CENTRES FOR THE PRELIMINARY & MAIN EXAMINATION:

(A) The centres for the Combined Competitive (Preliminary) Examination are BARPETA, BONGAIGAON, BISWANATH CHARIALI, DHEMAJI, DHUBRI, DIBRUGARH, DIPHU, GOALPARA, GOLAGHAT, GUWAHATI, HAFLONG, HAMREN, HATSINGIMARI, HOJAI, JORHAT, KAJALGAON, KARIMGANJ, KOKRAJHAR, MAJULI, MANGALDOI, MORIGAON, MUSHALPUR, NAGAON, NALBARI, NORTH LAKHIMPUR, SILCHAR, SIVASAGAR, SONARI, TEZPUR, TINSUKIA AND UDALGURI.

(B) The Combined Competitive (Main) Examination will be held in GUWAHATI only.

(C) The exact dates for Preliminary and Main Examination respectively will be notified in due course.

(D) The centres and the date (even after it is notified) for holding examination may, however be changed by the Commission at its discretion owing to unforeseen exigencies. Candidates admitted to the examination will be informed of the time-table and place or places of examination. The candidates should note that no request for change of centre will be granted.

A) The Online Applications can be filled up from 10-09-2020 to 10-10-2020 till 12:00 Midnight after which the link will be disabled. 

B. FEES FOR PRELIMINARY EXAMINATION:
Under the Digital India initiative by Ministry of Electronics and Information Technology (MeitY), Government of India, APSC has decided to launch its Online Recruitment portal with the help of CSC-SPV, a MeitY approved organization, which will charge a processing fee of Rs. 30.00/- + 18% tax = Rs.35.40/- from each candidate.

3. BPL/PWBD/Women Candidate – 35.40

 


ELIGIBILITY

(a) Nationality: The candidate must be an Indian citizen.
(b) Age: The candidate should not be less than 21 years and more than 38 years of age on 01.01.2020.

Relaxation: The upper age limit is relaxable
(i) By 5 years for SC/STP/STH candidates i.e. upto 43 years.
(ii) By 3 years for OBC/MOBC candidates i.e. upto 41 years as per Govt. Notification No. ABP.6/2016/9 dated Dispur the 25th April, 2018.
(iii) For persons with Benchmark Disabilities (PWBD) by 10 years irrespective of SC/ST/OBC and General Category of candidates as per Govt. Notification No. ABP 144/95/121 dated Dispur the 28th October, 2015.

(c) The candidate must hold a Degree from any of the Universities incorporated by an Act of Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section 3 of the University Grants Commission Act, 1956 or possess such qualification as may be declared equivalent by the Government.
(d) Candidates must possess the prescribed qualification on the date of submission of their applications.
(e) Candidates awaiting results of the qualifying examination for eligibility on the closing date of submission of application need not apply.
(f) Persons with Benchmark Disabilities should ascertain the post for which a particular category of disability is entitled for reservation as per the advertisement and should apply/opt for the preference accordingly at the time of filling up the forms for Main Examination.
(g) As per Govt. notification no.ABP.69/2019/17, dated 06/11/2019 candidates have to submit a declaration regarding “The Small Family Norms” in Form-A at the time of applying for the C.C. (Mains) Examination.

NOTE: THE CANDIDATES BELONGING TO RESERVED CATEGORY OF OTHER STATES WILL BE TREATED AS GENERAL CANDIDATES AND THEY CAN COMPETE ONLY AGAINST OPEN CATEGORY VACANCIES.

 

STAGES OF THE EXAMINATION

The Combined Competitive Examination consists of two successive stages:-
(i) The Preliminary Examination (Objective Type)
(ii) The Main Examination (written & interview)

 

(I). PRELIMINARY EXAMINATION

The Preliminary Examination will consist of two papers of objective type multiple choice questions of two hours duration each.

  • Paper-I  – General studies I  – 200 Marks – 2 hrs Time (Objective type multiple
    choice question paper)
  • Paper-II – General Studies II – 200 Marks – 2 hrs Time (Objective type multiple
    choice question paper)

  Total marks = 400 

  • The questions will be of objective type with multiple choices
  • Candidates will have to use ONLY BLACK / BLUE BALL PEN.
  • This Examination is meant to serve as a screening test only.
  • The marks obtained in the Preliminary Examination by the Candidates who are declared qualified for admission to the Main Examination will not be counted for determining the final order of merit.
  • There will be negative marking for incorrect answers as detailed below:
    (i) There are four alternatives for the answers to every question. A penalty of one-fourth (.25) of the total marks assigned to that question will be deducted for each wrong answers marked by a candidate.
    (ii) If a candidate marks more than one answer, it will be treated as a wrong answer even if one of the given answers happen to be correct and there will be same penalty as above for that question.
    (iii) If a question is left blank i.e no answer is given by the candidate, there will be no penalty for that question.

 

  • The  General Studies II paper  of the Combined Competitive (Prelim) Examination will be a qualifying paper with  minimum qualifying marks fixed at 33% . The Commission will draw a list of candidates to be qualified for Combined Competitive (Main) Examination based on the criterion of minimum qualifying marks of 33% in General Studies Paper-II of Combined
    Competitive (Prelim) Examination and total qualifying marks of General Studies paper- I of Combined Competitive (Prelim) Examination as may be determined by the Commission.
  • The candidates may refer to the Assam Public Services Combined Competitive Examination (Amendment) Rules, 2019 for syllabi of General Studies I & General Studies II.

(II). MAIN EXAMINATION

The Main Examination consists of (A) Written Examination and (B) Interview Test.

 (A) WRITTEN EXAMINATION 

a) On the results of the Preliminary Examination, the number of candidates to be admitted to the written part of the Main Examination will be 11 to 12 times the number of vacancies notified for each category. The selection will be strictly on the
basis of merit adhering to the norms of Vertical and Horizontal Reservation as per prescribed law in force.
b) The questions of the examination will be of conventional type. The written examination will consist of the following papers:

• Two Qualifying Language Papers: (in the level of Class X)

1. Paper A (300 marks- 3Hours duration) – any one of the language from Assamese, Bengali, Bodo. Candidates from DimaHasao, Karbi Anglong and West Karbi Anglong districts who have not studied any of these languages in school shall be exempted from appearing for this Paper A.

2. Paper B- English (300 marks- 3Hours duration)

N.B. a. The marks obtained in these two papers shall not be counted for determining the final order of merit.
b. The minimum qualifying marks in Paper ‘A’ and Paper ‘B’ will be 25%.

 (B) INTERVIEW TEST: 275 Marks 

On the results of the written part of the Main Examination the number of candidates to be called for interview will be about thrice the number of vacancies advertised. The selection will be strictly on the basis of merit adhering to the norms of Vertical and Horizontal Reservation as per prescribed law in force.

The candidates will be interviewed by a board that will have before them a record of his/her career. He/She will be asked questions on matters of general interest. The objective of the interview is to assess the personal suitability of the candidate for a career in public service by a board of competent and unbiased observers. The test is intended to judge the mental caliber of a candidate. In broad terms this is really an assessment of not only his intellectual qualities but also social traits and his interest in current affairs. Some of the qualities to be judged are mental alertness, critical powers of assimilation, clear and logical exposition, balance of judgment, variety and depth of interest, ability for social cohesion and leadership, intellectual and moral integrity.

The technique of the interview is not that of a strict cross-examination but of a natural, though directed and purposive conversation which is intended to reveal the mental qualities of the candidate.

The interview test is not intended to be a test either of the specialized or general knowledge of the candidates which has been already tested through their written papers. Candidates are expected to have taken an intelligent interest not only in
their special subjects of academic study but also in the events which are happening around them both within and outside their own State or Country as well as in modern currents of thought and in new discoveries which should rouse the curiosity of well educated youth.

The interview, however, will not have any qualifying marks. The marks scored at the interview will be added to the marks scored in the written Examination (Main) and the ranking of the candidates will be determined on the basis of the total
marks obtained.

The Commission shall recommend exactly the same number of candidates for different posts as notified. The candidates will be allotted cadre strictly on the basis of merit cum preferences opted by candidates in their applications for the Main Examination. The Commission shall not recommend a candidate for a post which he/she has not opted for.

 

 ADMISSION CERTIFICATES (ADMIT CARD)

(a) Admission certificate indicating the eligible candidate’s Roll no., venue and programme of the exam will be uploaded in the Commission’s website, for appearing in the Preliminary/Main examination.

(b) The mere fact that a certificate of admission has been issued will not imply that his/her candidature has been finally cleared by the Commission. Candidates may note that the Commission takes up the verification of eligibility conditions only after the candidates have qualified for the Main Examination.

(c) Candidates must produce a photo identity proof of any of the following in the examination hall:
(i) Pan Card
(ii) Driving Licence
(iii) Voters ID card
(iv) Bank Passbook containing photograph
(v) ID Card issued by the educational Institution where he/she is studying presently
(vi) ID card issued by Government or public sector undertaking.

(d) The Commission reserves the right to cancel the candidature of any candidate as and when any ineligibility condition is detected. If any information declared by the candidate is found to be false at any stage; the candidate will be penalized as per prevailing law/rules.

(e) The decision of the Commission as to the eligibility or otherwise of a candidate for admission to the examination shall be final.

  1. The candidate must be a permanent resident of Assam.
  2. The candidate must produce PRC issued in Assam for educational purpose as a proof of residency along with the application form.
  3. Apart from English, the candidate should have adequate knowledge of at least 1(one) official language of the State of Assam (i,e. Assamese/Bengali/Bodo) except candidates belonging to Karbi Anglong Autonomous Council and Dima Hasao Autonomous Council.

a. The applicants must be Graduate in any discipline from a recognized
University with minimum 45% marks, 40% for SC/ST candidates in their

In order to appear in the Recruitment Tests candidates must satisfy the following criteria :-
a) Nationality- Candidates must be Indian citizens, ordinarily resident of Assam.

b) Age:
i) For the posts of Sub-Officer: 20 to 24 years as on 1st January of 2020 (i.e. the candidate must be born on or before 01.01.2000 and after 01.01.1996).
ii) For the posts of Constable in APRO and Fireman & Emergency Rescuer in F&ES: 18 to 25 years as on 1st January of 2020 (i.e. the candidate must be born on or before 01.01.2002 and after 01.01.1995).
Note: The date of birth accepted by the SLPRB will be as per admit card / certificate of matriculation or an equivalent examination issued by a recognized Board. No other
document relating to age such as horoscope, affidavit, birth extract from Municipal Corporation, Health Department, Service Record etc. will be accepted.
Relaxations :Upper age limit will be relaxed for:
(i) 5 (five) years in respect of candidates belonging to SC, ST (P) and ST(H).

They must be free from any physical deformities and free from diseases such as diabetes, hernia, piles, respiratory diseases or any other ailment that is likely to interfere with the efficient performance of duties. The distant vision should be 6/6 for at least one eye and not poorer than 6/9 for the other without correction. Near vision should be normal.

 

4) HOW TO APPLY:

All Candidates will have to appear for their PST/PET & Written Test only from the district under which their permanent Residential address falls. Candidates will be required to upload scanned copies of the following documents:
a) Passport Size Photograph :-
Please pay attention to upload good quality photograph. Poor quality of photograph submitted will lead to rejection of your application. The admit card will be printed with
the uploaded photograph.
i) The photograph must be in colour and must be taken in a professional studio. Photograph taken using a mobile phone and other self composed portraits are not acceptable.
ii) Photograph must be taken in a white background.
iii) The photograph must have been taken after 1stJanuary, 2020.
iv) Face should occupy about 50% of the area in the photograph, and with a full face view looking into the camera directly.

vi) If you normally wear spectacles, glare on glasses is not acceptable in your photo.
Glare can be avoided with a slight downward tilt of the glasses for the photo shoot.

viii) Ask your photo studio to provide the image in a JPEG format and also on a standard 4.5cm x 3.5 cm (45mm x 35mm) print.
ix) Maximum pixel resolution for JPEG: 640 x 480 (0.3 Mega Pixel) (Ask your studio to reduce it to this resolution if it is higher).
x) Minimum pixel resolution for JPEG: 320 x 240.
xi) The maximum file size is 450 kb (kilo bytes).
xii) For your own benefit it may be prudent not to intentionally change your facial features or hair style as in the photograph until the day of the exam.
b) Thumb Impression:- The candidate will have to take his / her left thumb impression on a white piece of paper, neatly, without any smudges and scan a copy and upload it
in the slot provided. Dimension of thumb impression image should be 3.5cm (width) x 1.5cm (height) only.
Candidates should make sure their uploaded thumb impression is clear. 100 kb is the maximum size.
c) Signature :-
i) Please put your signature with a black or dark blue ink on a white paper.
ii) Get the signature digitally photograph / image scanned by a professional photo studio, and get the image cropped by the studio itself.
iii) Only JPEG image formats will be accepted.
iv) The maximum pixel resolution for the image is 800 x 300.
v) The minimum pixel resolution for the image is 400 x 150.
vi) Dimension of signature image should be 3.5cm (width) x 2.5cm (height).
vii) The maximum file size is 100 kb.
viii) Mobile phone photograph of signature is not acceptable, and can result in disqualification of the application.
d) Documents :-

The benefit of reservation under EWS can be availed upon production of an income and asset certificate issued by the Circle Officer or Circle Officer (A) of the revenue Circle where the candidate and/or his family normally resides. The income and asset certificate issued by any one of the following authorities in prescribed format as given in Annexure- I shall only be accepted as proof of candidate’s claim as belonging to EWS.
The candidates will then click on the ‘Complete’ button to indicate that they agree to all the entries made in the form. The candidates can then download the registration / application slip with ID No. It is mandatory for the candidates to mention individual mobile phone number and a valid email address in the application form as the same will be required to inform the applicant regarding the status of their application and convey other related information.
e) Candidates should also follow the following instructions while applying:
i) If a candidate appears in the Tests from more than one venue, or makes an attempt towards that end, his/her candidature will be cancelled forthright for all the venues.
ii) The email address and mobile phone number should be specific to each candidate.
iii) No document, except mentioned in Para 4 (d) (i) to (v) testimonials are to be uploaded with the application form. However, when the candidate reports at the venue on the date and time for Physical Standard Test and Physical Efficiency Test, he/she must bring all essential documents in original along with one set of self attested photocopies of the same. Any incorrect information or document submitted which is not genuine may disqualify a candidate at any stage and may also render him liable to criminal prosecution. Original documents of a candidate may be put to check at any later stage of the recruitment process also. No document will be accepted of a candidate after PST/PET is completed.
iv) Incomplete/ defective/ invalid application will be summarily rejected.
v) If any candidate fails to produce any original certificate as mentioned below or doesn’t furnish it at the time of documents inspection during PST/PET, he / she will not be given any chance of rescheduling the date for submission in future and his / her status will be decided on the basis of the documents submitted on the day

SELECTION PROCEDURE :-Candidates whose applications are found correct in all respect will have to undergo the Physical Standards Tests (PST) and Physical Efficiency Tests (PET). If any candidate is found to have any physical deformity as may be detected by the Medical Officer present in the DLSC /Selection Committee, he/ she will be debarred from participating in the other tests.

8) PHYSICAL STANDARD TEST (PST) :- After the documents are found correct, the candidates will have to appear in the PST (Physical Standard Test). It will carry no
marks. Measurement of the height, weight of all the candidates& chest of only male candidates will be done using latest technologyand after which the candidate will be
examined by a Medical Officer for preliminary check-ups like knock knee, vision test, colour blindness test, flat foot, varicose vein, physical deformities etc. Once a
candidate clears the PST, he/she will have to appear in the PET (Physical Efficiency Test).

9) PHYSICAL EFFICIENCY TEST (PET) – 40 Marks :Candidates who clear PST, will be required to undergo PET. The PET consists of the following:
The Physical Efficiency Test will carry 40 marks. It will have 2 (two) events viz.
i) MALE CANDIDATES
a) Race: Those who qualify in the PST will be subjected to 3200 mtrs. race to be completed within 14 minutes (840 seconds).
b) Long Jump: Minimum 335 cm for long jump (3 chances to be given and the longest valid jump rounded off to the nearest cm will be considered for awarding marks).

ii) FEMALE CANDIDATES
a) Race: Those who qualify in the PST will be subjected to 1600 mtrs. race to be completed within 8 minutes (480 seconds) .
b) Long Jump: Minimum 244 cm for long jump (3 chances to be given and the longest valid jump rounded off to the nearest cm will be considered for awarding marks).

WRITTEN TEST: Written test will consist of 100multiple choice type questions to be answered on an OMR answer sheet. For each correct answer the candidate will get
half a mark. Total marks for the Written Test will be 50. There will be no negative marking.The questions will cover the following subjects:

II. General English
III. Logical reasoning/Mental ability

5. The candidate must upload the scan copy of the proof of Permanent resident of Assam (Voter id or PRC), Qualifying examination, Age, Caste etc. along with recent passport size photograph and specimen signature at the time of online application.
6. The candidate must produce the Original of all the documents mentioned in Sl. No.5 and submit self-attested copies of all the testimonials along with 3 (three) copies of self-attested recent Passport size photograph in due course of time which will be notified later in the Website.
7. Applicants who are already employed must apply through their respective employer within the stipulated period mentioning the Unique Number generated against the submitted online application.

1. The Written Examination will be held on 21.01.2018 in all the District Head Quarters of Assam. Duration of examination will be 3½ hours from 11.00 A.M. to 02.30 P.M.

2. The list of candidates who have been found eligible to sit for the Written Test will be uploaded in the website www.recruitmentaim.in. Applicants are advised to go to the above mentioned website and check the Written Examination venue in which they will have to appear.

3. All information/instructions to the candidates and the Admit Cards will be available in the above website from 10.01.2018.

4. Candidates should visit the above website and download their individual Admit Card. They should also download the instructions.

5. The Examination Centre is mentioned in the Admit Card. No change of Examination Centre will be entertained.

6. All candidates are required to produce their Admit card in the examination centre. Without Admit Card no candidate will be allowed to sit for the Written Examination.

7. No Mobile Phones, Calculators and any kind of communication devices will be allowed to carry inside the’ Examination Centre.

8. Eligibility of candidate is checked on the basis of the information provided in their Application Form. Being called for the Written Examination does not automatically render the candidate eligible for the post of Junior Administrative Assistant.
