growth to the industry sector improved but has yet to recover in the services sector. 
  • In FY23, demand for credit growth may increase gradually as economic activity returns to normalcy. Banks are well capitalised and the reduced NPAs level will improve lending activities.

~ Current Account Deficit ~

  • Current account recorded a deficit of 0.2 percent of GDP in H1 FY22, led by a rising trade deficit.
  • In FY23, the current account may remain in deficit as imports rise with the economic recovery. Stronger exports may keep the deficit in check.

~ FDI ~

  • Net FDI inflows amounted to US$ 24.7 billion for April-November 2021, 29.5 percent lower than April-November 2020. 
  • In FY23, FDI is expected to remain volatile due to global uncertainties associated with the spread of the infection and the pace of monetary policy tightening in advanced countries.

~ Other economic parameters ~

  • RBI kept repo rate unchanged at 4 percent since May 2020; continues with an accommodative monetary policy stance.
  • Forex reserves touched US$ 633.6 billion, as of Dec 2021
  • Net FDI inflows amounted to US$ 24.7 billion for April−November 2021, 29.5 percent lower than those for April−November 2020
  • CPI averaged at 5.2 percent in April−December 2021, driven primarily by food inflation and high fuel prices
  • Merchandise exports expanded by 49.7 percent to US$ 301.4 billion in April−December 2021, exceeding the pre-pandemic levels.
